1. Call to Order, Approval of the Agenda, Approval of Minutes, and Public
Comments.
A. Chair Allen Reinhard called the meeting to order at 4:05 pm. In attendance were Nelson
( Snookie) Eldridge, Leslie Forbes, Nat Lowell (left at 5:30 pm), Allen Reinhard, Lee Saper%Sin,
and Stephen Welch; there was a quorum at all times.

B. Public Comment. There was no public comment. o

C. Minutes. The minutes of the meeting of August 16, 2016, were moved for approval by Leslie
Forbes, seconded by Nat Lowell, and approved unanimously.
2. Comments by Chair Allen Reinhard
Chair Allen Reinhard welcomed Snookie Eldridge to the Committee saying that he was very
knowledgeable about Nantucket and its roads, including those that have been lost.
After describing to Nelson Eldridge some of the projects that the committee had recently
completed, he talked about ways to the beach and some that have been acquired recently for the
Town; he reminded us that we have two upright "public way" markers and six flush ones ready
to be installed. [Action: Install monuments]
3. Public Access and handicap access at Washington Street Extension.

Based on an e -mail that he had sent earlier to the Committee, Stephen Welch spoke about
possible encroachments along the harbor access at the end of Washington Street Extension (98,
100, and 111 Washington Street, owned by the Town of Nantucket, and along the short way in
front of the privately owned 112 and 114 Washington Street; map attached). He showed the
Committee where there was an incompatibility between the map and actual road layouts.
Additionally, although the land is used extensively for boat launching and other water uses, there
is no sign or marker defining its name or permitted uses and there is no handicapped access or
handicapped parking. Nat Lowell said that the Town needs to sort out issues of encroachment
and parking; he asked if this issue should be referred to Traffic Safety. Lee Saperstein suggested
that if we believe that there are encroachments onto public land, we should refer it to the
Department of Public Works. Stephen Welch suggested that we first forward the topic to the
Planning Department with a request to include the area in upcoming survey work for the bike
path in that area. Without such a survey, we cannot accurately determine the extent of any
encroachment. The committee agreed with Stephen Welch and asked the Chair to forward the
request for a survey to the Planning Department. With respect to the possible encroachments,
the committee decided to be patient and wait for the Planning Department to provide a survey to
judge on ownership of the ways. The area is one of high public use and should be portrayed
accurately by the map. If a land survey is needed, then it could be done in concert with one done
for the bike path reconstruction. [Action: Allen Reinhard will discuss this request with Andrew
Vorce]
4. Traffic on Old South and Fairgrounds Roads and possible development of Rugged
Road and Scotts Way as connectors.
Chair Reinhard said that this item was on the agenda to accommodate John Stackpole's items
from the last meeting; unfortunately he was not in attendance. Nat Lowell took the opportunity
to tell us of things that the Planning Board had learned. Lovers Lane, in its entirety, is a County
road, i.e, a Public Way; research on its ownership was done by Andrew Vorce and his staff. Nat
Lowell also reported that Richmond -Great Point Development has done a traffic study on Old
South Road. Stephen Welch asked if the Transportation Plan considers what would happen if
Rugged Road was completed from Lovers Lane to Fairground Road; particularly to traffic that
avoids Old South or the Rotary by cutting along Trotters Lane to First Way to Surfside Road?
It was suggested that we could ask Mike Burns to review the study with us so that we could
recommend considerations of impacts. Stephen Welch asked if the transportation planners have
a forward, l 0 -yr plan. Allen Reinhard reminded him of the Regional Transportation Plan
available on the Town's web site (htt-D://www.nantucket-ma.j4ov/DocumentCenterNiew/10083
Nat Lowell suggested, in terms of forward transportation planning, that we could use a bike path
along the Wauwinet Road. [Action: Invite Mike Burns to a future meeting]
5. Prioritization of Projects List.
Chair Allen Reinhard explained how any particular project moved from the projects list to an
agenda item. Normally, when it is possible to do something for a project, it will move up. He
explained that projects on the list often are awaiting action by others. For example, now that the
research has been done on locating historic walking trails on the old Nantucket Railroad right of
way, we are awaiting ownership permissions to mark them. In some circumstances, the
landowners will open the trails. A major part of the Island is awaiting federal word that there are
no un- exploded bombs (UXB) on the land.
A lengthy discussion ensued on how to move items from project list to an agenda item. Lee
Saperstein suggested that we use the Old, New, or Other Business Agenda item for all members
to suggest projects for future agendas.
6. Chapter 91 update.

