HomeMy WebLinkAbout2015-3-10Nantucket Commission on Disability Minutes Open Session Tuesday March 10, 201.5 Murray Room at the Founder's Building Present: Mickey Rowland, Alex Rosenberg, Penny Snow, Jeanette Topham, 4nq Brenda McDonough Absent: Georgia Snell, Karenlynn Williams, and Phil Hubbard, Guests: Mike Burns Note: Call to Order: 3:44p.m. Agenda: Mr. Rowland stated, by unanimous consent we are adopting the agenda. Minutes: Ms. Snow motioned to approve February 10, 2015 minutes, and Mr. Rowland seconded, so these two members voted in favor of this motion. Ms. Rosenberg and Ms. Topham did not attend February's meeting, so they could not vote to approve the minutes. Topics: 3:40 p.m. Mike Burns, Transportation Planner: Mike Burns attended our meeting again to hear any suggestions that our Commission has regarding the update to the Regional Transportation Plan, Ms. McDonough submitted an amended list with suggestions to include in the update. Ms. McDonough stated that this is list that she compiled, but if there is anything on the list that does not reflect the Commission's views, then those items can be removed from the list. The following are some comments regarding the list of suggestions: • One suggestion was to eliminate parking in two areas along Pleasant Street because of traffic congestion when the island is busy. Ms. Topham wondered how the residents would feel about losing some parking spaces. • The list included lighting concerns around town and Ms. Rosenberg added that Bartlett Road needed more lights. Ms. McDonough mentioned that she inspected the lights on Bartlett Road and has the information at the office. Ms. McDonough will include the Bartlett Road light information with our lighting concerns. • Ms. Rosenberg thought that a sidewalk is necessary on Bartlett Farm Road. • Mr. Rowland discussed the problems with vehicles that partially park on sidewalks around town. He realizes that some streets are not wide enough to accommodate both traffic and parked vehicles. However, there are streets around town where drivers unnecessarily park on the sidewalks, and maybe we could construct a plan to allow sidewalk parking in certain areas and eliminate it in other areas. Mr. Burns said that the Traffic Safety made recommendations in the past regarding sidewalk parking and that he will e -mail those recommendations to us. • Ms. Snow mentioned that the telephone poles on the sidewalks impede access. Mr. Burns appreciated all the suggestions from our Commission and plans to attend our next meeting for more discussions regarding the Regional Transportation Plan update. 4:32 p.m. Mr. Burns left the meeting. The Hub Variance application: Mr. Rowland presented an AAB variance application for the Hub. They are seeking a variance for their two, twenty- eight -inch entrance doors, its hardware, and the slope of the sidewalk leading to the level platform at their entrance. The Commission voted to support this application because The Hub plans to install automatic door openers, and the Commission believed that impracticability was proven regarding the slope of the sidewalk. Typically, you must submit your AAB application two weeks prior to being reviewed by the AAB. The Hub requested an expedited review on their application and to waive this two -week period, because they wanted the work completed before the season begins. The Commission voted to support this request. Other Business: • Ms. McDonough updated the Commission regarding St. Paul's AAB hearing. • The leading edge of the stairs leading to the studio theater at the Dreamland should be striped. • Ms. Topham mentioned that the hospital should have their stairs striped also. • Ms. Snow remarked that the studio theater at the Dreamland needs new audio. Adjournment: 4 :55 p.m. Ms. Rosenberg motioned to go into executive session to approve the executive session minutes from February, and not to return to the open meeting once the executive session is adjourned, which Ms. Topham seconded, and Mr. Rowland, Ms. Topham, Ms. Rosenberg, and Ms. Snow voted in favor of this motion.
