In the meantime, the building is "disintegrating." This is the same stuff we have heard before and it is no closer to being sold nor has she signed an agreement with a realtor. The potential buyer made a counter offer and she sent him the same excuses we got last fall and last spring. Pohl — As he recalls, HDC granted an extension and decided that after that they would start the process of levying fine. Coombs — Asked what date he had granted the extension to. Pohl — He doesn't recall the exact date but we are way past it. Williams — About 4 months ago and she has done nothing to fix that building. Glazer — There is a pattern of behavior. Proposing to maintain almost all of the windows. Reviewed changes made per previous concerns. Steven Cohen, Cohen & Cohen Law PC — What Ms Alger is suggesting is not the law or rule. All this board needs to consider is whether or not the impact of a nominal move will somehow make this structure no longer historic. Its relationship to the street and neighborhood will remain the same. There is no mandate to maintain a house in its original place. There are two historic structures on Broad Street up on stilts right now. Public Sarah Alger, Sarah F. Alger P.C. for abutters Berman, Hoyt & Montgomery — Submitted in writing the four reasons for why and when an historic home may be moved and that none of those pertain in this case. Despite the fact that other homes have been allowed to be moved, that doesn't designate an area as a place in which houses are allowed to move around. This structure has stood in this place since 1802 and is an individually significant structure. Reviewed the reasons for moving an historical structure and why this structure does not qualify. She has heard no reason to justify the relocation of this structure. There is no reason it can't be left where it is and be added onto. Barry Berman, 28 North Liberty Street — It is not okay to move an early 191' century home off its original location; that is stipulated in the guidelines as found on the website; cited Page 9 of the guidelines. The Act was passed to prevent these moves and maintain structures in their historic settings. If a structure has never been moved, contends that it is not okay to move it. Reviewed structures along North Liberty Street that were moved and under what circumstances. Quoted from the National Park Service report which stated the reason why Nantucket was placed on the year 2000 list of 11 most endangered historic places. This is a critically old historic district traversed by visitors and residents. This structure should be maintained in its historical structure. Tom Montgomery, of 33 North Liberty Street — Submitted into the record letters from Joan Hoyt of 30 North Liberty Street and Rick and Elaine Williams of 40 North Liberty Street. Read Joan Hoyt's letter. Concerns (5:53) Staff — Read previous concerns from Feb. 5. Williams — Read Rick and Elaine Williams letter into the record. Pohl — Asked in what capacity David Barham created the four bullet points about moving a structure. Alger — He presented them to her when he was the chair of the HDC in regards to the 17 Broad Street discussion. She is not representing these points as his. Pohl — The crux is the moving of this building. He believes it should be placed on a new foundation and that the level of the floor will be raised up so as not to be that of the grade outside the door. Still staying within the idea of the original setting, he would be in favor of a very minor move, not the move represented in the site plan. McLaughlin — To move from where it is to the center of the lot is a great interruption of the street scape as it has existed since the 1800s. Moving this would be contrary to the policies of this commission. In regards to the renovation, all four sides will be visible. Coombs — Agrees with Mr. McLaughlin; it shouldn't be moved. The trees have grown up around it; she sees a reason for a new foundation, which should look like the old one. She does not support the removal of the small rear chimney. The height of the rear addition is a concern; the eave needs to come down to where it was before. The railing for the 2nd -floor deck in the back needs to be lessened. The northeast facade is drastically changed by the basement walk down. Camp — Agree with Ms Coombs. Putting a new foundation is going to have to happen. If it moves even just a little bit, that changes its historic value; she's not in favor of that. Williams — The proposal is to move sideways and still be on the street. Has an issue with the southeast right side bump on the original part of the structure. Given what hangs off the back now, the proposed is better and she has no concerns with the height. She has no concerns about moving it. The elephant in the room is a possible subdivision. We just approved two moves on Main Street, one for the same reason. Reviewed other moves permitted within the old historic district (OHD). This move is not taking away from its architectural or historical significance. Cohen — Asked for an informal vote in regards to whether or not knowing what will go beside it will alleviate concerns about a larger move. Coombs — We have a right to say the building shouldn't move because this is where it has always stood. She doesn't think it should be moved and it should stay there. She doesn't care what is going next door. Pohl & Camp — Yes, they would consider a larger move if they see what's going next to it. McLaughlin — The street scape should remain as it is. Pohl — East elevation, the `B" windows are very shrunken looking. The whole house should have a more uniform window