Call to Order, Approval of the Agenda, Approval of Minutes, and Public Comments. A. Chair Allen Reinhard called the meeting to order at 4:00 pm. In attendance were Allen Reinhard, Lee Saperstein, John Stackpole, and Stephen Welch; there was a quorum at all times. Absent were Leslie Forbes, Dave Fredericks, Nat Lowell, and Bert Ryder. --} Z O Guest: Mike Burns, Transportation Planner. GC-) Z .� --1 The agenda as distributed was accepted. Chair Reinhard thanked the group for moving the .a 0 n meeting to Thursday on short notice to accommodate his and John Stackpole's schedule. gic M a[ = �m B. Public Comment. There was no public comment.. C. Minutes. The minutes of the meeting of June 21, 2016, were moved for approval by John Stackpole, seconded by Stephen Welch, and approved unanimously. 2. Annual Reorganization Meeting and Goals for Coming Year. Allen Reinhard said that the beginning of the fiscal year was the time to reorganize committees, welcome new members, and thank outgoing members. Although there was a quorum at this meeting, the number of absent members suggested that this item be postponed to the next meeting. John Stackpole asked if we could not just move to renew existing officers. Unfortunately, the previous vice -chair did not return this year and it was not possible. 3. Public Access to the Historic Coloured Cemetery Update. Allen Reinhard reported that he had further discussions with John Twohig and Greg O'Brien, members of the new hospital project planning team. The hospital has maintained its commitment to provide access to the Historic Coloured Cemetery with the provision of two parking places adjacent to a landscaped entrance. In addition, he reported that North Mill Street and the un -named way leading to the existing cemetery entrance will be treated by the DPW to be available for additional access and parking. At the request of the hospital, the Cemetery Commission has sent a letter of endorsement of the plan to the Massachusetts Historical Commission. John Stackpole suggested that we endorse this letter and the committee did so by acclamation. 4. Chapter 91 License Project Update. At the moment, we have had no news about a review of existing Chapter 91 Licenses on Nantucket. It was acknowledged that the Department of Natural Resources, who keep local copies of the Licenses, was very busy with water - quality issues. The Committee resolved to keep pushing for an accessible database. The Committee also reviewed its goals for identification of existing licenses, continued vigilance on the provision of public access, and the provision of advice to new license applicants. 5. Old, New, or Other Business. John Stackpole suggested that we should consider a study on opening Rugged Way and Scott's Way to alleviate traffic on Old South Road. Mike Burns suggested that a future project would be to use the Complete Streets planning money and guidance to study design alternatives for Old South Road that will comply with the Complete Streets policy. Stephen Welch asked us to study the traffic problems on Fairgrounds, Hooper Farm, and Newtown Roads that might happen when emergency vehicles exit from the new fire station at speed. Approaches to the Sparks Avenue Rotary can become congested leaving little room, except on sidewalks and berms for vehicles to make way for the emergency vehicles. The day care center on Newtown and several bus stops also present potential problems. Mike Burns said that this might also be a topic for the Committee on Traffic Safety to consider. Lee Saperstein said that the suggestion on studying Rugged and Scott's Ways prompted a thought that we should review our Potential Takings List. 6. Adjourn. Adjournment came at 4:52 pm. Projects on hold or in need of advancement: • Nantucket Central Railroad Trail Project. • Nantucket Open Space Plan Update. • Nantucket Greenway and Footpath System. • East Creek Road viewing platform and CPC grant. • Work with DPW on maintenance plan for public way monuments and trails. • Oversight of maintenance West Chester St. Ext., Crooked Lane. • Harbor walk.
