Minutes of June 2, 2015 approved
Brace reported, per an email from Libby Gibson, that the BOS probably won't hold a
hearing on HSAB's recommendations as to changes in the commercial rates for the town
pier. Michelle Whalen is reportedly going to try and obtain the minutes from the BOS
meeting in which it was voted to ask HSAB for its input. A discussion followed as to
what action HSAB should take once the minutes were reviewed and it was agreed that
McCrae would follow up with the BOS, or Lowell in the alternative if she was unable to.
Marine Dept. report by Sheila Lucey: All town, Polpis and Madaket buoys are in.
Tuckernuck buoys will be installed, if they can find an adequate channel. Floating dock
is open and fees paid. Dinghy docks open. No anchor buoys have been ordered for
Hussey Shoal and NOAA has been asked to make a notation on its charts. It is not clear
if damage there is from recreational boaters or scallopers. Life guard training has started,
July 1 start date for beach coverage. Town pier should be open end of July.
Natural Resources, report by Jeff Carlson: Hoping for first scallop spawn Thursday or
Friday. Moving forward with shell recycling. Have first 50K oyster spawn. Started
sampling in connection with water quality project, including Polpis. Looking for sources
of entry (of pollutants).two interns. Q(Lowell): status of eel grass mapping? A: weather
delays but underway. Preliminary report expected in August, final by fall.
Q: (Boyce, for Lucey): what are plans for July 4? A: extra patrols and pump out hours
but no dye or other special plans.
Q (Elaine Russell): status of anchoring between First and Second Points? AOLucey): no
overnight anchoring by boats over 30'. Will be reviewing for areas suitable for
anchoring (no eel grass).
Public comment: none
Old Business: Change of meeting date: Per Brace -no alternative space available for two
same day meetings in a month.
Recap for next meeting (Brace) follow up as to BOS minutes
Q (Lowell) requested additional information on dredging, when, how, possibility of
other areas; and as to abundance of Codium in upper harbor, if washed ashore, possible to
remove? A: (Pittman) about 7,000 yards to go on beach, rest to be sold, project can't be
expanded, too long to permit, are requesting funds for study of all areas around island to
get estimate of what would cost to dredge and ability to pay for with sale of dredged
sand. May be able to get permit that allows maintenance (rather than new permit every
time dredge same area). Barnstable dredge costs about 1/3 of commercial. Dredging
time is limited by fish spawning.
Brace: also for next meeting have to deal with mooring and dock regulations.
Discussion followed regarding scheduling and possible second meeting in July to allow
public comment.
Boyce- Motion for second meeting in July (July 21)- including for purpose of public
comment on Harbor regulations. Voted.
