I. CONVENE OPEN SESSION
A. GOLF BUSINESS:
1. Miacomet Golf Course Clubhouse Facility — Design Consultant's Existing Conditions
Report: Kurt Raber of Brown Lindquist Fenuccio & Raber Architects, Inc. expounded on
findings contained in his existing conditions report, indicating that it provided useful baseline
data that the Commission could use to make informed decisions moving forward. Mr. Raber
explained that the clubhouse contains older systems that do not operate efficiently and would be
further compromised with an enlarged or improved facility. Further, while the underlying
structure may have been compliant with building codes when it was built, it is not compliant
now. The bottom line was that consideration of even modest changes to the clubhouse would
trigger full compliance with current building codes, as well as the accessibility requirements
mandated by the Americans with Disabilities Act ( "ADA "). Mr. Raber explained that there are
value thresholds which trigger code compliance. If the estimated cost of renovation exceeds 50%
of the value of the building, the entire structure and all its systems must be updated to current
building codes. Similarly, if the estimated cost of renovation exceeds 30% of the value of the
building, the structure must be brought into full compliance with the ADA. Therefore, with the
current assessed value of the building at $561,587, any renovation plan over $280,794 would
trigger full building code compliance. Mr. Raber further indicated that while it was certainly
possible to renovate, it was his opinion that it would be more cost effective to replace the current
building with a structure of the same size. Based on the information presented, the Commission
was in general agreement. There were also a few issues identified in the existing conditions
report which presented immediate safety hazards at the clubhouse. Commissioners Gardner and
Paterson, along with Mr. Savetsky, vowed to review these issues with Mr. Costa and have them
fixed before summer.
Mr. Raber went on to review the assessments of the new cart barn building, administrative /pro
shop building and starter shed. The administrative /pro shop building was deemed to be much
more salvageable than the clubhouse and could feasibly be moved and reused elsewhere on the
property. The fate of the starter shed was not clear to Mr. Raber at this time, as it depended on

the plan for the other buildings, however he speculated that its location might not be ideal. The
cart barn, built just last year, was located appropriately and looked great. The septic system,
being relatively new, was built for future growth and was deemed adequate for an enlarged
clubhouse.
Upon a motion made by Commissioner Gardner and duly seconded by Commissioner Stackpole,
it was unanimously VOTED to formally accept the Existing Conditions Report from Brown
Lindquist Fenuccio & Raber Architects, Inc., as presented. Chairman Reinhard thanked Mr.
Raber for the informative presentation and stated that the Commission would use the report as a
basis for discussion moving forward.
Mr. Savetsky reported that he had contacted several different business consultants from the golf
industry about conducting an operational audit of Miacomet Golf to review all aspects of the
business, identify areas for potential improvemen t and make recommendations for the future of
the facility based on knowledge of the Indus re hoped the information would be of great
value to the Commission in their d( sio not only with the current management model and
contract, but also with the business as cts of clubhouse planning. Mr. Savetsky stated that in his
mind, getting this person on board s the next logical step in the process, and to that end, he
expected to have a scope of servic, finalized and sent around for quotes within the next week.
