Agenda Approved
Minutes of September 1, 2015 approved, with correction of typo in last paragraph.
Chairman's report: re town's agenda and minutes presentation- he will hand out copy of
power pint presentation- via email- issue covered, items not on agenda can be discussed,
but not voted on. October 20, room needed for BOS. HSAB will meet in high school
cafeteria, same time (5pm).
Marine Dept. report, Brace reports Lucey busy with storm clean up.
Natural Resources, report, Cabral: bringing in cages. Raised $11,500 at event at Cru. Eel
grass survey completed 9/29. Report to be in November. 10/14 will be CPC defense.
Capital Fund (town) in, may need letter from HSAB. No damage from storm, minimal
strandings. Shell recycling- 32,000 pounds, 4500 more than last year. Tomorrow
predator study to start. Water quality, get raw data at end of month. First scalloping, 2 -5
people in town, 10 -20 in Madaket. Getting 115 bushel in 1 -2 hours. Would like HSAB to
bet behind implementation committee.
Public comment: none.
Old Business: 60 and over license- status of petition for special town meeting, reported
to be on- going. Glowacki: BOS may organize special meeting for various matters.
Lowell: should HSAB have anything ready for possible meeting? Discussion of possible
course, re compromise of 2 bushels per week vs day. McCrae: equally important how
she and chair were treated by BOS, she felt shunned. Brace: was not on agenda. He
should have brought up under public comment. Glowacki: was due in part to protocol.
Boyce: would like to separate discussion of relationship with BOS from over 60 button.
Boyce: feels information should be given to BOS in advance. Brace: prior chair would
contact him for background, current chair does not. Discussion re appropriateness of
discussion between various boards outside of meetings. Glowacki: need to distinguish
between private conversations and furthering actions voted by Board.
Motion (Glowacki): this Board supports over 60 button returning to how it was. 2nd by
McCrae. Was (Brace): free commercial license for year round residents over 60.
Allowed dredge with boat, 2 bushels per day, but couldn't be sold.
Lowell: Board voted, ignored by BOS. Commercial that can't sell is oxymoron. There
are other options to consider, e.g. Saturdays only. Boyce: opposed to license for anyone
over 60, don't know if have experience or expertise. Should have background in
commercial scalloping. Q: was over 60 license available to anyone, or just former
commercial fishermen? Gullicksen: opposed to 2 bushels a day. Could consider other
limits, as well as days to fish and methods.
Vote on motion: Glowacki and McCrae in favor. Brace, Boyce, Gullicksen and Lowell
opposed.
Brace will ask original proponents to attend next meeting and find out what old rules
were, and if they were formal or informal.
Lowell: there were lines at ramp. Some left expecting to come back and haul. Next day
there were concrete barriers (so couldn't). Is it in best interest of public to close ramp
when did? Gullicksen: also question of when to reopen, ramp remained blocked after
winds had subsided. Discussion followed of volume of use and possible alternatives.
Lowell and Boyce are to discuss with Lucey and Fronzuto.
6:13 Glowacki departed.

research history of 60 and over scallop license.
