Minutes of August 4, 2015 approved.
Reminder by Brace of Code of Conduct.
Brace reported on outcome of August 5, 2015 meeting of BOS: HSAB proposed $25/ft
limit if paid by January 30. BOS had own unannounced plan, which they adopted, to cap
fees at $100 /ft for season. Vote: DeCosta, Atherton and Fee in support, Hill - Holdgate
and Glidden against. Glidden commented that fees could drive fishermen off island.
BOS did not address over 60 license issue. Comment: McCrae — never felt so beat upon,
in disbelief that board members would be treated that way be elected officials.
Marine Dept. report: none
Natural Resources, report by Jeff Carlson: wrapping up season, including water quality
testing. Was productive summer, thought would be without hatchery but used
successfully. Working with NCF to deal with water coming from bogs to Polpis Harbor.
Finishing eel grass project. Final field work will be done September 21 -23.
Tara Riley: was spawn in mid -July. Will leave bags out until October. 55M scallops
released in harbor. Doing tests for oyster set. Hatchery bids due in September - hope to
have work start in October.
Old Business: Aquaculture (Carlson) — three aspects included: Administration (Carlson),
enforcement (Johnson) and production and biology (Riley). 100 acres — public and
private. Eight active growers. BOS updated regulations March 4, 2015, new state Vibrio
control plan. Some lease requirements are now also regulations, which makes
enforcement easier. Additional areas may be limited by requirement of no aquaculture
within 25' of eelgrass, but hoping to do something with waiting list. Plan to have
surveyor analyze lease areas.
Mooring regs, etc. Brace -no follow up with Lucey. Feels there is no interest on part of
town (BOS) to work with HSAB. Suggest take longer time. Discussion by board- move
forward or delay, consensus was to move forward
New Business: Lowell - possible new ramp next to hatchery, possibly for emergency use.
Perhaps with block ramp and T at end of pier for unloading and disabled boats. — to be
added to agenda for next meeting.
