1. Call to Order, Approval of the Agenda, Approval of Minutes, and Public Comments " i_ Et R K
A. Chair Allen Reinhard called the meeting to order at 4:02 pm. In attendance were: Nat Lowell
(left at 5:21), Joe Marcklinger, Allen Reinhard, Bert Ryder (arrived at 4:48 pm), and Lee
Saperstein; there was a quorum at all times.
Guests: Mike Burns, Transportation Planner (left at 4:54), Linda Holland (left at 4:15 pm).
B. The agenda was approved by acclamation; a motion to approve the minutes from August 19,
2014, was made by Nat Lowell and seconded by Joe Marcklinger. Approval was unanimous.
C. Public Comments.
Linda Holland, a resident of `Sconset whose home overlooks the `Sconset Bluff Footpath, had
concerns about the installation of a bicycle rack at the beginning of the path. She said that it had
been reported to her that two people had been overheard discussing such a bicycle rack and she
asked if we knew anything about it. Allen Reinhard assured her that we had no plans for a rack
and suggested that she check with the `Sconset Trust and `Sconset Civic League to see if they
were the source of the conversation. Lee Saperstein asked Mike Burns, who has been overseeing
the selection of a design for bicycle racks in Town, if he could confirm Allen's statement and he
said that he could. Lee Saperstein said that the item at the bottom of the agenda on the Footpath
was in the section on completed projects in need of maintenance and referred to on -going work
to mark access ways, mowing of the Footpath, and the need for improved signage.
2. Potential options for Mill Hill connector paths. (Mike Burns).
Mike Burns, Transportation Planner, came to the meeting to discuss final plans for paths,
pedestrian and bicycle, through Mill Hill Park to provide links to the major beach paths on
Hummock Pond and Madaket Roads. He also explained additional pedestrian and bicycle plans
that are part of the FY 2016 Capital Request. His handouts were substantial and are included in
these minutes; to facilitate e-mail transfers, they will be sent in separate mailings. Referring to
the Mill Hill handout (Minutes /2014 -09 -16 A), he said that the favored choice is to proceed with
both options shown on the diagram. He suggested that Option 1, which is a direct link between
the end of the Prospect Street bike path and a new road to be constructed in the subdivision
(high - lighted in white on the photograph) to be built on the lands formerly of the Egan Trust,
would be constructed with a paved surface. Option 2, which is a redevelopment of an existing
footpath in the park, see photographs in the handout, would be constructed with a "soft surface"
more appropriate to a pedestrian path. Given the location of the new subdivision (ex -Egan land),
these options are much less complicated than earlier proposals that had been reviewed by the
committee. In effect, bicycle and foot traffic will be led to Mount Vernon Street, a much quieter
roadway than Prospect Street, thence to the Milk Street Extension, along which a bicycle -ready
sidewalk is proposed. Traffic to Madaket will be directed to Winn Street, thus avoiding Quaker
Road and the cemetery altogether. The improved path in Option 2 would improve access to the
park and to its recreational facilities. Allen Reinhard suggested that we consider a motion to
support the two options. Such a motion would be consistent with the advice given in many past
meetings with respect to a bicycle /pedestrian route that bypassed the Quaker Cemetery. The
following motion was moved by Joe Marcklinger and seconded by Nat Lowell and approved
unanimously.
The Roads and Right of Way Committee supports strongly the proposal from the
Planning Department to create two paths through Mill Hill Park that will complete
the links among existing paths and thus enhance bicycle and pedestrian safety by
removing them from Prospect Street and Quaker Road.
Mike Burns also passed out a handout (Minutes /2014 -09 -16 B) with details for capital requests
in the 2016 budget to improve pedestrian ways throughout the Town. These include sidewalks
on Milk Street Extension (Minutes /2014 -09 -16 C) and along Prospect Street and Quaker Road as
far as Vestal Street and plenty of improvements on crosswalks throughout the Town. All of
these have been discussed in committee and the committee would like to endorse the requests. A
move to endorse the capital request for 2016 was made by Joe Marcklinger and seconded by Nat
Lowell. The vote was unanimously in favor.
Finally, Mike Burns reminded us that Winn Street is a candidate for improvement in future
years. Nat Lowell mentioned that sight lines when one exits Winn onto the Madaket Road as a
challenge. Lee Saperstein reminded the group that the private portion was suggested by the land
developer for a taking some time ago and at that time we agreed that it should go onto our list of
Potential Road Takings. The committee looks forward to this further development because it
would be an appropriate connector to the Madaket Road. The committee considered this
endorsement of the Winn Street development to be a motion and it passed unanimously.
3. Core district sidewalk survey project update and next steps.
Allen Reinhard asked what should be the next steps in the survey. Nat Lowell asked whether we
intended to meet in Town to discuss the survey; he wants us to be specific in our
recommendations. He discussed India Street alongside the Boarding House, which is often
blocked by trucks. Joe Marcklinger suggested that a result of our report would be a set of
recommendations for builders to improve walks in front of their construction projects so as to get
a Certificate of Occupancy. Lee Saperstein reminded the group that we had made a lot of
progress and that, in our last meeting, we agreed that Allen Reinhard would assign streets by
priority to committee members for survey. Lee Saperstein offered to help with this assignment
and they agreed to meet shortly so as to have further details at the next meeting. It was also
agreed that a meeting in Town to share observations and train for consistent ratings would be a

