Representative Mark Rits, Site Design Engineering — We have been in discussion with Massachusetts Natural Heritage for over a year working on determining what is habitat and what needs to be done for a conservation plan on the property. Recently did an updated wetland line on this lot with on -going mowing and maintenance of the meadow area close to the wetland line permitted under the RDA. This is a proposed residential development. All construction outside the 50 and septic outside the 100. 50% of the 25 -50 will be kept as meadow. There is some grading inside the 50; Massachusetts Natural Heritage wants the meadow within the 50 maintained. Explained what strengthening will be done but this is mostly a replacement in kind. Staff There is no new area, no increase, and no expansion. If it weren't for the breakwater pier, no NOI would have been necessary; it would have fallen under basic maintenance and repair. Siltation curtains will be in place when the piles are removed and replaced. There are no shellfish in this area; it is too heavily trafficked. Have everything needed to close. Representative David Smith, GVA Environmental for Town of Nantucket — For repair of the existing Town Pier. Reviewed the existing pier. His firm looked at the condition a year ago and created an inspection report. Most recently, the pier sustained substantial damage to the breakwater pier, the cat -walk piers, and the finger piers. This proposal is to put back what is there and get it back to pre -storm condition. He is ready to close. Representative Ken Wagner, Water Resource Services —The plan is to harvest about 40 acres, less than 12% of the pond phragmites on a narrow strip abutting the pond; monitoring will be within the channel and an area land area. At this point they don't know exactly where the harvesting will take place. 'Massachusetts Natural side of the treatment. If it does an effective job, it opens possibility for larger scale projects. Feels this is Heritage noted that there are state -listed endangered species around the perimeter of the pond. Explained the most appropriate approach to use; more money will be spent on monitoring to demonstrate how well how harvesting would be done to prevent damage to those; but the point is to improve the environment. it works and the impact it has. Asked for a continuance. Harvesting should be done before the seeds are dropped but before the mature plants cause a nuisance. Discussion (4:57) Oktay — One concern about harvesting is the wildlife that can't get out of the way. Wagner — A 7% solution. The Sidekick and Agridex are benign herbicides. Sidekick is citric based and Wagner — The harvester works very slowly and they generally stop when they see an animal. Dense fish Agridex is soy based and are used to help the glyphosate to stick to the plant. around the plants indicates a healthy environment. Oktay — Would like to see before and after soil report. Monitoring under water is tricky. Oktay — Harvesting needs to be done when it causes the least amount of damage to the environment. Wagner — He would look at the invertebrates in the water. Smith — Harvesting is usually done in the summer; none is done in the fall.
