PRESENT: Glidden, Paterson, Reinhard, Stackpole. ABSENT: Gardner. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager. Also present at call to order: Nantucket Golf Management (NGM) President, Alan Costa and Inquirer and Mirror Reporter, Peter Sutter. A. GOLF BUSINESS: 1. 2016 Proposed Rates — Discussion: Mr. Costa recommended increases of 5% for legacy membership dues and 2% for regular membership dues. He provided a history of rate increases that showed that the legacy dues had increased approximately 88% since 2004 and the regular single member dues had increased 6% with the regular family membership having no increase during that same period. After some discussion, upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Glidden, it was unanimously VOTED to increase all single membership dues by $100 and all family membership dues by $150. Mr. Costa then presented recommended fee increases. Miacomet Golf Course (MGC ") and Siasconset Golf Course ( "SGC ") — Draft Budgets Discussion: Mr. Costa provided the Commission with the draft budgets and briefly explained the format he used and asked the Commissioners to review them and email questions to him in advance of the special budget meeting on January 9, 2017. 3. Miacomet Golf Course — Management Contract Review: Mr. Savetsky handed out a draft of the MGC management contract prepared by Land Bank Counsel. Mr. Costa said he had a lot of questions and desired changes and would like to have his attorney review it. Mr. Savetsky said it would be best if the attorneys could work out as many details as possible so the contract can be voted at the next meeting. B. FINANCIAL BUSINESS: 1. Warrant Authorization — Cash Disbursements: Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Paterson, it was unanimously VOTED to execute the December 15, 2016 warrant document in the amount of $60,402.00 to be provided to the county treasurer. C. TRANSFER BUSINESS: 1. Five -Year Ownership Non - Compliance; Request for Waiver /Release of Lien — No. 34653 Silvia Ganeva and Boyan Tsenkov: Ms. Campese explained that the purchasers had purchased a covenant home November 1, 2013. Subsequently, due to improved income, they were able to purchase a second home with the expectation of renting it, as they were restricted from renting the covenant home. Recently, another island family in need of housing asked to purchase the covenant home since they were facing moving away due to the housing shortage. Ms. Campese pointed out that since this house was in the covenant program, Mr. Tsenkov and Ms. Ganeva would realize limited appreciation from the sale, and further, that the pending bill to amend the Land Bank Act at the legislature would have exempted their fee when they purchased the property due to its affordability restrictions. Under the circumstances, Ms. Campese recommended that the Commission facilitate the transfer of this affordable home by waiving the penalty and accrued interest, requiring only payment of the Land Bank fee. Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Paterson, it was unanimously VOTED to waive the Land Bank Commission December 15, 2016 Page 3 penalty and accrued interest and4o execute a Release of Lien to be provided to the purchaser's representative upon receipt in/full of the outstanding Land Bank fee ($8,000).