style and the same with the French doors. South elevation, the roof walk should not have a middle post on the ridge. West elevation, too many different window styles; the pane sizes on the small windows are wrong. North elevation, the French doors need to be shorter with a kick panel; that would bring the panes into cohesion with the windows. Coombs — Still questions the contention of lack of visibility. The east elevation is not that well screened, there are no big trees. The south, east, and west elevations will be visible from the beach. The east is still too long at 25 -feet high. Agree about the various sizes of windows. Asked about the south elevation barn doors. (They're decorative.) Feels the same about the west as she does the east. Glazer — Agree with what's been said about the windows and doors needing uniformity. West elevation, the shed roof bump out under the "J" window seems bizarre without fenestration on it. Motion Camp — Agree with what's been said. East elevation, the main mass should telescope to the right more gradually. Vote Williams — The sides are 90 -feet long; the main mass is only 40 -feet so the 1 -story should be set back 18 feet. Not as concerned about the overall length. There are 10 different window styles. East elevation, the `B" windows are her pet peeve; the "C" and "F" windows are fine. South elevation, the deck needs to be pulled 1 foot into the roof, all the French doors should not be 8 -feet and should be the same door. West elevation, chaotic fenestration; the shed should be smaller. Her biggest problem is the roof walk straddling the gable; it should be placed on the other piece and not have a skirt; it is questionable whether or not this structure can support a roof walk. tilotion Motion to Hold for revisions. Agrees about it looking like two big boxes stuck together; suggested a way to articulate more of a jog in one of the boxes to delineate it from the main mass. Pohl — Sees a big benefit in the changes. McLaughlin — No concerns. Williams — The south elevation dormer cheek walls need to be pulled in. The wide gables projecting forward do not constitute additive massing. The cave height is all the same; there are no one -story elements. This is two big boxes stuck together. The roof walk legs can't be sitting on the dormer. Chimney should be interior, but won't argue that due to the structure's location. Roof walk will not be white. Discussion about whether or not "two big boxes stuck together" is in fact typical Nantucket architecture. Motion Motion to Hold for revisions. Leonardo — Did not have an issue with this to begin with; it speaks better to the vernacular of the area. Coombs — North elevation, the shutters on the 1s1 floor should be operational. The roof walk looks long from the north compared to the east elevation. Appreciates the changes made. The dormer meeting rail is too little high. Pohl — Believes this style is appropriate for this neighborhood. His continued concern is that the main mass is 1' /2 story- with a 2 -story side piece. The pediment over the front door isn't appropriate in addition to the wrap - around porch. McLaughlin — The structure fits into the neighborhood. The house measures 68 X 54 feet. The house directly behind is 90 feet long and a similar style. Williams — This is not an appropriate house for that lot; all the little one -story structures up there have disappeared. This is still 74 feet along the road. Contends the referenced structures are compact. It is 30 -feet tall with decks and a chimney. Agree the pediment is not appropriate and the craftsman style 15 -light door is not appropriate for this structure's design. The glassed in porch is excessive; the 10 posts are alien to the area. This is an abomination in that location, on that street. West elevation, which is fully visible, the dormer bisects the massing on the right; the back piece is not additive massing. Pohl — Toning down the trim made a huge change in the perception. This house is still tall but appreciate its being V/z story. He would like a real frontice piece. The cascading stair is inconsistent with the style of architecture. Glazer — Agree with Mr. Pohl. The gable dormers have too much space between the top of the window and the roof. Has issues with the north elevation but that isn't visible; suggested centering the doors between the columns. For HDC purposes, we don't care if it is condo'ed or not; we are only looking at the architecture features and look at the lot so that visually they have to be in the required hierarchy. We would have to justify this being over 22 feet. Pohl — There had been discussion about enforcing the 22 -foot secondary dwelling rule that is for a main house and guest house. His conclusion was that with a condo, it is different than a single property owned by a single entity which share architectural style; there will probably be landscaping so that they look like separate properties. Feels that 25 feet high is reasonable. Discussion about the possibility of the applicant coming in with a demolition application for this property and stay within the existing footprint. Pohl — This building has come a long way and fits the neighborhood. Some of the dormers will be impossible to shingle due to their proximity to chimneys and other elements. Glazer — Above the north door, the shed dormer meeting rails need to come down. The hipped roof porch with 7 columns is excessive; if the hip is tightened up, two columns could be eliminated. Williams — East elevation, the porch has a 3 pitch. West elevation porch has a 3 pitch. Dormers need to be put in line; some are low and some are high.
