MARINE DEPARTMENT REPORT:
General harbors update — Sheila Lucey
Harbormaster Sheila Lucey not present, so no Marine Department report.
NATURAL RESOURCES REPORT
General report from Jeff Carlson and or Tara Riley
Neither Mr. Carlson nor Ms. Riley was present, so no Natural Resources Department

OLD BUSINESS
Draft mooring/slip regulations — discussion and recommendation
Mr. Gullicksen noted certain changes he proposed to make to the draft revised town
Harbors And Town Pier Regulations; Chapter 250 including pennant lengths, mushroom
anchor weights being two and a half time heavier than the current weights and several
technical and language changes. Mr. Brace stated that the HSAB could make these
recommendation to the selectmen and put them into a letter to be included in the
selectmen's packet for their April 22 meeting, but that the letter would have to be written
Tuesday night, April 21 and that the selectmen might not read it.
Mr. Smith said the increase in mushroom anchor weight could cause many people to have
to pay a mooring company to pull them out each fall instead these boat owners doing it
themselves. He added that the proposed length for pennants at eight feet is too short.
Dr. Boyce said that the proposed slip and mooring regulations need more discussion and
"going over" by all involved. Mr. Smith said he felt the same way. Mr. Brace suggested
that the board continue to look at the proposed regulations and that the board could
instruct him to write a letter to the selectmen stating these proposed regulations warrant
more discussion or listing the HSAB's proposed changes. HSAB voted unanimously to
direct its chairman to write a letter to the Board of Selectmen outlining HSAB's
recommended changes to the town's proposed revisions to draft revised town Harbors
And Town Pier Regulations; Chapter 250.
Mr. Smith asked Mr. Gullicksen if the pennant info is in the old Chapman's. Mr.
Gullicksen agreed.
Mr. Blount said the board should discuss the transient dockage fees and then, he recused
himself from the discussion and went to sit in the audience seating. He proposed that the
fee should be $25 per foot. Mr. Gullicksen asked if there's point at which a fishermen
becomes no longer transient. Mr. Blount said he doesn't have a slip he can call his own,
so he is a transient even though he lives on the island.
