Jeff Carlson, Tara Riley, Others: Police Chief Pittman, Matt Herr, Ted Lembrech, Dwayne Dougan CALL TO ORDER 5:00 P.M. APPROVAL OF AGENDA Unanimously approved APPROVAL OF MINUTES There weren't any minutes to approve due to lack of quorum at the September 18'h meeting. CHAIRMAN'S REPORT Emma Macaire: Branding Nantucket Bay scallop presentation — Future meeting Ms. Macaire would like to present to HSAB a short presentation about her branding efforts at a future meeting. Town's receipt of HSAB's Water Quality program /town biologist rationale The town has received our rationale. Libby Gibson is reviewing it and will be getting back to us within the next several months. Mr. Glowacki would like to know what we could do to further this issue. At the appropriate time while budgets are being discussed Mr. Glowacki would like to see this issue brought in front of the BOS. Chief Pittman suggests that contacting him rather then Libby Gibson would be best due to her already heavy workload. Mr. Glowacki would like us again at an appropriate time publicly get in front of the policy makers and say to the BOS what we are looking for. Ms. McCrae said we should stay on top of this issue with Libby Gibson. Dr. Boyce suggests that we go to the BOS meeting and during the public comment section make a statement. Chief Pittman said before we go to the BOS we should figure where the money to fund this will come from. For example, will we be taking money from somewhere else to fund this, or raise the tax rate to do so. HSAB materials submission info on the town's website Mr. Brace let us know that our page on the town's website has been updated to show our new policy on submitting agenda items and our new meeting location. Undersized Scup and sea bass enforcement update Mr. Connors witnessed a number of people catching and keeping undersized sea bass and Scup at Brant Point. This issue was brought up by Blair Perkins recently and has yet to be dealt with. A suggestion of putting signs up at Brant Point was opened up and Chief Pittman informed us that because the Coast Guard owns the property and they would have to approve the placement of signs. Chief Pittman said he will be talking to Keith Robinson about this. Murray Revocation - update Mr. Murray has hired a lawyer to argue his case. Ms. McCrea asked if because Mr. Murray has hired a lawyer would that mean that the town would have to pay for a lawyer as well. Mr. Carlson believes that the town will not need to hire a lawyer about this because they are following the proper procedures and he is confident in the lease guidelines. Mr. Smith asked if Mr. Murray has any insurance for the lease. Mr. Carlson said the town doesn't have an insurance policy for Mr. Murray on file. MARINE DEPARTMEN REPORT The Marine Department didn't give a report. NATURAL RESOURCES REPORT Number of recreational shellfish licenses sold thus far. That information was not available at the time of the meeting PUBLIC COMMENT ON MARINE DEPARTMENT / NATURAL RESOURCES REPORT Dr. Boyce made mention on the mooring that is in the eelgrass bed in third bend asking its going to be removed. OLD BUSINESS Sheila's report on the permit particulars and the nature of the state quahog fishery. More permits coming. Mike Hickey from the DMF stated in an email to Sheila Lucey that the town is allowed to issue a permit to hydro dredge for quahogs within the three mile limit inside town waters. Areas NT I, NT2, NT3, NT4 are limited entry quahog fisheries. Dr. Boyce said that he believes that the targeting of conch by dredging is not permitted. Dr. Boyce also said that we should not support the issuing of anymore of these permits until we have had a chance evaluate Mr. Pronk's. NEW BUSINESS Nantucket Yacht Club request to mark its southern most float moorings with winter sticks. The NYC would like permission to have winter sticks put on its moorings that mark itS southern most float. The reason for the request is because they claim it was hard to find their moorings in the spring and having the winter sticks would make it easier. A motion to uphold the current regulations not allowing the use of winter sticks was put forth by Mr. Smith, Seconded by Mr. Connors and Unanimously Approved by the board.
