HomeMy WebLinkAbout2015-6-23MINUTES Nantucket Land Bank Commission Regular Meeting of June 23, 2015 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Gardner, Glidden, Paterson, Reinhard, Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director ;' Susan Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator-'. A. CITIZEN BUSINESS /ANNOUNCEMENTS: None. B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review and approve executive session minutes. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. RETURN TO OPEN SESSION Miacomet Golf General Manager, Alan Costa; Miacomet Golf Course Superintendent, Sean Oberly; General Contractor, Bo Wilson; The Inquirer and Mirror staff reporter, Lindsay Pykosz, entered the meeting at S: 00 p.m. C. PROPERTY MANAGEMENT: 1. Bachman/158 Orange Street — Property Improvement Update: Mr. Savetsky asked for guidance on dealing with the many delays on the neighbors dock project which was hindering the Land Bank's ability to open the property to the public. Specifically, the crane and other vehicles working from the Land Bank property have delayed the hydroseeding of the back portion of the lot. Mr. Wilson explained that there had been many delays and the dock project had not begun until today, but they were working hard and he would make every effort to have the crane work done by the end of the week. Commissioner Paterson reported that his employee had entered 158 Orange Street and was told by the neighbor it was private land which was unacceptable. After much discussion, the consensus of the Commission was to permit continued use of the Land Bank's property to finish the neighbor's dock project so long as it was done as expeditiously as possible. Mr. Wilson departed the meeting at 5:12 p. m. D. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of June 3, 2015 and June 9, Land Bank Commission Page 2 June 23, 2015 2015, as written. E. GOLF BUSINESS: 1. Sconset Golf Course ( "SGC ") — Manager's Monthly Review: a. Financial Report: The Commission reviewed the balance sheet and profit and loss through May 31, 2015, as well as check register for May 2015. 2. Miacomet Golf Course ( "MGC ") — Manager's Monthly Review: a. Miacomet Golf Course (MGC) — Financial Report: The Commission reviewed the balance sheet, income statement and departmental summary profit and loss comparisons for May 31, 2015, as well as the check register for May. Mr. Costa went over the figures for each department and explained the variations from the prior year. Commissioner Gardner asked if Mr. Costa was concerned with the loss in the food and beverage department and Mr. Costa replied that the restaurant had added an assistant manager to the payroll with accounted for some of the loss, but he hoped to break even by the end of June and start turning a profit in July. Mr. Costa pointed out that the restaurant is there to provide a service and should not be expected to turn a large profit. b. Miacomet Golf Course — Parking Issues: Mr. Savetsky told the Commission he received a phone call from a neighbor that almost had an accident with a golf cart due to a blind spot caused by vehicles illegally parked by the clubhouse. Mr. Costa explained that there were various no parking and warning signs and further he would put up signs in the clubhouse to remind patrons to park only in designated parking areas. c. Miacomet Golf Course — Cart Barn Site Work: Mr. Savetsky presented a plan for concrete aprons, a storm scepter and asphalt paths to the cart barn. Mr. Savetsky said cost estimates were being investigated and would report back at a later meeting. 3. Sconset Golf — Clubhouse Update: Mr. Costa explained that any SGC Member who paid for the year -round combo pass or paid the full $750 could use the pass to play at MGC until SGC was reopened. Golfers who did not pay the full $750 could play at Miacomet at available public tee times and their membership would be prorated for the season. Mr. Oberly asked the Commission to set a realistic date for opening the course as it did not look like the contractor would meet the July 4th deadline. Ms. Bell said that the contractor was still trying to meet that deadline, but after having visited the site that day, she was not optimistic this was possible. After much discussion, the Commissioners decided to hold a special meeting to speak with the contractor on Monday July 29, 2015 at 4:00 p.m. 4. Miacomet Clubhouse Committee — Meeting Update: Mr. Savetsky reported the meeting was very productive as the committee went over all designs and work to date and decided to hire a consultant to pull all the previous information together and to help the Committee and Commission establish a more detailed plan. Five -Year Domicile and Ownership Compliance — Release of Liens: Upon a motion made and duly seconded, it was unanimously VOTED to execute and authorize the issuance of a Release of Liens for each of the following transfers as a result of the purchasers fulfilling all of the requirements of Section 12, subsection ( -m -): No. 30770 Adam R. Monthly Financial Report: The Commission accepted the May 2015 financial report including the balance sheet and income statement previously provided by electronic correspondence. 2. Warrant Authorization — Cash Dp' 61ursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute t i6 June 23, 2015 warrant document in the amount of $408,910.84 to be provided to the cAnty treasurer.
