Nantucket Land Bank Commission
Regular Meeting of January 12, 2016
Land Bank Meeting Room, 22 Broad Street
Nantucket, Massachusetts
CALL TO ORDER: 4:00 p.m.
PRESENT: Richard Glidden, Neil Paterson, Allen Reinhard.
ABSENT: Robert Gardner, John Stackpole.
STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan
Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator.
I. CONVENE IN OPEN SESSION:
A. CITIZENS BUSINESS /ANNOUNCEMENTS: None.
II. EXECUTIVE SESSION: Upon a motion made by Commissioner Paterson and duly seconded by
Commissioner Glidden, it was unanimously VOTED to go into executive session in order to discuss
the purchase, exchange, lease or value of real property and review and approve executive session
minutes. A roll call vote was taken: Reinhard -Aye, Paterson -Aye, Glidden -Aye. The Chairman
under Purpose 6 [G.L. c. 30A, 21(a)(6)] declared that discussion of these matters in open session
may be detrimental to the Land Bank's negotiating position and that the Commission would
reconvene in regular session following executive session.
III. RECONVENE IN OPEN SESSION
Lindsay Pykosz, The Inquirer and Mirror Reporter; Jeffrey Pollock, Property Management
Supervisor and Rachael Freeman, Environmental Coordinator, entered the meeting at 4:43 p. m.
B. PROPERTY MANAGEMENT:
1. Property Management Supervisor's Monthly Review:
a. FAA/7 Massasoit Bridge Road — Property Planning: Mr. Pollock presented
an aerial photo with GIS coordinates showing proposed trails. He said staff was working on
marking the property bounds and would start cutting in trails. Further, he stated there was a delay in
removing the debris from the burned out building, but he expected it would be done within the
month.
b. Trotts Hill — Trail Planning: Mr. Pollock showed an aerial with proposed
trails, trailheads and parking.
c. Girl Scout Camp /45 Polpis Road — Property Planning: Mr. Pollock

reported that staff had met with girl scout leaders and explained that the Land Bank would be
responsible for dealing with any hazard trees and would schedule one day per year to help the
scouts with cleanup. Further, he presented a plan for a new trailhead and trail that was separated
from the camp entrance and included a buffer from the camp so the general public could use the
property and trails but not interfere with scout use of the camp and structures.
d. Weweeder Valley Encroachments — Update: Ms. Freeman stated that she
had heard from all but one of the abutters and felt everyone was making positive progress toward
resolving the encroachment issues. Additionally, staff decided to remove one of the boats and a
trailer and the owner of the other large boat has agreed to dispose of it thereby opening access to the
property at the end of Blueberry Lane so staff could start cutting the trails over the next few weeks.
e. Trimpi /Cato Lane — Discussion: Mr. Pollock reported that the property had
become a big management headache, with evidence of illegal activities, garbage dumping and
partying happening on the property. Staff was cleaning the property at least three times a week and
suggested putting surveillance cameras on the property until problems were resolved. Mr. Pollock
said other solutions might be to remove some undergrowth to expose hidden areas and/or to
encourage more public use of the property.
f. Peterson/Madaket Road — Property Planning: Mr. Pollock informed the
Commission that there would be excavators on the property installing a rhizome barrier along the
perimeter of the bamboo stands to stop further spread and make management of the property more
efficient.
g. Ray Boathouse /Tennessee Avenue — Update: Mr. Pollock said that staff
along with the director had decided to apply to the Historic District Commission (H.D.C.) to
demolish the building. If the H.D.C. denied the application, moving the building to the Soverino
property to be used for storage purposes was still an option.
h. Bachman/158 Orange Street — Property Planning Discussion: Ms.
Freeman explained that the Land Bank did not qualify for the streamlined application process for a
Chapter 91 license for the replacement of the dock and therefore a new full length application was
being prepared. Mr. Pollock said staff would be cutting down the Phragmites stand in the middle of
the property which would open up the view to the water side of the lot. Commissioner Paterson
stated he felt strongly about providing public access and that the back portion of the property looks
as if it is an extension of the neighbor's lawn to the west. After much discussion, the consensus was
to resume the planning discussion once views were opened up by the removal of the Phragmites.
i. Industrial Park Mitigation — Update: Mr. Pollock showed before and after
pictures of the mitigation work staff had completed for the industrial park. Staff along with
additional contracted labor had expended $60,000 of mitigation funds removing pitch pine and
cutting scrub oak for moth habitat.
J. Declaration of Buildings Available for Disposition: Ms. Bell stated that
she was about to issue a Request for Proposals (RFP) for the removal of the buildings at 27 Easy

Street, 48 South Cambridge Street and 23 Tennessee Avenue. The RFP would offer a grant in the
amount not to exceed the Land Bank's cost of removal to any non - profit organization or
government agency that wanted to take the buildings. Upon a motion made by Commissioner
Glidden and duly seconded by Commissioner Paterson, it was unanimously VOTED to dispose of
the buildings for an amount less than fair market value pursuant to G.L. c. 30B, s. 15(g) and to
authorize staff to issue the RFP for publication in the Central Register.
Mr. Pollock and Ms. Freeman departed the meeting at 5:45 p. m.
C. APPROVAL OF MINUTES: Upon a motion by made by Commissioner Glidden and
duly seconded by Commissioner Paterson, it was unanimously VOTED to accept, approve and
release the special meeting of December 7, 2015 and regular meeting of December 8, 2015 as
written.
D. REGULAR BUSINESS:
1. Community Housing Bank — Update: Ms. Bell reported that the Selectman were
sponsoring a warrant article to establish a Community Housing Bank that would have five elected
Commissioners and be funded by a fee paid by the seller of a property based on 1% of the purchase
price with the first two million being exempt from the fee. Further, there was general language in
the article that allowed for the Land Bank to administer the collection of the fees as well as other
administrative duties. Mr. Savetsky explained that he and Ms. Bell were talking with the town and
fine tuning the language as well as having Land Bank counsel review it.
E. TRANSFER BUSINESS:
1. December 2015 Transfers — Record Nos. 36952 through 37060:
2. "M" Exemption Update:
a. Five -Year Domicile and Ownership Compliance — Release of Liens: Upon
a motion made by Commissioner Paterson and duly seconded by Commissioner Glidden, it was
unanimously VOTED to execute and authorize the issuance of a Release of Lien for the following
transfer as a result of the purchaser fulfilling all of the requirements of Section 12, subsection ( -m -)
No. 31254 Hristo Krastev and Rositsa Krasteva
b. Invalid Claim of "M" Exemption/Notice of Assessment - No. 37049
Virginia A. Bretschneider, Gail M. Bretschneider and Janet B. Carroll: Commissioner Glidden
abstained as an attorney in his office represented the seller in the transaction. Since there was no
quorum, the issue was tabled until the next meeting.
F. FINANCIAL BUSINESS:
1. Monthly Financial Report: The Commission accepted the November 2015

financial report including the balance sheet and income statement previously provided by electronic
correspondence.
2. Monthly Transfer Statistics: Monthly transfer statistics reports comparing
calendar years 2014 and 2015 and fiscal years 2015 and 2016 through December 2015 were
presented.
3. Warrant Authorization — Cash Disbursements: Upon a motion made by
Commissioner Glidden and duly seconded by Commissioner Paterson, it was unanimously VOTED
to execute the January 12, 2016 warrant document in the amount of $191,679.86 to be provided to
the county treasurer.
