RFP for Golf Management Services — Review and Approval ADJOURNMENT MINUTES Nantucket Land Bank Commission Special Meeting of September 21, 2016 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Robert Gardner, Richard Glidden, Neil Paterson, Allen Reinhard, John Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Marian Wilson, Assistant Administrator. Miacomet Golf Course ( "MGC') Controller, Nicole Wynne; MGC Pro Shop Manager, Joan Casey; MGC Director of Golf, Philip Truono; Inquirer and Mirror Reporter, Lindsay Pykosz; MGC Member, Gene Briskman were also present at call to order. A. CONVENE IN OPEN SESSION 1. APPROVAL OF MINUTES: Upon a motion made by Commissioner Paterson and duly seconded by Commissioner Glidden it was unanimously VOTED to accept, approve and release the special meeting minutes of September 1, 2016 and September 9, 2016. 2. GOLF BUSINESS: a. Written Determination to Use Request for Proposal ( "RFP ") Process: Ms. Pykosz inquired as to whether the discussion and review of the draft RFP for Management Services would create a conflict of interest for Commissioner Stackpole. Mr. Savetsky replied that he did not believe that there was a conflict of interest in this case because Commissioner Stackpole had no financial interest to gain in voting to issue an RFP or review prospective management candidates. Mr. Savetsky responded to questions from the Commission regarding the draft RFP. Ms. Bell explained that a vote was required to use the RFP process. Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Gardner, it was unanimously VOTED to use an RFP process to compare proposals for golf facility management company who will provide a full range of operational services for both Miacomet and `Sconset Golf Courses. Because this position requires an experienced and highly qualified company that will provide these services, the Commission determined that detailed comparative criteria were required to judge the procurement in addition to price. The RFP process will also serve to communicate the vision and mission of the Nantucket Islands Land Bank with respect to the management of both courses. b. Appointment of RFP Evaluation Committee: Upon a motion made by Commissioner Paterson and duly seconded by Commissioner Stackpole, it was unanimously VOTED to appoint Allen Reinhard, Neil Paterson, Richard Glidden, John Stackpole and Robert Gardner as the RFP Evaluation Committee. c. RFP for Golf Management Services — Review and Approval: Ms. Bell distributed Land Bank Commission September 21, 2016 Page 2 a draft of the RFP and answered questions. Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Gardner, it was unanimously VOTED to issue the RIP for Management Services for the Miacomet and Sconset Golf Courses subject to minor (non - substantive) modifications by staff and final review by Land Bank counsel. ADJOURNMENT: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Glidden, it was VOTED to adjourn at 4:30 p.m. i Attested to: Neil Paterson, Vice Chairman Accepted, Approved, and Released by the VOTE of,the Commission thy� 11th day of October, 2016.
