ABSENT: Bartlett, Stackpole.+ STAFF PRESENT: Jesse Bell, Assistant Director; Susan Campese, Administrator /Finances nl _ Manager; Marian Wilson, Assistant Administrator. J Rob Wellen of Wellen Construction and Abigail Slosek of Moors End Farm were also jires n at call to order. A. PROPERTY MANAGEMENT: 1. Moors End Farm — Barn Relocation Request: Mr. Wellen informed the Commission that due to an impending property sale, he is seeking the Commissioners approval to remove and relocate the barn at Pippen's Way to Moors End Farm which is owned by the Land Bank but leased back to the Slosek family. Ms. Slosek stated that the barn would be used for agricultural purposes related to the farm operation. After some discussion, upon a motion made and duly seconded, it was unanimously VOTED to approve the request subject to a legal review of the lease by Land Bank counsel and staff site plan approval and all costs associated with the move be the obligation of Mr. Wellen and the Slosek family. Mr. Wellen and Ms. Slosek departed the meeting at 5: 00 p. m. B. CITIZEN BUSINESS /ANNOUCEMENTS: 1. Acknowledgement of Donation: Ms. Bell reported that a donation of $600 was received from the Bazos family. The Commission requested that Ms. Bell send a letter to the Bazos family, thanking them for the donation. C. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property, litigation and review and approve executive session minutes. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. RETURN TO OPEN SESSION Community Preservation Committee Land Bank Designee, Ken Beaugrand entered at 4:55 p. m. Land Bank Commission November 10, 2014 D. REGULAR BUSINESS: Page 2 1. Community Preservation Committee ( "CPC ") — Review of Proposals: Mr. Beaugrand reported that there were 19 applications totaling $5,908,357.24 for Fiscal Year 2016 being considered for CPC funding. Mr. Beaugrand estimated that the committee would have between $2.3 and $2.5 million to allocate for FYI 6. He reviewed the open space applications and received input from the Commission on each of them. Mr. Beaugrand stated that the quality of presentations this year was outstanding. Further, he expressed how well Ms. Bell presented the Land Bank application for the 'Sconset Golf Clubhouse and that the CPC members were impressed with the historical details she uncovered. Mr. Beaugrand departed the meeting at 5:25 p. m. E. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of October 28, 2014, as written. F. TRANSFER BUSINESS: 1. October 2014 Transfers — Record Nos. 35600 through 35746: a. Current "M" Exemptions and Liens: The Commission authorized the placing of a lien against each of the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property: No. 35600 Lauren M. Ard and Warren H. Ard,II No. 35621 Shane M. Corry and Alyssa K. Corry No. 35738 Nerijus Paulauskas No. 35746 Angela L. Giles and Janet L. Colby G. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar years 2013 and 2014 through October 2014 were presented. 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the November 10, 2014 warrant document in the amount of $128,872.79 to be provided to the county treasurer. 3. Warrant Authorization — 2007 Series A Semi- Annual Bond Payment: Upon a motion made and duly seconded, it was unanimously VOTED to approve payment and authorize staff to wire the Series A semi - annual bond payment of interest and principal in the total amount of $865,009.39 from the Land Bank's Collection Account to the Bond Trustee at U.S. Bank. PROPERTY MANAGEMENT: Land Bank Commission November 10, 2014 Page 3 1. 401h Pole — Access Request for Off -Site Erosion Control: Ms. Bell informed the Commission that Mr. Savetsky had approved a request from the owners of 121 Eel Point Road to drive heavy equipment across 40th Pole to gain access to the coastal bank in front of their property for a beach nourishment project which will take less than a week to complete, with no staging and storage on the beach or beach parking lot. Further, the clients have offered to pay $1,000 to the Land Bank to be used for road grading. I. GOLF BUSINESS: a. Sconset Golf Course — Domestic Water: Commissioner Gardner recommended leaving the water on until Christmas for asbestos abatement project. In the meantime, the municipal water line should be hooked up to Clubhouse by mid - December. b. Sconset Golf Course ( "SGC ") — Equipment Request: Commissioner Gardner relayed a request from Mr. Oberly to buy -out two utility golf carts for a total of $5,400 from Miacomet Golf's lease for use at SGC. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request. ADJOURNMENT: Upon a motion made and duly seconded, it was VOTED to adjourn at 6:24 P.M.
