CONVENE IN OPEN SESSION 1. CITIZEN BUSINESS /ANNOUNCEMENTS B. EXECUTIVE SESSION: The Executive Session is for Purpose 6 [G.L. c. 30A, 21(a)(6)]. The particular transactions and parcels of real estate are not identified since disclosure of the property information may have a detrimental impact on the Land Bank's negotiation position with one or more third parties. 1. Warrant Authorization - Cash Disbursements ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of March 8, 2016 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:02 p.m. PRESENT: Robert Gardner, Richard Glidden, Allen Reinhard. ABSENT: Neil Paterson, John Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator. A. CONVENE IN OPEN SESSION: 1. CITIZEN BUSINESS /ANNOUNCEMENTS: None. B. EXECUTIVE SESSION: Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Gardner, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review and approve executive session minutes. A roll call vote was taken: Reinhard -Aye, Glidden -Aye, Gardner -Aye, The Chairman under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. C. RECONVENE IN OPEN SESSION Jeffrey Pollock, Land Bank Property Management Supervisor and Lindsay Pykosz, Inquirer and Mirror reporter, entered the meeting at 4:17 p.m. 1. PROPERTY MANAGEMENT: a. 2016 Work Plan Review: Mr. Pollock presented a comprehensive list of projects that his crew plans to execute this year. The plan was reviewed and discussed. Upon a motion made and duly seconded, it was unanimously VOTED to accept Mr. Pollock's 2016 Work Plan. Commissioner Gardner encouraged Mr. Pollock to adjust the property maintenance staff as needed and Mr. Pollock expressed his gratitude to Commission for their ongoing support. Annie Churns, citizen and gardener, entered the meeting at 4: 30 p. m. b. Botanical Garden Concept — Discussion: Ms. Churns introduced her idea for a Botanical Garden in Nantucket and inquired about the feasibility of the Land Bank providing a suitable property for the site. Ms. Churns presented a conceptual sketch of a botanical garden for Land Bank Commission March 8, 2016 Page 2 consideration as well as photographs to get the Commission acquainted with the idea. Mr. Savetsky indicated that Ms. Churns had previously met with Mr. Pollock and himself to discuss the possibility. Furthermore, Mr. Savetsky stated that Land Bank counsel, Valerie Swett, emphasized the importance of having a solid business plan prior to any Land Bank involvement. Mr. Savetsky requested feedback from the Commission as to whether the Land Bank was in favor of the concept. Commissioner Reinhard stated that it was an interesting idea but Ms. Churns had a great deal of organizing to do before the Commission could commit to such a project. Commissioners Gardner and Glidden were in favor of exploring the idea and suggested that Mr. Savetsky and Mr. Pollock brainstorm a list of potential suitable properties. The Commission encouraged Ms. Churns to explore the organizational /business aspects of the proposal and Commissioner Reinhard thanked Ms. Churns for her presentation. c. Property Management Supervisor — Monthly Report: Mr. Pollock updated the Commission on work performed by property staff over the last month including the removal of the parking lot and clearing of vegetation at the Trimpi property, which has received positive feedback from the abutters and should deter loitering and littering on the property. Staff has also been busy with mitigation work for the Nobadeer ballfields. Further, the FAA property in Madaket is ready for land rehabilitation since the building has been removed and the trail has been laid out. Staff has begun mowing the Head of Plains and a new trail has been created on the Girl Scout property out to Pout Pond Road and the fire pit has been relocated to provide more separation between Girl Scout and public usage. The Weeweeder Trail has been installed from the point of breakers at Surfside Beach to Blueberry Lane without incident. Further, they have surveyed the property and trails on the 21 Crooked Lane property and were in the process of developing a management plan. Mr. Pollock also noted that the fire season begins next week on March 15th and preparations are underway for an upcoming fire training course. Ms. Churns and Mr. Pollock departed the meeting at 4:50 p.m. d. 27 Easy Street — Award of Demolition Contract: Ms. Bell presented the following five bids received for the demolition of the building at 27 Easy Street: Reis Trucking, Inc. $39,388 Toscana Corporation $54,389 GeoSite Environmental, Inc. $67,600 Ramco Survey Stakes $85,000 Cape Cod Builders, Inc. $98,573 Upon a motion made and duly seconded, the Commission VOTED to award the work to the lowest responsible and eligible bidder, Reis Trucking, Inc., and authorized Mr. Savetsky and Ms. Bell to execute the contract on the Commission's behalf. Additionally, Ms. Bell noted that the Preservation Trust was going to have the building professionally photographed for posterity. 3. APPROVAL OF MINUTES: Upon a motion made by Commissioner Glidden and duly seconded by Commissioner Gardner, it was unanimously VOTED to accept, approve and release the regular session minutes of February 23, 2016, as written. February 2016 Transfers — Record Nos. 37155 through 37213: The Commission reviewed transfers for the period of February 1, 2016 through February 29, 2016. b. Current "M" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property: No. 37156 Lisa G. Frey No. 37157 Timothy Feeney and Julija Mostykanova Feeney No. 37166 Zofia M. Waig and Mark Crosby No. 37181 Nickleen Faucher No. 37182 Gillian F. Lewis and Timothy J. Lewis 5. FINANCIAL BUSINESS: a. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years 2015 and 2016 through February 2016 were presented to the Commission. b. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the March 8, 2016 warrant document in the amount of $104,528.19 to be provided to the county treasurer.
