CALL TO ORDER
The meeting was called to order @ 5:03 PM
APPROVAL OF AGENDA
Unanimously approved
APPROVAL OF MINUTES
The minutes for October 18th were approved without change.
CHAIRMAN'S REPORT
Reminder - Proposed revisions to the town pier and mooring regulations will be
reviewed by BOS at public hearing on November 16th.
MARINE DEPARTMENT REPORT
Harbor Master Lucey reported that work on east jetty has commenced and will be
completed by June 30, 2017 and that ads had been taken to notify public that moorings
must be removed in shellfishing areas; Also 126 applications have been received for 40
ships on the Town Pier. Member Lowell ask if lights would be installed on jetty; The
Harbor Master responded that lighting is not permitted.
NATURAL RESOURCES REPORT
Ms Riley reported that the commercial scalloping season has opened and that there
were 35 -40 boats in Nantucket Harbor and 5 in Madaket Harbor; the shellfishing ban
has been lifted; the boat house is almost finished, but the Certificate of Occupancy has
not been issued.

REPORTS
None
OLD BUSINESS
1. Pete Howell and Crocker Snow presented a documentary film by the Seal
Abatement Coalition about the grey seal population on Muskeget. R. Lynch announced
that she was a representative from the Marine Mammal Commission (a small Federal
commission) who is on the island for a conference about seal abatement.
2. The discussion /action about use of salt on Roads and sidewalks was deferred to a
subsequent meeting due to time.
3. There was a lengthy discussion between Member Gullicksen and Deputy Chief
Gibson about the Town's comments on the Board's proposed amendments to the Town
of Nantucket Harbors and Town Pier Regulations. They met two weeks before, but they
were unable to resolved their differences on several issues: transient mooring, live
aboard, mooring permit wait list and mooring- sharing policies. After much discussion
upon motions made by Koontz and Lowell and seconded by Lipuma, the Board voted 5-
1 ( Gullicksen opposed):
That the Board adopt the Town's proposed changes to the revisions previously
adopted by the Board, subject to modifications agreed to at this meeting.

RECAP and ITEMS FOR NEXT MEETING
The November 15th meeting will be a workshop meeting to discuss seed enforcement
policy, hazardous waste collection and the "nub" regulation.
