Public: Kona and Cormac Collier (NLC).
CALL TO ORDER
The meeting was called to order @ 5:05 PM

The September 7th minutes were approval with correction noted by K. Kuntz.
CHAIRMAN'S REPORT
Public Hearing on Revisions to Town Pier and Harbor Regulations is to be scheduled for
November per discussion with Chair of BOS.
MARINE DEPARTMENT REPORT
None - no staff present
NATURAL RESOURCES REPORT
Jeff Carlson was present and the content of his report is included in discussion under
Workshop below.

No public comment was solicited because the meeting was designated as a Workshop.

NEW BUSINESS - Workshop Agenda
1. Use of salt and other ice /melt products by Town (DPWZ
A. Lowell ask about use of salt and calcium chloride on roads and side walks; DPW
responded that Town has always used salt - 420 tons in FY 2015 and 600 tons in FY 2016; DPW
does not apply when it is raining and they monitor the aquifer for salt content; Cormac Collier
(NLC) comment that more monitoring should be done.
J. Lipuma and C. Collier sodium chloride and DPW responded that they use a mix on the
sidewalks to make the salt more effective at lower temperatures and Jeff Carlson stated that the
use will neutralize the acidity of the Harbor and not be detrimental to the harbor habitat.
F. McClure and K. Kuntz ask about outflow pipes around Children's Beach and Washington
Street; DPW responded that the outflow was not direct to the harbor, but was caught in a basin
and pre- treated before being into the harbor, But that there are some private outflow pipes on
Washington Street that are not monitored. The overflow on Washington Street is pumped into
wetland across from Sayles Seafood and does not directly enter the harbor. F. McClure and C.
Collier (NLC) stated that the outflow should be monitored on a regular basis. DPW responded
that DOPW has applied for a grant to update the Stormwater Master Plan.
A. Lowell ask about collection of hazardous waste at the DPW. He was concerned that fewer
people were taking advantage of the program at DPW. Kara responded that she did not have
statistics on the volume.
Kara was thanked and left the meeting.
2 Alternative Mooring Discussion.
Although the harbor master was not at the meeting Jeff Carlson responded to some
preliminary questions. F. McClure ask about the Army Corp of Engineers restrictions on
permitting moorings to be placed in scallop habitat and referenced language in the Corps permit
for the Commonwealth of Massachusetts. J. Carlson did not appear to be familiar with the
specific regulation but stated that the would look into it. F. McClure also ask about the Town's
Harbors and Pier Regulations that seem to limit and discourage use of fixed mooring anchors
(Helix and Dor -Mor pyramid anchors). J. Carlson and Cormac Collier stated that an informal
working group was trying to schedule a meeting to address the issue of alternative mooring
systems in sensitive areas. J. Carlson stated that the three most sensitive ares were the Monomoy,
Shimmo and Hulbert Ave. anchorages. Chairman Brace ask if a Board member could be
included in the working group. K. Gullicksen volunteered and was then designated by the Board
to be its representative for the working group.

No public comment was solicited because the meeting was designated as a Workshop.

Discussion and review of alternative mooring systems will continue at next meeting which
is scheduled for October 18th.
