HomeMy WebLinkAbout05-19-15Harbor and shellfish Advisory Board Minutes May 19, 2015 Community Room, 4 Fairgrounds Road Members Present: Peter Brace, Michael Glowacki, Wendy McCrae, Bill Blount, Kenneth Gullicksen and Andy Lowell Members absent: Peter Boyce Marine Department: Sheila Lucey Natural Resources: Tara Riley Call to Order Agenda Approved Minutes of May 5, 2015 approved Brace reported that Boyce will be leaving the island, probably in the fall, which will result in the Selectmen appointing someone to serve out his term. Marine Dept. report by Sheila Lucey: Pilings have been replaced on town pier, floating pier should be completed soon. She hopes the new dinghy docks will be open for Memorial Day weekend. A new break was discovered in the floating dock, which will be repaired. Decking on the dock is being replaced. There will be pumpout available temporarily at the Boat Basin. Head Hunter is to be launched May 20. Dye tablets have been given out for use by the Figowi boats. Buoys should be in by the weekend. A cruise ship was in port and arrangements for passengers to get ashore were worked out with the yacht club. There will be patrol boats in Madaket and the harbor. The next priority is marking the Madaket channel. Work is progressing on cleaning up the beaches and bath houses. (Surfside and Dionis). Lifeguards will be starting soon. There was an issue with a liveaboard, who moved his boat to Madaket. The police were involved and he was informed he would have to go on a mooring or leave. Natural Resources, report by Tara Riley Spat lines were put out last week. This week, if clear day, hope to start aerial eelgrass mapping. The renovation of the boat house is taking longer than expected but hope to start spawn soon. There was a water quality presentation last week. JC attended an oyster workshop and will ensure compliance. Shell recycling is in effect. Last year's shells are being kept separate from this year's. Public comment: Q: possible to put minutes on line. A: they should already be available. Old Business Slip regulations- no publication required. Discussion followed as to whether to discuss now or stick to vote to have a hearing May 26. It was decided to follow the vote (i.e. discuss on May 26). There was a brief discussion regarding the failure to advertise as voted, even though not legally required as presumed at the time of the vote. A letter from Sustainable Nantucket was entered into the record. Potential change of meeting dates: Brace reported that the existing room is not available consistently on alternate nights. It was agreed he would inquire about the availability of other rooms. Past members: language for a plaque honoring recent Board members service was approved. Summer Schedule: it was proposed that the Board have one meeting a month in the summer. After a discussion McCrae moved for one meeting, which was voted by the Board. Public: members of the public asked that the elimination of the over 60 commercial shellfish license be reconsidered. They reported that they were unaware that the license was no longer available until they went to obtain one. The license, which allows taking up to two bushels of scallops a day by dredge was eliminated, at least in part, due to abuse, i.e. the sale of the scallops, which is prohibited. There was a discussion about the license and lack of notice to the public in general. The next meeting will be a special meeting on May 26. Agenda will include discussion of commercial vessel fees on the town pier, room availability for meeting on alternative nights, how to establish better communication with the public and the over 60 commercial license.
