Warrant Authorization — Cash ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of September 13, 2016 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Richard Glidden, Neil Paterson, Allen Reinhard, John Stackpole. ABSENT: Robert Gardner. STAFF PRESENT: Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator. Environmental Coordinator, Rachael Freeman; Property Foreman, Jeffrey Pollock; Nantucket Pond Coalition ( "NPC') Chairman, Linda Williams; and Executive Director, Robert Williams and Inquirer and Mirror Reporter, Lindsay Pykosz were also present at call to order.. I. CONVENE IN OPEN SESSION A. CITIZEN BUSINESS /ANNOUNCEMENTS: None Commissioner Robert Gardner entered the meeting at 4:04 p. m. B. PROPERTY MANAGEMENT: 1. Nantucket Pond Coalition — Update on Proposed Work (Long, Miacomet & Hummock Ponds): Mr. Williams reported on the successful results of various pilot programs to eradicate aquatic invasive plants from in all three aforementioned ponds. He displayed photographs and a video that showed the increased algae growth and aquatic plants over a period of 40 years. Ms. Freeman reviewed and supported the proposal which called for removal of small patches of Phragmites prior to becoming more established. Mr. Williams presented a list of ongoing and future projects with the estimated costs. Upon a motion made by Commissioner Gardner and duly seconded by Commissioner Paterson, it was unanimously VOTED to pledge $120,000 over a 3 -year period as a demonstration of the Land Bank's willingness to partner with the Nantucket Pond Coalition (NPC) in their efforts to clean up Nantucket's ponds, subject to the Commission's future approval of specific projects brought forth by the NPC. Chairman Reinhard thanked Mr. and Mrs. Williams for their hard work at the NPC and their dedication to land stewardship. Mr. and Mrs. Williams and Ms. Freeman departed the meeting at 4:39 pm 2. Property Foreman - Summer Review: Mr. Pollock recapped the summer season which went smoothly despite increased traffic on all properties, especially the South Shore beaches. There was a five person crew that handled all operations and maintained the trail systems, pocket parks and beaches seven days a week. Furthermore, he stated that placing all the port-a- potties in one location at 40th Pole worked well; however, Commissioner Stackpole reported hearing Land Bank Commission September 13, 2016 Page 2 complaints from beachgoers that preferred them to be spread out rather than consolidated in one location. The equipment used for maintenance of all properties was working well, although Mr. Pollock noted that the UTV may need replacement next year. Mr. Paterson commented that all properties looked good as a result of Mr. Pollock's team which has been very responsive to all property needs. Mr. Pollock stated that Cisco Beach was heavily used this summer and the shore has continued to erode at a dramatic rate and it is very likely that the parking lot will need to be altered for next summer season as the front row of parking will deteriorate further over the winter. 3. Lily Pond Use Request - Haunted Hike 3: Ms. Bell presented a request from Laura Byrnes, Chorus and Theatre Teacher at Cyrus Peirce Middle School, to utilize the Lily Pond park for the third consecutive Haunted Hike production on Thursday, October 27, 2016, with a dress rehearsal tentatively scheduled for the night before. The event involves bringing visitors on a tour of middle school students stationed throughout the park doing dramatic readings of spooky - themed poetry and /or stories in celebration of Halloween. Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Paterson, it was unanimously VOTED to approve the request for this event. 4. Properties Use Request — NHS Cross Country Team: Ms. Bell presented a request from Gary Allen, the new high school cross country team coach asking permission to use various Land Bank properties, for approximately 20 students, three times a week for running practices throughout the season which was approved by Mr. Savetsky. Further, he requested three meets be held on Land Bank properties with details to be worked out to the satisfaction of the Land Bank staff. Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Paterson, it was unanimously VOTED to approve the request. C. APPROVAL OF MINUTES: Upon a motion made by Commissioner Paterson and duly seconded by Commissioner Glidden it was unanimously VOTED to accept, approve and release the regular session minutes of August 23, 2016. D. REGULAR BUSINESS: 1. Miacomet Golf Course Employee Dormitory — Execution of Contract for Design Services: Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Paterson, it was unanimously VOTED to accept, approve and execute the contract for design services with Brown, Lindquist, Fenuccio & Raber, as presented by Ms. Bell. 2. Land Bank Advertisement: Ms. Bell presented the third in a series of advertisements promoting the Land Bank's work that would appear in the September 15`" issue of The Inquirer & Mirror. The idea was that each ad in the series would have a different focus. This week's ad would highlight the Land Bank's recreation efforts. E. TRANSFER BUSINESS: 1. August 2016 Transfers — Record Nos. 37629 through 37711: The Commission reviewed transfers for the period of August 1, 2016 through August 31, 2016. Land Bank Commission September 13, 2016 a. Current "M" Exemption and Lien: The Commission authorized the placing of lien against the following property as a result of the purchaser claiming the "M" exemption as first -time buyer of real property. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the September 13, 2016 warrant document in the amount of $144,386.17 to be provided to the county treasurer.