4. Railroad trail project update.
Allen Reinhard indicated that the Nantucket Conservation Foundation is undertaking a review of
its policy with respect to trails on its properties; to this end they have created a Trail Committee.
He said that the Foundation had wanted to clear trails across the moors but were concerned about
lost World War II ordnance that might be detonated by their large brush - clearing flail. The
recent aerial survey and clearance by the federal government has helped to alleviate these
concerns. Allen Reinhard has advised the Foundation that clearance of a trail on the old railroad
roadbed would help in their development of firebreaks across the southern moors.
The committee has already approved an application to the Historic District Commission for a
Certificate of Appropriateness for a distinctive sign to mark the ends of railroad segments. Bert
Ryder brought his sketch for such a sign to the meeting. Lee Saperstein suggested that this
would be used in a size appropriate for mounting on a 4 -in by 4 -in treated timber post. Because
there could be a need for dozens of these, he asked Bert Ryder if there was an on -Island facility
for duplicating a hand -cut sign. Bert thought that there was and would work with Lee Saperstein
to identify it and obtain quotes for making multiple copies of the sign. Lee Saperstein said that,
while this may be a repetition of an earlier motion, he thought that we should approve Bert
Ryder's sketch. Bert Ryder moved approval and Nat Lowell seconded it; all were in favor.
[Action: Lee Saperstein will complete the HDC application and work with Bert Ryder to obtain
price quotes for making the signs]
5. In -town bike path: Update and discussion.
Allen Reinhard reported that there was nothing new to report. Mike Burns told the committee
that he was still hoping for a resolution from MassDOT so that bids could be let in this calendar
year.
6. Old, New or other business.
Lee Saperstein said that he had been approached by residents in and alongside of Shimmo who
asked about ways to the harbor that they had used in the past and that were now blocked off. He
said that a check with the Town's GIS maps showed that almost all of them were indeed private
ways or even not really ways but paths created across private land. He noted that there was a
paper street at the end of Shimmo Pond Road and he will check with Andrew Vorce about its
current status.

This 8 foot wide 2,485 linear foot sidewalk is one of the components to the Prospect Hill
Improvements that would provide safe and convenient bicycle and pedestrian access between
Madaket, the Cisco area, and Town. This 8 foot wide sidewalk would be aligned along the east side
of Milk Street Extension from the intersection of Mt Vernon Street to the intersection of Hummock
Pond Road, and is currently proposed to be separated from the roadway by granite curbing. The
sidewalk would provide an adequate area for bicyclists and pedestrians traveling to /from
destinations along Hummock Pond Road.
The estimate for this project was initially developed as part of a 2009 preliminary design and has
been verified by comparing the estimate with the cost of similar projects. Below is a breakdown of
the requested funding:
Construction: $418,000
Engineering and Inspections: $40,000
Right of Wav Acquisitions: $20,000
Subtotal: $478,000
Contingencies 00 %): $47,800
Total: $525,800

This sidewalk was originally a component of the Hummock Pond Road Bike Path and was separated
from that project once it was determined that a bike path along Milk Street Extension was not
feasible. This sidewalk is also requested by the neighborhood associations in the Cisco area (see

Dear Board of Selectman:
Our homeowners association would like to express full support for the town finishing the
Hummock Pond Road bike path with the extension along Milk Street.
We think this is still the same safety issue as the original path and an accident waiting to
happen. We have 36 homeowners along the path and have witnessed the tremendous growth
in bike, hike, and stroller traffic. We also see the bikers from town struggling along the 4,000
feet that are left.
Please finish the job we all started and build the sidewalk along the stretch of road that is left!

