Representing Steve Theroux, Nantucket Architectural Group — Asked if everyone had a chance to go see this and read the packet which gave the history of the building. Extensive renovations were done in the 1994 and most of the original fabric is gone. Only 2 windows exist from the 1903 structure. Right now the structure is in the setback and if it is removed, they would have to move it to conform to zoning. The new structure would front Fair Street. Public None Concerns Pohl — Visibility is from Fair Street. Would support a demolition. McLaughlin — Nice presentation. He would approve an application. Coombs — Nothing much is left of the framing. She would entertain a demolition. Would like to see the shape replicated in the new structure Leonardo — It is the shape of the original Cobbler Shop and it bothers her to lose that; the little addition was sensitive to the size and scope. Camp — Thinks it should be renovated and kept to the original architecture. Williams — She doesn't think any original architecture is left except for the piece Ms Leonardo is talking about. It could be incorporated into the new design. She "appreciates" allowing the demolition to provide a new direction. 1. Pohl — This is definitely an improvement. West elevation, the columns are still very tall in relation to the scale of the building; if the porch were deeper the columns would be shorter; for the scale of the building, the 4 small individual dormers look like teeth; there should be fewer dormers with multiple windows. North elevation, not bad. East elevation the porch on the right is awkward. South elevation is all right. A cap is drawn on top of the windows where there should be a headcasing; the cap should be on top of the headcasing, which should be 1X6. Coombs — East elevation, there should be more windows in the right gable addition. There is something not pleasing about the windows. Leonardo — She doesn't think a gambrel is appropriate; all the structures coming up Mill Hill are 1- to 1' /2-story capes. Part of the issue with the dormers on the front is that they should be gabled. The little outbuilding should be removed from the plan. Camp — The whole structure should be reduced in height; it would be sweeter if it were smaller. Williams — She doesn't think a gambrel is inappropriate here and appreciates the height and stepping the building down. South elevation, the pitch on some of the dormers is wrong; the pitch should continue as 7/12. Don't agree with gable dormers on the front; prefers the shed dormers. Motion to Hold for revisions. Camp — Pointed out that there are gambrel structures on Orange Street that are nice examples. Williams — Listed off a number of typical gambrel structures in the old historic district (OHD). Pohl — There should be an organization to the facade. Motion to Hold for revisions. None Williams — An initial problem was gable - gable -gable with the middle coming forward like batwings on the side; that is still a problem; the right should be an eave coming across. The front is completely visible; the 3 extra decks are not appropriate. The north elevation is not visible. Coombs — East elevation, the railing on the first floor should be extended all the way over. Agrees with Ms Williams about the front gables. McLaughlin — This fits the neighborhood as designed. There are 63 feet deck and he is allowed 37. Camp — Nothing to add. Williams — In that stretch, those are compact houses; if the right gable goes away and break it to show the original house, it would fit better. The triple in the middle is not appropriate. (That's existing.) The front door is in the left lean - to; it should be "here ". There is a mammoth deck facing the road; there is no main mass any more, the double doors are too much, the size is too much; all decks need to be pulled in. The panes of the "D" windows are horizontal. West elevation, the "C" windows are not traditional 3- over -3 windows. North elevation, which isn't visible, there is another "C" window that needs to be changed out. West elevation, the deck needs to be pulled back and the basement walkdown dotted in. Motion McLaughlin — The West faces the road, this is too much of a commercial design with residents on both sides. The 20- Vote light windows are noted as awnings on the window schedule. Coombs — This is a big box; the structures next to it are not. Coming down Surfside Road the South and West will be visible and from the other direction the North will be visible. Needs additive massing and would like a reduction in the number of windows on the south and north elevations. It's close enough to the street to be seen. The chimney on the original broke it up. Camp — Nothing to add. Williams — The building this is replacing is pretty much the same structure and this is a commercial structure. Says the north elevation is not visible because another structure blocks it. Perhaps the south elevation 2nd floor is over fenestrated. It looks bigger than it is; its only 34X24. She doesn't think there is a way to get additive massing. Perhaps there are too many windows on the north elevation. The grouping of the windows should be less chaotic. She is concerned about visibility form the Land Bank property; the thing that's 12 feet out needs to be pulled in and the windows better spaced and unganged on the 2°d floor. Alger P.C., for the Kinsley at 16 Clifton Street — Stated that she is carrying a letter from Mr. Concerns Schneeweiss as well as a letter from her clients. This pool will be visible from North Road. The wire in the privet hedge won't provide adequate screening and the wire will be visible in the winter. She is concerned about the 60 -day status on the cabana; besides, it shouldn't be used as screening. Brian Swain, for Merritt Roberson Trust at 6 North Street — Ms Alger has summed up his client's concerns. Concerns Williams — Asked if the cabana was approved. (Held) They were told getting a pool in that location was slim to none, especially such a large pool due to visibility. Read the Schneeweiss letter of objection to the pool. Read the Kinsley's letter of objection. The status of the cabana needs to be checked. Motion McLaughlin — The main thing is visibility. Asked to hold for a viewing. If it is visible, wire fencing embedded in Vote vegetation is approved all over the island. Motion Pohl — He is deferring as he was not on the previous application and has not viewed the site. Vote Coombs — This is in an area that is hard to screen and would change the context of Clifton and North. Camp — The location of the pool is not appropriate in regards to the siting of the house. Agrees with Ms Coombs. Williams — To screen this would create an anomaly in the neighborhood and running a wire fence all the way around would change the setting. This pool will be visible. It will create a negative impact on the neighborhood. Mr. Fogarty was warned before the house was approved that the pool would be nearly impossible to get. Ahern — Pointed out that she landscape his lot to create a private back yard with heavy vegetation and that would change the neighborhood as well. Also, the end of North Road is not developed; there are cedars in the way. Williams — The perimeter fencing is for the pool and it wouldn't be allowed anyway. Discussion about what the landscaping would be like in relation to the fences and screening, which is the issue. Motion Motion to View and Hold for revisions. Coombs — This area is wide open all the way around; from the drawings, there is a big fat rectangle. The pool itself won't be visible. McLaughlin — One plan says a 4 -foot lattice and one says 4 -foot board. Leonardo — Pools are getting out of control in create alien landscapes in the middle of moors. Said she asked Mr. MacEachern to come up with a demo plan of what of the original fabric would be left. A large part of this design was forced by keeping the front structure; if this goes away, that would allow them to build something more architecturally appropriate. Asked if they are wedded to the "weirdness" going on in the back or would they prefer to go with something less complicated and more standard. MacEachern — They layout and massing works. Changing the back would change the character. Raith — He agrees with Mr. MacEachern. Keeping the back would make the building enjoyable from two different directions. Coombs — It has come up a lot recently; someone buys a historic building and it doesn't conform to what he wants to do; HDC seems willing to tear the building down. She believes the applicant shouldn't have bought the historic building if it doesn't meet their needs. MacEachern — Pointed out that some people don't close their P &S until they know if they can do what they want others know the risk they are taking. The HDC members have a responsibility to ask questions and gauge as it goes through; it becomes a tipping point when alterations become a demolition.
