FINAL AND APPROVED MINUTES
1. Call'to Order, Approval of the Agenda, Approval of Minutes, and Public Comments
A. Chair Allen Reinhard called the meeting to order at 4:00 pm. In attendance were D. Anne
Atherton, Kara Buzanoski, Leslie Forbes, Nat Lowell (arrived at 4:10pm and left at 5:30pm), Joe
Marcklinger, Allen Reinhard, Bert Ryder (arrived at 4:08 pm), and Lee Saperstein; there was a
quorum at all times.
Absent was John Stackpole
Guests: Mike Burns, Town Transportation Planner, Dave Fredericks (left at 4:45pm), and Silvio
Genao, Town Engineer (arrived at 4:37pm).
The agenda as distributed was accepted.
B. Public Comment. None
C. Minutes. It was moved by D. Anne Atherton and seconded by Joe Marcklinger to approve the
minutes of March 17, 2015. Lee Saperstein explained that there was an editorial correction to
the minutes: Mike Burns had said that the proposed surface of graded aggregate on the new bike
path in Mill Hill Park was for aesthetic reasons not environmental. With this change, the
committee approved them unanimously.
2. Committee on Disabilities Recommendation re: Parking on Sidewalks.
Allen Reinhard explained that Mike Burns, Town Transportation Planner, had told him that he
would be attending the May 12'' meeting of the Commission on Disabilities to discuss parking
on sidewalks and asked if he would like to attend with him. Allen Reinhard said that conflict
meant that he could not attend and Lee Saperstein volunteered to do so. Mike Burns shared with
the Commission a June 11, 2003, Traffic Safety Advisory Committee Memorandum to the Board
of Selectmen recommending that no parking be allowed on sidewalks on a number of named
streets. Mike Burns went on to say that it might be timely to re- introduce the concept of no
sidewalk parking except where streets are narrower than 19 feet. This number is based on a
minimum travelway width of 12 feet and a single parking lane of seven feet. The Commission
elected unanimously to pass its endorsement of this recommendation onto the Traffic Safety
Work Group for eventual recommendation to the Board of Selectmen. Lee Saperstein
recommended that, similarly, we endorse the concept of no parking on sidewalks unless the
street was narrower than 19 ft. He said that this recommendation could be inserted into our
Sidewalk Improvement Report.
3. Sidewalk Survey Project Update.
Allen Reinhard introduced the report, "A Survey and Plan for the Improvement
of Nantucket's Downtown Sidewalks with Recommendations ". He thanked Secretary Lee
Saperstein for his assistance in assembling the report. He mentioned that he had spoken earlier
with Kara Buzanoski, DPW Director, about how the report would be used. She said that she had
been asked to prepare plans for repair of Nantucket's sidewalks and was grateful for the
assistance that this report gave her in this task. Based on project size, she will create plans that
can be put out to bid and she will also create plans to be used internally by DPW personnel.
Those put out to bid will need to go into the Town's Capital Project planning. It is expected that
the DPW budget will include an annual amount of $100,000 for these repairs. She went on to
say that there are two DPW workers who specialize in work on brick pavements.
Allen Reinhard then went through the report recommendation by recommendation. In general,
the Committee agreed with the draft recommendations but felt, in light of Kara Buzanoski's
suggestion that they could not all be done at once, that certain streets be selected for early repair.
Within Priority 1, they included Broad, Center, Federal, India, and Main Streets. Within Priority
2, they are Pleasant Street and Sparks Avenue. The revised report is attached to these minutes.
The Committee also noted that the revised 2015 Nantucket Regional Transportation Plan, as
provided to it by Mike Burns at its last meeting, included a section on rebuilding Nantucket's
sidewalks in the core district. At that meeting, he indicated that he had based his
recommendations on our draft report.
4. Request from Nathan Porter to Update GIS Public/Private Ways.
Mr. Porter was unable to attend our meeting.
5. Old, New, or Other Business.
Members, whose terms expire in June, have been reminded to submit their renewal applications.
Once the committee is reestablished by the Board of Selectmen, we will have our reorganization
meeting in July.
D. Anne Atherton asked, in light of the successful warrant article at the 2015 Annual Town
Meeting to take several ways for the public, whether we would need to place additional granite
markers. Allen Reinhard replied that first the Town will need to complete the takings; once
taken, yes, they should be marked and he has been told by Neil Paterson that he will donate the
new markers.
D. Anne Atherton then said that she was following up on the taking of the remaining lateral ways
from Baxter Road to the `Sconset Bluff Footpath and would meet with Andrew Vorce to ask him
about progress.

In her third point, D. Anne Atherton asked if the report by Fran Karttunen on "A History of
Roads and Ways in Nantucket County," which is posted on our web site, correctly specifies that
the coast path and beach at `Sconset would move with erosion (bottom of page 14 to the top of
page 17). Allen Reinhard said that he would ask Libby Gibson, Town Manager, to pose the
question to Town Counsel.
7. Adjournment.
With the agenda completed, adjournment was declared at 5:37pm.