Dear Board of Selectmen,
Bartlett's Farm is thrilled with the completion of the Hummock Pond Rd bike path. The path is
overflowing with bikers, walkers, baby carriages, rollerbladers and all kinds of people headed for
Cisco Beach, Ladies' Beach, Cisco Brewers, the Farm, Boatyard Farm and 167 Seafood. Just the
other clay we counted 32 people utilizing the bike path just between Bartlett Farm Road and
Somerset — that's amazing! The Cisco area has also seen a boom in rental homes and the path
makes their commute safer. Recalling the days when all those people were on the road brings
back bad memories.
Those memories come back whenever we reach Milk St. Extension or the last part of Hummock
Pond Road. I think we can all agree that the safety issue is of paramount importance in this area.
The Farm will fully support all efforts to complete these last two portions of the bike path. It will
make a safer and more enjoyable commute for tourists and islanders alike.

I am writing on behalf of the Cisco Civic Association, which is a neighborhood of 63
homes south of Heller Way and east of Hummock Pond Road, to support the extension of
the Hummock Pond Road bike path by means of a sidewalk along the Milk Street
Extension.
Our neighborhood is delighted with the new path, and would very much like to see this
last stretch made safer for the many cyclists, runners and walkers that use the path every
day. Here are some of the comments from my neighbors about this idea:
"This is a great idea."
"I support it!"
"[My wife] and I are very supportive."
"It has our vote."
"Sounds like an excellent initiative."
"Why would anyone in her right mind not want that extension? [It] should have been
done in the first place."
The expenditure for this improvement is small in contrast to the benefit and increased
safety and I urge you to approve it.

extension to the Hummock Pond Bike Path.
The path has become very popular and traffic increases each year. The 4000 feet left
to build to connect to Milk Street now has more traffic than ever and has become
increasingly dangerous.
We propose the Town finish the job of building the bike path and finance the
extension necessary to insure the safety of riders using the existing path.

As part of the Prospect Hill Improvements (items #5 and #6 on the attached map), this will provide a 5
foot brick sidewalk for pedestrians along the south side of Prospect Street and Quaker Rd between the
end of the existing path along at 29 Prospect Street and Vestal Street. The sidewalk work will consist
of infilling gaps in the existing sidewalk with brick (approximately 1,325 square yards) and adding
curbing (approximately 615 linear feet) where there are also gaps.
The cost of the sidewalk and curbing was developed by staff based on unit costs of recently completed
projects.

This request is to fund various improvements in the vicinity of the Sparks Avenue Roundabout,
including:
1. Widening of the existing 5 -foot sidewalk along the south side Sparks Avenue to 8 -feet
between the existing 8 -foot sidewalk at the Roundabout and Milestone Lane (I&M parking
lot). The funding is for design, right of way acquisitions, and construction.
2. Modification of granite curbing along the west side of the Hooper Farm Road approach to the
Roundabout. The funding would the development of an easement plan and the roadway
improvements.
The cost of this improvement was estimated using similar projects recently completed.
450 LF Sparks Ave sidewalk widening with asphalt curb: $79,000
Design /Engineering /ROW recordings (15 %): $11,850
Hooper Farm Road curbing replacement: $2,000
Total: $92,825

Milestone Rotary. Currently, the only designated crossing for bike and pedestrian traffic from the
Milestone and Old South Road bike paths is across Old South Road and across Orange Street. To
improve access for bicyclists from these paths to Orange Street, a crosswalk is proposed and would
consist of markings with associated signage, work within the slitter island at the Milestone Road
approach to provide a crossing refuge, and work next to the north side of Milestone Road to provide a
landing area for crosswalk users. The primary users of this crossing are intended to be bicyclists
traveling northeast towards town along Orange Street.
The cost was estimated by staff based on unit cost of recently completed projects.

The crosswalk would reduce conflicts at the Old South Road and Orange Street crosswalks, and is
supported by the NPBtEDC's Bicycle and Pedestrian Advisory Committee.
