The pervious approvals were for a demolition of the original house and a new construction; this proposal is similar to that approval. She will provide the previous approval. Public None Concerns (1:08) Williams — The previous approval shows stuff that would not have been approved: 14 -light doors and sidelights on narrow 6- over -6 windows. Discussion about what the previous approvals were for and whether or not there was an approval for a demolition. Pohl — There are many houses in the area that are significantly smaller than this, 1 -story or very low V/2 -stony houses. If the idea is to have three smaller structures, he doesn't see that. The overall mass of the previous house is substantially smaller than this proposal. This is over scaled for the neighborhood. Everyone agrees. Williams — Agrees with Mr. Pohl. This is 70 feet long with no additive massing and likes identity and the dormers are not correct. We need to see the original file. Coombs — Would like to see the square footage of that original approval. The groundcover out there isn't dense. Bellerjeau — Contends there is additive massing in the L- shape. Williams — There is not one place out there with four structures. The 3 ancillary structures block the entire front of this house. Also, some of the structures are crossing grades so will need to see the changes in the grade. Motion Motion to Hold for revisions and additional information. The "A" windows should be centered in the posts. Garage doors should not be white when they are doubled up. Waterson — The height of the break is a function of the garage door, maintaining the roof pitch, and the plate height. Public None Concerns (1:41) Williams — A secondary dwelling cannot exceed 22 feet; reminded that there is a 20% differential rule. Couldn't approve the proposed as a secondary because it is in front of this house. The 2- over -2 windows are not appropriate. Should cut 6 inches from the plate height. Coombs — Too much space between the windows on the 1 gt and 2nd floors. Pohl — Northeast elevation, the two shed dormers are too wide; cheek walls need to come in. Camp — Nothing to add Williams — The southeast walkdown and window wells are facing Cachalot; should come off that side. This is a long, 2- story structure with large, flush dormers facing the road. Review of what on the plans is actually changing as the highlighting did not reproduce. Need to include the information on the profile of the water feature. Williams — Was concerned about the space between the house and garage and possible visibility. Additional screening should be something other than privet. Discussion about the location of the outdoor shower and additional screening; cedar in front of the Type II white picket fence from the point of the garage to the house. Don't like the chimney owl; HDC does not approve them. South elevation, the connector eave height is higher than the main mass and the one right of that is even higher; they should be stepping down from the main mass. The same is happening on the north side. North elevation facing Harborview Way, the posts are very tall over the porch and by the big windows; the turret on the right is a concern. The shingled wall should come up 6 inches. Does not want white on this structure because of the odd details. Would prefer this to be lowered into the grade, which would reduce the height. Discussion about merging 5 and 6 Harborview Way and the road terminating there. Pohl & Camp — Have no concerns about the chimney owl. Camp — Has no concerns with the turret. She likes the design, the fenestration. The chimney would like the rock to match the columns. Pohl — The eave height is a good point and needs to be fixed. About the columns, the shingled plinth is usually straight, not tapered; that might change the perception of the height. Notion Motion to Hold for revisions. Representing Val Oliver — The owner is the architect. Presented project. Contends lack of visibility. Public None Concerns (2:24) Williams — The windows are the wrong proportion. North elevation, the 2 skylights going in the old building is inappropriate. Need proper architectural drawings. She doesn't want to work with these drawings. The addition shouldn't have over - hanging rakes. The south elevation has "whacky" overhangs. Pohl — The roof should change height at the cut through. If the eave is carried across, that will work and provide more room on the 1 It floor. He is cutting away to save an existing window. Suggested a way to fix the addition. Camp — West elevation fenestration, the small windows should be more like the original windows, tall and narrow. Motion Motion to Hold for revisions. (Camp) Vote Carried unanimously Certificate # 5. Representing Lindsey Congelton, Atlantic Landscaping — Presented project. Public None Concerns (2:32) Discussion about whether or not the zoning is changing to ROH this year. Williams — Called Planning to ascertain whether or not this can go forward. If this can be adequately screened, the judge said HDC can't deny pools because they "don't like the pool in the Old Historic District." Discussion about where the fence is running. Camp — There are no other pools in that neighborhood and feels it is inappropriate. Coombs — Agrees with Ms Camp. The fence would need to come in tight to the pool Williams —There is an existing fence and screening with additional screening preferably evergreen. The wire fence needs to go away. Suggested holding for a more substantial planting plan. Motion Motion to Approve due to lack of visibility through staff corrected plans showing changes to the fence, the gate, and the screening plan to be reviewed by the chairman. Southwest elevation, the "G" windows work better than the "D" window; the 4- over -4 "F" window to the right is okay in this situation. Northwest elevation, the "D" needs to be replaced with a "G'; the "C" window should be an "A" top sash. Rear elevation, same about the "D" windows replaced by "Gs ". Southeast elevation, should all be 3- over -3 top sash "A" windows; the casement "B" window in the middle could be an operable awning. Northeast elevation, "G" window removed and interior chimney. Camp — Asked why the chimney is being lost. (The chimney would need to be replaced anyway.) Coombs — The chimney should be interior; this is an old house. Motion Motion to Approve through staff will all "B ", "D ", & "E" windows replaced by "G" windows except for the middle "G" on the rear elevation to be an operable awning window; the "C" windows should be top sash of "A" windows; and the northeast elevation right gable "G" window removed and the chimney moved interior there per Exhibit A.
