The particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiation position
with one or more third parties.

CALL TO ORDER: 4:02 p.m.
PRESENT: Robert Gardner, Richard Glidden, Neil Paterson, Allen Reinhard, John Stackpole.
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan
Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator.
Quaise Road Resident, Carl Jelleme was also present at call to order.
I. CONVENE IN OPEN SESSION:
A. CITIZENS BUSINESS /ANNOUNCEMENTS: None.
II. EXECUTIVE SESSION: Upon a motion made by Commissioner Stackpole and duly seconded
by Commissioner Paterson, it was unanimously VOTED to go into executive session in order to
discuss the purchase, exchange, lease or value of real property. A roll call vote was taken:
Reinhard -Aye, Paterson -Aye, Glidden -Aye, Stackpole -Aye, Gardner -Aye. The Chairman under
Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session may be
detrimental to the Land Bank's negotiating position and that the Commission would reconvene in
regular session following executive session.
III. RECONVENE IN OPEN SESSION
Joshua Balling, The Inquirer and Mirror Reporter; Kenneth Beaugrand, Community Preservation
Committee Land Bank representative entered the meeting at 4:58 p. m.
B. REGULAR BUSINESS:
1. Community Preservation Committee ( "CPC ") — Appointment of Representative:
Kenneth Beaugrand summarized his role as the Land Bank representative on the CPC over the last
six years, including projects that have been funded that are directly or indirectly related to Land
Bank properties. Further, he explained how the CPC is funded and how the open space fund
reserves work. Mr. Beaugrand asked the Commission to consider reappointing him as their
representative for another three year term starting in June. The Commission thanked him for his
time and said they would take it under advisement.
Allen's Way resident, Robert King entered the meeting at 5:10 p.m.
Mr. Beaugrand departed the meeting at 5:20 p.m.

2. Second Meeting of February — Discussion: Ms. Campese asked the
Commissioners if they were available for a second meeting in February since typically that meeting
was not held due to a lack of quorum. After some discussion, it was decided to hold the meeting as
scheduled on February 23, 2016 at 4:00 p.m.
C. GOLF BUSINESS:
1. Golf Cart Lease — Ratification of Authorization to Execute: Mr. Savetsky
explained that in November the Commission had voted for a new four year lease for 60 carts at a
cost of $64,198 per year. However, when Mr. Costa negotiated the new lease it was for five years
and at a cost of $63,232 per year. Further, Ms. Bell had vetted the contract and made sure it was in
compliance with all procurement laws as it was a state bid price. Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Paterson, it was unanimously
VOTED to ratify the execution of the lease.
2. Miacomet Golf Course Clubhouse Facility — Design Consultant's Existing
Conditions Report: Chairman Reinhard reminded the Commission about the meeting scheduled for
Thursday, February 11, 2016 at 2:30 p.m. where they would hear a presentation and discuss the
findings of existing conditions of the clubhouse and related facilities by design consultants Brown,
Lindquist, Fenucci & Raber Architects, Inc.
D. PROPERTY MANAGEMENT:
1. Backus Property — Abutters Request: Mr. King stated that the skate park on the
school property was not only an acoustic nuisance to the neighborhood, but also was visually
unappealing as the property was frequented by gangs and was now covered with graffiti. He
requested some help with screening the property with a natural buffer on the strip of land the Land
Bank owned with evergreens such as cedar and pine trees. Further, he stated the neighbors were
willing to contribute to the cost of the screening. After some discussion, the Commission asked Mr.
Savetsky to speak with Mr. Pollock about moving some trees on to the property.
Mr. King departed the meeting at 5:48 p.m.
2. Munson House /2A Massasoit Bridge Road — Dwelling Renovation: Mr. Savetsky
reported that the Munson house addition had been approved by the Historic District Commission
and they would proceed in obtaining a building permit for the project.
E. APPROVAL OF MINUTES: Upon a motion by made by Commissioner Glidden and
duly seconded by Commissioner Paterson, it was unanimously VOTED to accept, approve and
release the regular session minutes of January 26, 2016, as written.
F. TRANSFER BUSINESS:

a. Current "M" Exemptions and Liens: The Commission authorized the
placing of liens against the following properties as a result of the purchasers claiming the "M"
exemption as first -time buyers of real property:

No. 37112 William R. Nogueira and Charlene Nogueira
No. 37113 Nicholas Nass
No. 37124 Donna Barnett and Simon Shurey
No. 37135 Regina A. Jorgenson
G. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal
years 2015 and 2016 through January 2016 were presented.
3. Warrant Authorization – Cash Disbursements: Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Glidden, it was unanimously
VOTED to execute the February 9, 2016- warrant document in the amount of $111,772.50 to be
provided to the county treasurer. /
ADJOURNMENT: Upon a ASVOTED otion made by Commissioner Glidden and duly seconded by
Commissioner Paterson, it w to adjourn at 5:54 p.m.
