Smooth Hummocks Advisory Committee Researcher — Funding Request ADJOURNMENT MINUTES Nantucket Land Bank Commission Special Meeting of April 21, 2015 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 1:02 p.m. PRESENT: Bartlett (via speakerphone), Gardner, Paterson, Reinhard, Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director. A. CITIZEN BUSINESS /ANNOUNCEMENTS: None. B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it.was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property and review and approve executive session minutes. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of March 23, 2015, as written. D. PROPERTY MANAGEMENT: 1. Miacomet Golf Course — Clubhouse Rotted Pipe: Mr. Savetsky showed the Commission a photograph of a rotted pipe underneath the clubhouse which was provided by Mr. Costa. 2. Miacomet Golf and'Sconset Golf Courses; Nobadeer Ballfields — Water Testing Protocol: Mr. Savetsky presented a $30,000 proposal from Stewart Cohen to set up water testing protocol for both golf courses as well as the playing fields on Nobadeer Farm Road. The consensus was that the price was very high, and the Commission requested that Mr. Savetsky email them the proposal for a more in -depth review. 3. Mt. Vernon Farm/168 Hummock Pond Road — Abutter Discussion: Commissioner Bartlett reported that there was some Bobcat traffic occurring between Cisco's new property and the Brewery, on Land Bank land where the sand pile had been removed. Mr. Savetsky indicated that this area had been fenced, so the fence must have been removed if they were crossing through this way. Further, Mr. Savetsky reported that they had let the Land Bank use their access road to remove a dirty pile of loam once last year, however we asked permission to do this and indicated we would repair the damage, but none was needed. Mr. Savetsky indicated that he would have staff look into it and let the Brewery know that they needed to ask permission for this in the future. 4. Smooth Hummocks Advisory Committee Researcher — Funding Request: Mr. Savetsky Land Bank Commission April 21, 2015 Page 2 reported that Natural Heritage has awarded a generous grant to a researcher to come down and analyze all the data that has been compiled on the mitigation land in Smooth Hummocks, and it was requested that the Land Bank contribute $3,000 toward her lodging expenses. The Land Bank would receive a copy of the report upon completion. Upon a motion made and duly seconded, it was unanimously VOTED to approve the $3,000 expenditure.