Leslie Forbes and Lee Saperstein reported that there has been no progress on Chapter 91
Licenses. We need to meet with Jeff Carlson again. Leslie Forbes reported that the new
building on Easy Street has pedestrian way signs but access may be limited (post Minutes:
Leslie Forbes said that this was not a problem). Leslie Forbes and Lee Saperstein will meet and
sort out what we wish to do and report back to the Committee. [Action: Leslie Forbes and Lee
Saperstein will meet with Jeff Carlson and report back to the Committee]
7. Old, New or other business.
There was none.
8. Adjournment.
Adjournment came by unanimous consent at 5:39 pm.

A. Chair Allen Reinhard called the meeting to order at 4:03 pm. In attendance were Leslie w
Forbes, Nat Lowell, Allen Reinhard, Lee Saperstein, John Stackpole, and Stephen Welch; th�re
was a quorum at all times.
Guest: Mike Burns, Transportation Planner, Kara Buzanoski, DPW Director, and David
Summers;
Absent were Dave Fredericks and Bert Ryder.

B. Public Comment. There was no public comment.
C. Minutes. The minutes of the meeting of July 21, 2016, were moved for approval by John
Stackpole, seconded by Nat Lowell, and approved unanimously.
2. Annual Reorganization meeting and goals for coming year.
Allen Reinhard opened the discussion on goals for next year by reminding the committee
members that we needed to elect officers first. With the departure of D. Anne Atherton, we had
no incumbent Vice Chair. In open discussion, Leslie Forbes said that she was willing to accept
nomination as Vice Chair but wanted it understood that she would not be a candidate for Chair in
the future. John Stackpole moved that the incumbents be renewed and that Leslie Forbes be
nominated for Vice Chair and this motion was seconded by Nat Lowell. With unanimous
approval of this motion by the committee, the 2016 -2017 officers are Allen Reinhard, Chair,
Leslie Forbes, Vice Chair, and Lee Saperstein, secretary.
Allen Reinhard began a discussion on committee goals for the coming year by showing where
past goals had become action items for the Town. For example, the redevelopment of First Way
has been on our priority list for years and it was now funded for reconstruction. Stephen Welch
wanted us to review road configurations that might cause a traffic safety problem when
emergency vehicles exit the Police Station and the soon -to -be-built fire station and have to pass
through those often - congested areas at speed. Aside from seasonal congestion, there are several
locations where, at different times of the day, bottlenecks tend to happen: 1) on Newtown Road
by the daycare crossing and more so when there is on- street parking; 2) entering and exiting the
Newtown and Hooper Farm intersection; and 3) on Hooper Farm Road at the two bus stops
where cars and trailers park in the public right of way on the opposite side of the road.
John Stackpole reminded the group of the potential for easing traffic on Old South Road if
Scott's Way and Rugged Road were made public and opened between Fairgrounds Road and
Lovers Lane. Lee Saperstein suggested that the public should be consulted carefully on this
item. With respect to the development of a bike route around the Quaker Cemetery, Kara
Buzanoski announced that the taking and reconstruction of Winn Street was now funded. Nat
Lowell said that Saratoga Lane should remain on our potential takings list so that it could be
considered for a portion of that bicycle route. He did note that this might present a problem with
the abutters. Lee Saperstein suggested that a future goal should include renewed discussion of
the potential road takings list.
Mike Burns commented that traffic plans, which are being developed for capital planning, will
address pedestrian crossings, left turns, pinch points, and other traffic- safety issues. Kara
Buzanoski responded to questions on the Complete Streets program. She said that proposals are
being developed for planning -money grants. Complete Streets is a State program that assists
communities in designing streets that are compatible with broad, people- oriented uses.
Allen Reinhard then reviewed items from the Outstanding Projects List that was at the bottom of
the Agenda. Before going through an item -by -item review he noted that several critical ones are
a review of Chapter 91 licenses, open -space plan revisions, use of the Nantucket Railroad ways
for historic walking paths, and, as mentioned above, the potential road takings list.
Review, primarily by Allen Reinhard, of Roads &Right of Way Committee Outstanding
Projects List:
Projects Underway:
• Downtown Sidewalk Survey Project: done and turned over to Town and DPW for
reconstruction in the capital budget for the next ten years; the newly approved Cultural
District needs to be walkable and this project will assist with that.
• In Town Bike Path from Washington St. Ext. to Rotary. Phase I over the railroad
causeway is underway. September 6, 2016, is the bid opening date and construction
should take place this winter. The separate project for Consue Springs clean-up should
dovetail but Chapter 91 and other permits are taking time. Future phases of this project
will include work on Washington and Orange Streets to separate bicyclists from
automobiles.
• Boulevarde to Airport road takings, and reconstruction as Public Ways. This is also
underway; Kara Buzanoski announced that the bid for this work was let yesterday.
• Installation of sidewalk from Prospect St. multi -use path to Upper Vestal Street. Mike
Burns said that this walkway has been identified as a need but has not yet been moved
to a project. A consultant will be asked to review all of Nantucket's sidewalk gaps; the
report will be brought to the committee for a determination of priority. Nat Lowell said
that we would need a series of incremental improvements to make this work. Stephen
Welch asked if there are back -up documents for each of these issues. Mike Burns
replied that those projects that have reached the design phase have very specific plans.

