STAFF PRESENT: Eric Savetsky, Executive Director; Jeffrey Pollock, Property Management Supervisor. Karl Ottison,property abutter, was also present at call to order. A. CONVENE IN OPEN SESSION 1. PROPERTY MANAGEMENT: a. Bachman Property/158 Orange Street—Planning Site Visit: Mr. Savetsky, Mr. Pollock and Mr. Ottison met the Commission on site to consider the creation of additional parking spaces and restoration of the small pond at this property. The Commission discussed the pros and cons of more parking and Mr. Ottison raised sev at i sues he believed would occur. Upon a motion made by Commissioner John Stackpole andfluly seconded by Commissioner Gardner, it was unanimously VOTED to delay making aftu al decision until Land Bank staff confirmed all accessibility requirements for the propiefty. Additionally, Commissioner Stackpole inquired as to whether a pond could be created within the wetlands area; Jeff Pollock will research and consider concept as landscape plan is desig ed. CONVENE IN OPEN SESSION 1. CITIZEN BUSINESS/ANNOUNCEMENTS B. EXECUTIVE SESSION: The Executive Session is for Purpose 6[G.L. c. 30A, 21(a)(6)]. The particular transactions and parcels of real estate are not identified since disclosure of the property information may have a detrimental impact on the Land Bank's negotiating position with one or more third parties. 1. Warrant Authorization—Cash Disbursements ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular.Meeting of April 12, 2016 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Robert Gardner, Neil Paterson, Allen Reinhard, John Stackpole. ABSENT: Richard Glidden. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator/Finance Manager; Jeffrey Pollock, Property Management Supervisor; Marian Wilson, Assistant Administrator. Kenneth Gullicksen, attorney, Sandra Jones, horse owner, and Lindsay Pykosz, Inquirer & Mirror reporter were also present at call to order. A. CONVENE IN OPEN SESSION: 1. CITIZEN BUSINESS/ANNOUNCEMENTS: None. 2. PROPERTY MANAGEMENT: a. Powers Field—Horse Pasturing Request: Mr. Gullicksen and Ms. Jones submitted a proposal to the Commissioners seeking approval to utilize some of fields for horse grazing for two to six horses. They would install minimal fencing to keep the horses contained, with a prohibition on structures but possibly adding irrigation and the fields would be raked and weeded as needed. Mr. Savetsky favored the request stating that it was an appropriate use of the land as the property was historically farmed prior to the Land Bank acquiring the property. Mr. Savetsky stated he would create a release of liability document along with an agreement that outlined uses, limitations and notice requirements for changes in use by either party. Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Gardner, it was unanimously VOTED to approve the request to allow horse grazing at Power's Field subject to Mr. Savetsky drawing up an agreement for both parties. Mr. Gullicksen, Ms. Jones, Ms. Pykosz departed the meeting at 4:07 p.m. B. EXECUTIVE SESSION: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Gardner, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review and approve executive session minutes. A roll call vote was taken: Reinhard-Aye; Stackpole-Aye; Gardner-Aye; Paterson- Aye. The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Land Bank Commission Page 2 April 12, 2016 Commission would reconvene in regular session following executive session. C. RECONVENE IN OPEN SESSION Jeffrey Pollock, Land Bank Property Management Supervisor and Lindsay Pykosz, Inquirer and Mirror reporter, entered the meeting at 5:21 p.m. 3. PROPERTY MANAGEMENT: a. Bachman/158 Orange Street— Property Planning: Refer to Special Meeting minutes from this site visit meeting on April 12, 2016. b. Property Supervisor's Monthly Review: Mr. Pollock provided an overview of work performed since the last update, including the demolition of the house at 27 Easy Street. The Lily Pond driveway access has been reconfigured and egress finished. Phragmites will be removed at the Bachman and Consue Springs properties. The metal and trash has been removed at the FAA property and the former building site is being restored. Additionally, new parking areas and trails have been established on the FAA property and Trotts Hills. Furthermore, Mr. Pollock stated that staff added split rail fence along the road at the Codfish Park playground and would look into signage and/or planting to discourage parking on the street. Dormant season mowing at Sanford Farm, Trotts Hill and Gardner field have been completed and the Land Bank crew has been preparing for the busy season and working on several projects including the improvement of parking areas at Cisco Beach. c. Soverino/21 & 23 Tennessee Avenue—Property Planning: Mr. Pollock recommended the smaller lot at 21 Tennessee be used as green space with some benches and a modest swing set where views of Hither Creek could be enjoyed. The larger lot could be used for overflow and overnight parking for people traveling to Tuckernuck, thereby freeing up parking spaces at the Sharp property. Mr. Savetsky recommended the Land Bank create some sort of permit system for overnight parking. The Commission approved of the general concepts presented. d. Arno/27 Easy Street— Planning: Mr. Savetsky shared Mr. and Mrs. Judson's letter addressing abutter concerns related to the former Arno property. Mr. Savetsky explained that any significant work would require Chapter 91 authority so he recommended making the property presentable for this summer, staff would plant grass, add some benches and barrels with plantings which would also help to create some privacy for the abutting Judson property. e. Vernal Pool Educational Program: Commissioner Stackpole presented an article from the Cape Cod Times documenting a partnership between the Chatham Conservation group and Monomoy Regional Middle School science classes where vernal pools were created and monitored with the students, asking whether the Land Bank could provide more educational opportunities in environmental science for local students. Mr. Savetsky said he and Mr. Pollock would discuss it with Ms. Freeman and report back at a future meeting. Land Bank Commission Page 3 April 12, 2016 4. APPROVAL OF MINUTES: Upon a motion made by Commissioner Stackpole and duly seconded by Commissioner Gardner, it was unanimously VOTED to accept, approve and release the regular session minutes of March 22, 2016, Special Meeting of April 6, 2016 and the Special meeting of April 8, 2016 as written. 5. REGULAR BUSINESS: a. Community Preservation Committee—2016 Appointee Discussion: Director Savetsky inquired if any Commissioners would be interested in serving on the Community Preservation Committee, as Ken Beaugrand, the current representative has expressed interest in being reappointed in June. Commissioner Gardner recommended deferring the appointment to a meeting when all Commissioners would be present. 6. TRANSFER BUSINESS: a. March 2016 Transfers—Record Nos. 37214 through 37314: The Commission reviewed transfers for the period of March 1, 2016 through March 31, 2016. b. Current "M" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "M" exemption as first-time buyers of real property: No. 37214 Varban Ivanov No. 37230 Norris Feare No. 37231 Tyler W. FINANCIAL BUSINESS: a. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years 2015 and 2016 through March 2016 were presented to the Commission. b. Warrant Authorization—Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the April 12, 2016 warrant document in the amount of$239,295.47 to be provided to the county treasurer.
