STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager; Marian Wilson, Assistant Administrator; Jeffrey Pollock; Property Management Supervisor. The Inquirer and Mirror staff writer, Lindsay Pykosz and Ackfresh general manager, Samantha Stillings were also present at call to order. A. CITIZEN BUSINESS /ANNOUNCEMENTS: None. B. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of April 28, 2015, as written. C. TRANSFER BUSINESS: 1. April 2015 Transfers — Record Nos. 36174 through 36263: The Commission reviewed transfers for the period of April 1, 2015 through April 30, 2015. a. Current "M" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property: No. 36180 Giovanni Ferretti and Laura Ferretti No. 36189 Joshua L. Eldridge and Jennifer L. Eldridge No. 36191 Chloe E. Sanford No. 36192 Fowzie F. Sabrah No. 36205 Carlos A. Portillo No. 36217 Heather Angelastro No. 36237 Jill G. Evarts and Douglas E. Hawkes No. 36246 John J. Daly No. 36248 Paul F. Devine and Taylor N. Devine D. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years 2014 and 2015 through April 2015 were presented to the Commission. Land Bank Commission Page 2 May 12, 2015 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the May 12, 2015 warrant document in the amount of $722,325.04 to be provided to the county treasurer. Operator of Nantucket Beach Dogs, Jack Decker entered the meeting at 4:10 p. m. 3. Warrant Authorization — 2007 Series A Semi - Annual Bond Payment: Upon a motion made and duly seconded, it was unanimously VOTED to execute the May 13, 2014 2007 Series A Semi - Annual Bond Interest Payment warrant to be provided to the county treasurer in the amount of $227,509.39. E. PROPERTY MANAGEMENT: 1. Mobile Vending Policy — Discussion: Ms. Bell gave a brief review of the mobile vending policy and fee structure created in 2014. 2. Mobile Vending Request — Nantucket Beach Dogs: Mr. Decker of "Nantucket Beach Dogs" requested permission to sell hot dogs, chips and non - alcoholic beverages from his mobile vending station at Cisco Beach for the 2015 summer season. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request, to allow "Nantucket Beach Dogs" to visit Cisco Beach seven days a week for a maximum of two hours per day with the condition that a garbage receptacle is provided and the properties are always left clean of any trash or debris that might be caused by such use, and subject to the payment of the $100 student discounted permit fee. Mr. Decker departed the meeting at 4:15 p.m. 3. Mobile Vending Request — Ackfresh: Ms. Stillings requested permission to sell cold press juices, ice cream and healthy snacks prepackaged or produced in a commercial kitchen from their 1976 Chevy Ice Cream truck at Cisco Beach for the 2015 summer season. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request, to allow "Ackfresh" to visit Cisco Beach seven days a week for a maximum of two hours per day with the condition that a garbage receptacle is provided and the properties are always left clean of any trash or debris that might be caused by such use, and subject to the payment of the $250 commercial permit fee. Ms. Stillings departed the meeting at 4:20 p.m. 4. Ladies Beach — Use Request (Wedding and Reception): Ms. Bell presented a request for a wedding ceremony and reception with tables and chairs, amplified music powered by a generator for 60 people from 5:00 p.m. to 9:30 p.m. on Sunday, July 12, 2015. After some discussion, upon a motion made and duly seconded, it was unanimously VOTED to approve the request for a ceremony at Miacomet Beach rather than Ladies Beach and to encourage the applicant to hold the reception on the Town owned side of Miacomet Beach. Executive Director, Eric Savetsky, entered the meeting at 4:29 p. m. Land Bank Commission May 12, 2015 Page 3 5. Cisco Beach Use Request — Nantucket Island Surf School: Upon a motion made and duly seconded, the Commission unanimously VOTED to approve a request from Gary Kohner of Nantucket Island Surf School, to allow his use of a portion of the Land Bank's Cisco Beach property to rent surfboards and provide surfing lessons subject to Mr. Kohner continuing to provide stewardship of the property, carrying insurance protection with $500,000 coverage per occurrence and $1,000,000 in aggregate with the Land Bank named as additionally insured, and requiring students and board renters to sign hold - harmless agreements. The Commission agreed to a fee of $5,000 to allow Mr. Kohner to provide these services for the season. 6. Property Management Monthly Update: Mr. Pollock updated the Commission on work performed by property staff over the last month, including finishing up Conservation Commission ( "Con Com ") requirements and receiving a certificate of compliance on Aladjem; continued work at Bachman and plantings and hardscaping at 50 Union Street. Further, the prescribed burn program had completed several burns on both Land Bank and Nantucket Conservation Foundation ( "NCF ") land. He reported that they had mowed Norwood Farm with Con Com permission and that the property had been added to their regular mowing schedule. Staff was scheduled to begin work tomorrow on boardwalk extensions and repairs at Lily Pond and Mr. Pollock was working with the Town engineer to design a new parking lot access to correct drainage problems. 