Those that are under consideration are in the Town's Regional Transportation Plan,
http://www.Liantucket-ma.gov/DocumentCenter/View/100839 and the Pedestrian and
Bicycle Master Plan, http://www.nantucket-ma.vov/DocumentCenter/View/1057. The
bicycle path linking Surfside, Hummock Pond, and Madaket Bike paths via Mill Hill is
scheduled for construction this fall.
• Sconset Footpath install Public Way Monuments. Monuments are available and need
to be installed this fall.
• Chapter 91 Public Access License Enforcement: Harbors Plan Implementation. Leslie
Forbes and Lee Saperstein will continue their quest to meet with Jeff Carlson.
• First Way Pedestrian/Bike Access and Road Improvement Safety Project. A protected
pedestrian walkway has been created along First Way in time for the first day of
school. Kara Buzanoski reported that the first step in this project is to replace sewers
on First Way; the next step will be repaving the way. She gave us a handout that shows
choices for re- paving (attached). Abutters preferred choice 3. She has been funded
$750K for sewer work and another $750k for roadways; she hopes that this will be
enough to complete the project.

Allen Reinhard reminded us that the issue of relief roads for Old South Way had been raised by
John Stackpole at our last meeting. He asked what role have we on this issue. John Stackpole
suggested that we could recommend taking one or both of the ways. Kara Buzanoski
Suggested that we talk to Andrew Vorce to find out the Town's approach to this idea. Allen
Reinhard said that he would do that. Lee Saperstein repeated that we need to be sensitive to
public attitudes. John Stackpole said Scotts Way has fewer people as abutters. Mike Burns said
that the planning process for Old South Road developments would include a determination of
additional access ways and relief roads; it will certainly include public hearings.
4. Public Access to the Historic Coloured Cemetery update.
This item is on the agenda as a reminder to maintain a watch on developments. There being
nothing new to report, it was not discussed.
