A. CONVENE IN OPEN SESSION 1. CITIZEN BUSINESS /ANNOUNCEMENTS B. EXECUTIVE SESSION: The Executive Session is for Purpose 6 [G.L. c. 30A, 21(a)(6)J. The particular transactions and parcels of real estate are not identified since disclosure of the property information may have a detrimental impact on the Land Bank's negotiating position with one or more third parties. 1. Warrant Authorization — Cash Disbursements ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of October 11, 2016 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Robert Gardner, Neil Paterson, Allen Reinhard, John Stackpole. ABSENT: Richard Glidden. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance. Inquirer and Mirror Reporter, Lindsay Pykosz was also present at call to order. I. CONVENE IN OPEN SESSION A. CITIZEN BUSINESS /ANNOUNCEMENTS: Ms. Bell inquired as to Commissioners schedules for the week of Thanksgiving and Christmas. The consensus was to hold the second meeting of November but cancel the second meeting of December as there would not be a quorum. Ms. Pykosz departed the meeting at 4:05 p.m. II. EXECUTIVE SESSION: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Paterson, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review executive session minutes. A roll call vote was taken: Reinhard -Aye, Paterson -Aye, Stackpole -Aye, Gardner -Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. III. RECONVENE IN OPEN SESSION: Land Bank Representative of the Community Preservation Committee ( "CPC'), Kenneth Beaugrand and Ms. Pykosz entered the meeting at 5: 01 p. m. A. REGULAR BUSINESS: 1. Community Preservation Committee Representative — Update: Mr. Beaugrand reported that there were twenty applications for Fiscal Year 2018 before the CPC for consideration. Requests totaled $7,190,480 and they expected to be able to fund approximately $2,000,000. Mr. Beaugrand reviewed the single open space application and answered questions from the Commission on several applications. Land Bank Commission Page 2 October 11, 2016 Mr. Beaugrand departed the meeting at 5: 22 pm B. PROPERTY MANAGEMENT: 1. 48 S. Cambridge St. — Demolition Contract Award: Ms. Bell presented the single bid received for the demolition of the building and removal of the septic tank at 48 S. Cambridge Street from P &M Reis Trucking, Inc. for $62,156. Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Paterson, it was unanimously VOTED to award the work to the P &M Reis Trucking, Inc. and execute the contract. C. APPROVAL OF MINUTES: Upon a motion made by Commissioner Paterson and duly seconded by Commissioner Stackpole, it was unanimously VOTED to accept, approve and release the regular session minutes of September 13, 2016, September 27, 2016 and the special meeting minutes of September 21, 2016. D. TRANSFER BUSINESS: 1. September 2016 Transfers — Record Nos. 37712 through 37817: The Commission reviewed transfers for the period of September 1, 2016 through September 30, 2016. a. Current "M" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar years 2015 and 2016 through September 2016 were presented. 2. Warrant Authorization — Cash Disbursements: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Paterson, it was unanimously VOTED to execute the October 11, 2016 warrant document in the amount of $160,148.38 to be provided to the county treasurer. ADJOURNMENT: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Gardner, it was VOTED to adjourn at 5:35 p.m. Land Bank Commission Page 3 October 11, 2016 Attested to: Richard J.