7. Seasonal Property Management Positions — Hiring Discussion: Mr. Pollock reported that Brian Paonessa was returning to work for another season as Part-Time Landscape Assistant and there would be an additional Part-Time Landscape Assistant hired to work with Property Manager, Robert Earley. Additionally, one part-time and one full -time seasonal assistant would start working with Mr. Pollock in early June to patrol and clean the properties as well as a part-time summer assistant to work on invasive species eradication with Environmental Coordinator, Rachael Freeman. Mr. Pollock departed the meeting at 4:52 p.m. 8. Sconset Golf Clubhouse — Memorabilia Discussion: Ms. Bell and Commissioner Paterson presented pictures of extensive memorabilia dating back to the beginning of the golf course that were retained by one of the former owners, Robert Coffin. After some discussion and per Mr. Coffin's request, upon a motion made and duly seconded, it was unanimously VOTED to grant a lifetime honorary membership with use of a golf cart at Miacomet Golf Club to Mr. Coffin in exchange for all the memorabilia. F. REGULAR BUSINESS: 1. Annual Election of Officers: a. Chairman: Upon a motion made and duly seconded, the Commission unanimously VOTED to elect Allen B. Reinhard as Chairman. b. Vice Chairman: Upon a motion made and duly seconded, it was unanimously VOTED to elect Neil Paterson as Vice Chairman. Land Bank Commission May 12, 2015 Page 4 c. Secretary: Upon a motion made and duly seconded, it was unanimously VOTED to elect Richard J. Glidden as Secretary. d. Treasurer: Upon a motion made and duly seconded, it was unanimously VOTED to elect John J. Stackpole as Treasurer. e. Vice Secretary/Vice Treasurer: Upon a motion made and duly seconded, it was unanimously VOTED to elect Robert L. Gardner as Vice Secretary /Vice Treasurer. 2. Commissioner Recognition — Discussion: Mr. Savetsky suggested that something should be done to recognize former Commissioner, Philip Bartlett's thirty plus years on the Land Bank. He said staff would start working out plans for a party and perhaps adding a bench on a Land Bank property with his name. Commissioner Stackpole suggested giving him an honorary lifetime membership to Miacomet Golf Course. Upon a motion made and duly seconded, it was unanimously VOTED to install a bench and give an honorary membership to Philip Bartlett. G. PERSONNEL MANAGEMENT: 1. Assistant Director (Jesse Bell) — Annual Review: Based on a favorable recommendation from the Executive Director, upon a motion made and duly seconded, it was unanimously VOTED to approve a 7% compensation increase (5% merit and 2% cost of living) for Ms. Bell, which brings her base annual salary to $95,498 per year. The Commission authorized Mr. Savetsky to execute a Personnel Change Form to be provided to the County Treasurer. H. GOLF BUSINESS: 1. Miacomet Golf Course - Clubhouse Committee Discussion: Commissioner Stackpole put forth a motion to establish a MGC Clubhouse Committee consisting of the following: Commissioners Robert Gardner and Richard Glidden; Land Bank staff, Jesse Bell as a non - voting member; MGC Member, Robert Williams; two additional members of the MGC Membership Committee to be selected by themselves; and Nantucket Golf Management officers Alan Costa and Sean Oberly. The charge of the committee would be to meet as soon as possible to review all previous activities, reports, plans and other information which have been proposed, developed or disseminated during the course of planning for a new clubhouse. The committee would be required to update and report back to the Commission on a monthly basis, with the goal of being able to provide a recommendation to the Commission within two to three months. Commissioner Glidden seconded the motion. Commissioner Stackpole expressed his view that the process had taken too long and the clubhouse should be planned by golfers. Commissioner Gardner made an amendment to the motion to have Mr. Costa and Mr. Oberly as non - voting members of the committee. After much discussion, Commissioner Paterson said he was uncomfortable voting to form a committee without all the members identified. Commission Glidden suggested and everyone agreed to table the vote until a full slate of committee members was provided. I. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED Land Bank Commission May 12, 2015 Page 5 to go into executive session in order to discuss t�'ar—chase, exchange, lease or value of real property, and review and approve executive ession minutes. Each member was polled individually. All members voted yes. The Chairman jg6lared that discussion of these matters in open session may be detrimental to the Land Bank; negotiating position.
