Attending: Lou Bassano, Gary Beller, Don Green, Peter Kahn, Suet
Matloff, Bill Sherman and Jay Strauss, and guests Town Housing 9
Consultant Tinker Holland and Kevin G. Curran. Members absent: s �;
Howard Blitman, David Brown, Peter Halle, and Tony Walsh.

ACNVT Chair Jay Strauss opened the meeting at 10:00 a.m., noting
that a quorum was not present.

After (re)introduction, Tucker Holland gave an update on H.4317,
namely, that it had been reported favorably by the Joint Committee
on Municipalities and Regional Government, but died with end of
the legislative session July 31St. Refiling in the January session is
anticipated. Support of ACNVT was appreciated.

Lou Bassano questioned whether H.4317 could be enacted on the
`consent list' by year end if strong opposition from the
Massachusetts Builders Association didn't foreclose it.

In the process of adoption is the Nantucket Ch 40B Housing
Production Plan of July 2016 prepared by RKG Associated for the
Nantucket Affordable Housing Trust and PLUS. [See
http:// www. nantucket- ma.gov/DocumentCenterNiew /12794 ] After
the 8/6/16 vote of the BOS the Plan goes before the MA
Department of Community Housing Development for certification.

Retroactive to the date of Plan submission, such certification will
afford Nantucket a "Safe Harbor" from unfriendly 40B projects
[such as Atlantic 40B Development at 106 Surfside Road] provided
that t/2 %:10% of the production goal of 24 units of required
affordable housing units is meet in a given calendar year. (See Page
57 of the web document.)

The Richmond Great Point development on the Glowacki OSR
property holds promise of reaching that goal with rental as well as
sold properties counted.

Mr Holland went on to describe potential for affordable housing on
Town -owned 6 Fairgrounds Road property. The L- shaped tract
extends south of the PSF to Ticoma and east to Amelia Drive
properties. An RFP is in preparation for 54 total units: apartment
rentals as well as 22 single - family plus 18 -bed employer
dormitories. Other Town land is east of 2 FG offices. Availability
of otherwise surplus airport land for affordable housing is a
question for the FAA.
19.Lou Bassano asked that the agenda for next meeting include the
question of partial voting rights for seasonal residents at Nantucket
Town Meetings, with general concurrence.
20.Chair Jay Strauss set the next ACNVT meeting for September 3,
2016.
21.The meeting was adjourned at 11:30 a.m.

2. Update Regarding Housing Project at 6 Fairgrounds Road (formerly
known as 2 -4 Fairgrounds). Independent Housing consultant Tucker Holland gave an update on
affordable and workforce housing at the Town -owned 6 Fairgrounds Road property. He reviewed
Board commonalities that came out of a February 17, 2016 presentation he provided to the Board,
including a preference for Town employees when filling the units; and, a mixture of units including
all rental, single family apartments, dorms and single family houses. Mr. Holland said the goal is
June 2016 to issue a Request for Proposals (RFP) with a September 2016 bid opening. Mr.
Holland reviewed working under the proposed Commercial Neighborhood zoning district vs. a 40B
development; concept plans; and activity since February 17 including appropriations approved at
the 2016 Annual Town Meeting, housing forums /presentations, a housing survey, and moving
forward with a draft Housing Production Plan. Mr. Holland reviewed the results from a recent
housing survey and answered questions from Board members. He reviewed a proposed site plan
and Director of Planning Andrew Vorce answered questions from Board members regarding road
layouts. Mr. Holland reviewed a timeline and key dates to move forward. Some discussion followed
regarding the Town's Subsidized Housing Inventory (SHI) list and the Town's needs and how to
,'marry" them in some ways. Mr. Atherton said he wants to ensure the Town is working on this
issue with a "top guy" at Town Counsel's office who has "influence and experience" and is not just
going to give an opinion. Mr. Atherton also voiced his concern with scheduling a Board hearing and
adoption of a Housing Production Plan on different days as he wants the Board to be able to
review the plan before it is final and presented for adoption. Mr. Holland said a draft of the plan will
be available for review on Monday. Mr. Fee said the Town needs to get the "biggest bang for the
buck" and make sure any profits are put back into housing to maintain the units and create more as
the land is valuable and the need is critical. "
