Lamb Property /36 Wauwinet Rd —Memorial Plaque Request ADJOURNMENT MINUTES = Nantucket Land Bank Commission Regular Meeting of August 25, 2015 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Gardner, Glidden, Paterson, Reinhard, Stackpole. STAFF PRESENT: Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator. A. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to review and approve executive session minutes. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. RETURN TO OPEN SESSION Robert Williams of the Nantucket Pond Coalition; Alan Costa, Miacomet Golf General Manager and Sean Oberly, Miacomet Golf Course Superintendent entered the meeting at 4:06 p.m. B. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of August 11, 2015 and the special meeting minutes of August 18, 2015, as written. C. CITIZENS BUSINESS /ANNOUNCEMENTS: 1. Nantucket Pond Coalition — Discussion: Mr. Williams updated the Commission on the success of the week long pilot program to remove aquatic vegetation from Hummock Pond with a harvester. He reported that over four days 22,400 pounds of vegetation was removed. Further, he explained the foliar spraying of the Phragmites on Long Pond would take place at the end of September and then after the first frost, the stalks would be cut and mulched. He informed the Commission that the Long Pond residents asked the coalition to include the whole southern end of the pond on Madaket Land Trust land and he was currently working on a Community Preservation Commission (CPC) application to fund that project. Upon a motion made and duly seconded, it was unanimously VOTED to send a letter of support for the Nantucket Pond Coalition to be included with the CPC application for the Phragmites removal project on the southwestern shore of Long Pond. 2. Miacomet Membership Annual Meeting — Discussion: Mr. Williams told the Commission that he was going to update the attendees of the membership meeting on the clubhouse committee's progress to date in regards to the Request for Qualifications for Designer Services. He indicated that he would respond to any more detailed clubhouse questions by stating that no votes had been taken and therefore the Commission could not answer any questions at that time. Land Bank Commission Page 2 August 25, 2015 Mr. Williams departed the meeting at 4:22 p.m. D. GOLF BUSINESS: 1. Sconset Golf Course — Manager's Monthly Review: a. Sconset Golf Course — Financial: The Commission reviewed the balance sheet and profit and loss comparison through July 31, 2015, as well as check register for July 2015. Mr. Costa reported that since the course was still closed in July, there was very few transactions, however since the course reopened seventeen days ago with the newly renovated clubhouse the income during that time was 35% of calendar year 2014. 2. Miacomet Golf Course — Manager's Monthly Review: a. Miacomet Golf Course (MGC) - Financial Report: The Commission reviewed the balance sheet and profit and loss comparison through July 31, 2015, as well as the credit card statement, check register for July 2014 and profit and loss summary by department summary prepared by Ms. Campese. Mr. Costa reported income was still off due to loss of members that had not been replaced. However, golf rounds sales were up due in part to Sconset Golf being closed, which caused difficulty in securing tee times. The restaurant seemed to be doing well and turned a profit for the month of July. He noted higher expenses across departments, particularly in the food and beverage department with payroll over budget. Mr. Costa answered various questions from the Commission pertaining to the check register. Ms. Bell asked the outcome of the underage serving violation, to which Mr. Costa responded that the bartender that served was no longer employed at the bar and as a penalty the liquor license needed to be turned in for one Tuesday in July 2016. 3. Marble Memorial Plaque — Discussion: Ms. Bell reviewed a power point presentation made by Stephanie Susetka which requested that a plaque be installed honoring Ralph and Sylvia Marble on the old well at the 8th hole. Commissioner Paterson reported he had been asked to supply the stone and install the plaque as a donation which he agreed to. Ms. Bell showed a picture of the plaque with a price of $729 that Ms. Susetka requested the Land Bank to pay. After some discussion, upon a motion made and duly seconded, it was unanimously VOTED to pay for the plaque and have it placed in stone on the 8th tee which would be more visible to the public than the well that was several feet off the path. 4. Appearance of Conflict of Interest — Disclosure: Commissioner Paterson told the Commission that he had filed an Appearance of Conflict of Interest form with the Town Clerk saying that he had played golf one time at MGC while serving as a Land Bank Commissioner. He declared he would not play any more golf at Miacomet or Sconset Golf Course until the State Ethics Commission cleared him of any conflicts. Mr. Costa and Mr. Oberly departed the meeting at 5: 00 p.m. E. TRANSFER BUSINESS: Land Bank Commission August 25, 2015 1. Transfer Updates: Page 3 a. Five -Year Domicile and Ownership Compliance — Release of Liens: Upon a motion made and duly seconded, it was unanimously VOTED to execute and authorize the issuance of a Release of Lien for each of the following transfers as a result of the purchasers fulfilling all of the requirements of Section 12, subsection ( -m -): No. 30910 Richard K. Decker, Chester S. Barrett, III. Kenneth Decker and Jennifer Decker No. 30940 Ryan P. Conway F. FINANCIAL BUSINESS: 1. Monthly Financial Report: The Commission accepted the July 2015 financial report including the balance sheet and income statement previously provided by electronic correspondence. 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the August 25, 2015 warrant document in the amount of $190,748.83 to be provided to the county treasurer. G. PROPERTY MANAGEMENT: 1. Lamb Property /36 Wauwinet R d — Memorial Plaque: Ms. Bell presented a request from Bruce Benedict to place a plaque in h or of Jane Lamb at the pedestrian entrance of the property. He explained that Jane was a lifelo resident of Wauwinet, had written two books on the area and its residents and she was a kinde arten teacher in the public schools for 22 years. Mr. Benedict indicated that he and his wife ould pay for the plaque subject to the review and approval of contents and placement by t e Commission. Upon a motion made and duly seconded, it was unanimously VOTED to a prove the request.
