Call to Order, Approval of the Agenda, Approval of Minutes, and Public Comments. N n C r N vI s .n A. Chair Allen Reinhard called the meeting to order at 4:04 pm. In attendance were Kara Z Buzanoski (4:12 pm), Leslie Forbes, David Fredericks, Allen Reinhard, Bert Ryder (4:14 pm), and Lee Saperstein; there was a quorum at all times. Absent were D. Anne Atherton and John Stackpole. Joe Marcklinger has resigned from the committee; consequently, the quorum count was based on eight members. Guest: Stephen Welch, prospective member. The agenda as distributed was accepted. B. Public Comment. Stephen Welch introduced himself as a prospective member of the committee; there was no other public comment. C. Minutes. The minutes of the meeting of May 17, 2016, were moved for approval by Leslie Forbes, seconded by David Fredericks, and approved unanimously. 2. Public Access to the Historic Coloured Cemetery Update. Z-61 rC11 Allen Reinhard reported that he had met with three members of the planning team for the new hospital: John Twohig, Greg O'Brien, and one other. They reviewed their plans for access to the Historic Coloured Cemetery, namely a new, second entrance to the cemetery from the hospital grounds plus two dedicated parking places by that entrance, and asked if there were any remaining concerns from our committee with respect to their plans for access. He said that he had repeated to the hospital our committee's concern for maintenance of entry and they had committed to whatever we need. Allen Reinhard told them that the Committee had formally reviewed their plans and concurs with them. Obviously, we will maintain a watch during construction to see how this commitment is realized. 3. Installation Plan for Granite Public Way Monuments. In a continuation of discussion of this topic from last month's meeting, Allen Reinhard suggested that we plan for installation of the granite monuments, which are stored behind 2 Fairgrounds, on ways that have been taken by the Town. He has asked Andrew Vorce, Planning Director, to -' Z O nc rn tT confirm our assessment of ways that are ready to be marked. It is his understanding that Rosalie Lane in `Sconset and Irving Street in Surfside are ready; also the segments of Willard, Henry, and Johnson Streets that connect Hulbert Avenue to the Harbor. With a positive vote at the Board of Selectmen meeting on Wednesday, June 22, 2016, Henry Street will be ready for marking. The Nantucket Island Land Bank has purchased approximately 22 acres of land along West Chester St Extension. Allen Reinhard reported that he has met with Land Bank staff on work proposed on the Public Way that abuts this property. The Land Bank staff will coordinate their designs with the DPW to protect access to the Public Way; they have considered a boardwalk over the wet zone. The way along West Chester was marked several years ago by our committee with two monuments at either end of walking -path segment. Allen Reinhard suggested that we move the existing monument at the western end of the footpath to the intersection of West Chester with Wannacomet Road. He would like also to put up another sign nearer to the end of the paved portion of West Chester, next to the Animal Hospital, that says "Public Footpath" as well as "Public Way." The committee agreed. Getting to the details of installation, Allen Reinhard said that he would confirm the following list. with Andrew Vorce. Bert Ryder said that he has access to equipment from his employer; Kara. Buzanoski told us that the DPW has a Bobcat with an auger. David Fredericks volunteered to submit a "DigSafe" review for specific locations. Once there is confirmation from Andrew Vorce on the following list, Allen Reinhard, aided by committee volunteers, will stake specific locations, and set up a date for installations. Posts will be placed in a spot easily seen that does not interfere with vehicles. When they are in the ground, Secretary Saperstein will bring the master file up to date. New Public Ways on Nantucket • Henry Street. From Hulbert Avenue to the Harbor. An upright post at Hulbert and an all- weather sign on the shore. • Irving Street. From Nobadeer Avenue to the ocean. An upright post at the intersection with Nobadeer Avenue. • Johnson Street. From Hulbert Avenue to the Harbor. An upright post at Hulbert and an all- weather sign on the shore. • Rosalie Lane. Between 13 and 15 Baxter Road, from Baxter Road to the `Sconset Bluff Footpath. A flush monument at each end. • West Chester Street Extension. Although this is an existing public way, acquisition of adjoining land by the Land Bank, suggests two changes: the upright monument now at the driveway of 9 Wannacomet Road should be moved to the intersection with Wannacomet Road; a new, double -faced ( "Public Way" on one face and "Public Footpath" on the other) monument should be placed at the end of the pavement by the Animal Hospital. • Willard Street. From Hulbert Avenue to the Harbor. An upright post at Hulbert and an all - weather sign on the shore. 2 In a separate matter under public ways, Lee Saperstein shared a plan for taking and disposition of a small plot on Daves Street. Allen Reinhard indicated that this taking had been under consideration for some time and would not affect any future plans for a Nantucket Railroad historical monument. 4. Chapter 91 Project Update. Leslie Forbes and Lee Saperstein reported that they are still waiting on responses from Town officials. The goal is to have an up -to -date digital file of existing Chapter 91 licenses available on our web site, an accessible map of filled tidal lands, and an on -line guide to Chapter 91 applications. Allen Reinhard said that Board of Selectmen is interested in our work on Chapter 91 licenses. We will keep this item on our agenda. 5. Committee reappointments, restructuring and future focus. We will need to consider committee size and election of officers at our July meeting. At present, including Stephen Welch, we have three applicants for four positions. Moving committee size to eight is possible. 6. Old, New or other business. There was none. 7. Adjourn. Adjournment came at 4:58 pm. Next meeting: July 19,2016,4:00 pm, 2 Fairgrounds Road.
