Warrant Authorization — Cash Disbursements ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of August 11, 2015 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:05 p.m. PRESENT: Gardner, Glidden, Paterson, Reinhard, Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator. Commercial Wharf resident Ruth Barney was also present at call to order. A. CITIZEN BUSINESS /ANNOUNCEMENTS: 1. Petrel Landing - Discussion: Mrs. Barney presented the Commissioners with a letter listing her concerns regarding the proposed plans for future development of this property. Mrs. Barney's primary concerns included an increase in noise, water view obstruction if a 140 foot dock is installed and the dinghy dock. However, they would support developing a park on the land. Chairman Reinhard thanked Mrs. Barney for her comments and assured her that the board would take into consideration her concerns in the planning process. Mrs. Barney departed the meeting at 4:10 p. m. B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. RETURN TO OPEN SESSION C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of July 28, 2015, as written. D. GOLF BUSINESS: 1. Miacomet (MGC) and Sconset Golf Courses (SGC) — Annual Membership Meeting: Mr. Savetsky reminded the Commission that the Annual Membership Meeting is on Monday, August 31, 2015 at 5:00 p.m. at Miacomet Golf Course. The Commission agreed that the Land Bank should not be a speaker at this meeting; however some Commissioners will be in attendance at the meeting. 2. Miacomet Clubhouse — Planning Discussion: Mr. Savetsky distributed a memorandum Land Bank Commission Page 2 August 11, 2015 outlining various questions that needed to be answered in order to move forward with the clubhouse planning. Further, Mr. Savetsky scheduled a special workshop meeting on Tuesday, August 18, 2015 at 9:00 a.m. in order to discuss the Commissioners answers to the memorandum regarding the plans and cost of the Miacomet Golf Clubhouse project and financing options. 3. Sconset Clubhouse — Update: Ms. Bell informed the Commission that the renovation was almost complete and the initial reception of the project has been positive. In addition, she commented that it is difficult to find the 7th tee after completing play at 6th hole and she mentioned it to Mr. Costa. E. PROPERTY MANAGEMENT: 1. Andrews /22 Cathcart Road — Management Update: Mr. Savetsky reported that the Conservation Commission approved cutting into the bank to expand the parking lot. It was the consensus of the Commission to try to complete the project prior to the beginning of recreational scalloping season. F. TRANSFER BUSINESS: 1. July 2014 Transfers — Record Nos. 36429 through 36529: The Commission reviewed transfers for the period of July 1, 2015 through July 31, 2015. a. Current "M" Exemptions and Liens: The Commission authorized the placing of a lien against each of the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property: No. 36491 Terence John Watterson, Il and Jacquelyn Boucher Watterson No. 36496 Brett T. Watts and Alexia H. Watts No. 36512 Rebecca Becker and Brendan Mailloux No. 36520 Stephen Maury and Julia Kuratek G. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar years 2014 and 2015 through July 2015 were presented. 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the August 11, 2015 warrant document in the amount of $348,421.05 to be provided to the county treasurer.
