MEMBERS PRESENT: R. Gardner, S. Oberly, N. Paterson, E. Savetsky. ABSENT: A. Costa. A. GOLF BUSINESS 1. Sconset Golf Course ( "SGC "): a. Putting Green — Proposal: Mr. Oberly said he would like to go forward with installing the putting green next to the SGC Clubhouse. He had requested the installation earlier in the year, but held off due to the work on the clubhouse. He explained the work could be done in house at a cost of approximately $8,000. He would use cores taken from aerating the greens along with seed to create a dirty mix. The practice area would not be to USGA specification and he did not plan on adding any sort of drainage system. If approved by the Commission, the work would start in the spring and the $8,000 would appear in the 2016 budget. j2. Capital Improvement Policy — Discussion: Mr. Savetsky reported that he and staff were working on a set of policies to present to the Commission that would define capital expenditures and funding sources. The policy would also include a guideline for when initiation fees and excess funds would be forwarded to the Land Bank to be held in the capital fund. Commissioner Gardner said he believes that initiation fees should be available for use by both SGC and Miacomet Golf Course capital items as members of MGC were also considered members of SGC. 3. Miacomet Golf Course: a. Cart Barn Landscaping — Discussion: Mr. Savetsky explained that he was expecting a draft plan from Leo Asadoorian of Blackwell & Associations that evening that would address the drainage problem; the landscape design; the parking area and a delineation whether it be by fencing or islands that would separate the drive for carts from cars for safety. Mr. Oberly said he did not plan on irrigating the area, so had requested the plantings be drought resistance and low maintenance. b. Golf Cart Lease Renewal: Mr. Oberly reported it was time to renew the golf cart lease for 2016. Currently they leased 50 carts which seemed to be barely enough during the high season. He recommended leasing 60 carts for four years at a cost of $64,198 per year. Further, with the carts being kept in the cartbarn and the possible paving of the cart paths, it would be possible to use the carts for up to five years in the future. Commissioner Paterson asked if the carts made money for the course and Mr. Oberly answered the gross sales of equipment would all be from Toro and parts were easier to obtain and could be interchanged with the Toro equipment leased by MGC. Commissioner Gardner asked Mr. Oberly to type up all his requests to be presented to the full Land Bank Commission when the workgroup would give its recommendations. Further, it was decided that no recommendation would be given about the cart-paths until more precise estimates were obtained. 5. Miacomet Golf Course: a. Employee Dormitory - Discussion: Discussion was tabled due to the late hour. ADJOURNMENT: 4:22 P.M. Accepted, Approved, and Released by VOTE of the Workgroup on the 23rd day of February, 2016.
