HomeMy WebLinkAbout07-21-15Harbor and shellfish Advisory Board Minutes July 21, 2015 Community Room, 4 Fairgrounds Road Members Present: Peter Brace, Wendy McCrae, Peter Boyce„ Kenneth Gullicksen and Andy Lowell Members absent: Bill Blount, Michael Glowacki Marine Department: Natural Resources: Jeff Carlson Call to Order Agenda Approved Minutes of July 7, 2015 approved Brace provided Statement of Commitment forms, which he reported should be signed annually. Update on BOS: they will hold a hearing regarding dockage fees and commercial shellfish licenses for residents over 60 on August 5, 2015. Citizen request for information on status of aquaculture leases in harbor. Spoke with Jeff Carlson, who will be making a presentation, maybe in late summer, but reports no space is available. Lowell- who determined? A: state looks for areas where no life, shellfish not growing, then BOS sign off on, then application to HSAB. Gullicksen- what is term of licenses? A (Boyce) usually 3 years initially, then up to 10 years. Marine Dept. report: none. Natural Resources, report by Leah Cabral: Last week, 20M larvae released in area of 3rd bend. 60M in hatchery. Eel grass report being worked on- on ground follow up to aerial. Spat -100 ❑ Imm/bag. Last week worked on oyster rehabilitation. Shell recycling is on- going, more shell this year than last. Public: how much to be put in Madaket? A- a good portion of remaining 60M. algae growing. Expecting oysters tomorrow- about 35 thousand.. Last week went to Island Creek Oyster Hatchery for visit. Two sets of spat lines in. 2 -3 weeks until scallops spawn. Gullicksen asked if they are monitoring for pH. A: yes, increasingly. Old Business: Mooring regs, etc., further revisions desired? Brace will try to get word out that it will be discussed at the next meeting. Gullicksen suggested a complete re- write, following input from public. McCrae and Brace stated that the BOS may be more receptive to amendments. Discussion followed regarding the benefit of new, clean regs vs. amendments. Boyce stated that he would like to have something for the public to review rather than expect them to make proposals. Old Business: Slips and Moorings- Brace: was volunteer for triathlon, launched at Henry Street and appalled by the number of boats moored at Hulbert Ave. After BOS meeting on July 8 and asking for hearing on fees got sense from BOS hard pressed to hold hearing. Boyce- if looked at regs would realize the need work, including 250.3.1.9. Liveaboards- discussion of problem with regs (not limited to local residents). Lowell - disheartened to hear of reception at BOS, would like to move forward, would like to advocate for lower fees for all at town pier. Is working on list of entities town is supporting. Wrong for BOS to feel town pier should be self supporting. Money is available for pier maintenance, including embarkation fee. Boyce- another problem - 250.3.2.4 owner only, 250.3.2.7 allows others, should be exception for. Gullicksen- also conflicts with 250.3.2.5, which has use and possession language. Brace- other change previously proposed, not accepted- 250.3.1.6, three year inspections. Boyce-250.3.1.3- two weights given, old not deleted, chain and line. Gullicksen- need to determine if practice or regs need to be changed to deal with slips and rental issue, but need input. Brace- suggest write out questions for Lucey, or ask at meeting if she attends. Lowell - need more moorings in the areas with access, or another ramp. Public Comment- (Elaine Russell) Mooring handlers can timeshare, public can't. Lowell- should encourage shared use of moorings already out there. Discussion to be continued on August 4. Old Business: codium clean up- Lowell- how move forward? Can get open permit to remove if washes up? Biggest problem is head of harbor. Brace to ask Ken Kelly to come answer questions regarding codium. Polpis Harbor dredging- Lowell- brought up previously, was hoping while dredge was here could open up head of harbor, which has died, perhaps due to lack of circulation. As to Polpis, is boulder in narrow channel. It is marked but a concern of boaters. New Business: 4 basket limit in November has been mentioned by public. Only member of public in attendance not in favor. McCrae not in favor. Lowell- have spoke with other fishermen, they are not in favor. Agreed by Board no further action without request. Public Comment- Q -what is issue with white button? A- was group that redid shellfish regs. Issue of white button was raised. Some fishermen felt it was being abused and there was an amendment to eliminate the commercial aspect.
