MINUTES Nantucket Land Bank Commission Regular Meeting of July 8, 2014 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:05 p.m. PRESENT: Bartlett, Gardner, Paterson, Reinhard, Stackpole. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager; Doris Strang, Assistant Administrator. Timothy Erenson of Eiger Marketing, Richard Turer of Nantucket & Company and Robert Williams were also present at call to order. A. CITIZEN BUSINESS /ANNOUNCEMENTS: None. B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property, contract negotiation and review and approve executive session minutes. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. Mr. Turer and Mr. Erensen departed the meeting at 4:40 p. m. Mr. Williams departed the meeting at 5: 00 p.m. RETURN TO OPEN SESSION Property Management Supervisor, Jeffrey Pollock and Architect Joseph Topham entered the meeting at 5:10 p. m. C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of June 24, 2014, as written. D. TRANSFER BUSINESS: 1. June 2014 Transfers — Record Nos. 35222 through 35304: The Commission reviewed transfers for the period of June 1, 2014 through June 30, 2014. Land Bank Commission July 8, 2014 Page 2 a. Current "M" Exemptions and Liens: The Commission authorized the placing of a lien against each of the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property: No. 35227 Michael F. Simonich No. 35228 Paul J. Cronin and Megan B. Cronin No. 35246 Jarek T. Cohen No. 35290 Allison L. Gorham No. 35299 Michael Hawkins E. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years 2013 and 2014 and calendar years 2013 and 2014 through June 2014 were presented. 2. Warrant Authorization — Fiscal Year -End 2014: Upon a motion made and duly seconded, it was unanimously VOTED to execute the fiscal year -end June 30, 2014 warrant document in the amount of $113,774.00 to be provided to the county treasurer. 3. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the July 8, 2014 warrant document in the amount of $18,523.66 to be provided to the county treasurer. 4. Fiscal Year 2015 Budget: Mr. Savetsky presented the Fiscal Year 2014 Budget Comparison (showing approved vs. actual expenditures) and Fiscal Year 2015 Proposed Budget for the Commission's review. Upon a motion made and duly seconded, it was unanimously VOTED to approve the Fiscal Year 2015 proposed budget as presented. Architect Steven Roethke entered the meeting at 5:22 p.m. F. PROPERTY MANAGEMENT: 1. Miacomet Golf Course — Facilities Site Plan Review: Mr. Roethke presented several site plan options for the Commission's review. The consensus of the Commission was that the existing clubhouse must remain open while the new clubhouse was being built, thereby eliminating two of the options. Further, the Commission preferred the concept of having the clubhouse face the 18th hole. Mr. Savetsky asked for an option that moved the cart barn to the west side of the property where the Menard house sits, to keep views open to the east. Since this option would eliminate some existing employee housing, replacement housing would need to be found elsewhere. 2. 30A Washington Street — Maria Mitchell Event Use Request: Ms. Bell presented a request from the Maria Mitchell Association to allow spill over onto this property for a welcome reception on July 20, 2014 from 3:00 to 5:00 p.m. for the First Congregational Church's new Associate Minister of Families and Children for approximately 70 people at the aquarium, which is located next door at 28 Washington Street. There will be a barbeque, a couple of pop -up canopies and Land Bank Commission Page 3 July 8, 2014 games for children on the grass. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request. 3. Ladies Beach — Beach Picnic Request: Ms. Bell presented a request from Susan Warner of Nantucket Clambake Company for a picnic to be held on July 15, 2014 from 5:00 to 9:00 p.m. for 50 - 60 guests with table seating. The original location was for the Town -owned (east) side of Miacomet Beach, but the event needed to be relocated due the nesting plovers. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request, as presented. 4. Codfish Park Playground — Update: Ms. Bell noted the recent editorial in The Inquirer & Mirror on the 'Sconset playground and reminded everyone about the upcoming appeal before the Zoning Board of Appeals on July 10, 2014. Further, the Conservation Commission appeal before Superior Court was scheduled for July 17, 2014. 5. Bachman/158 Orange Street — Building Removal Update: Mr. Savetsky reported that the Notice of Intent which was filed for the removal of the back house at 158 Orange Street was before the Conservation Commission this week. The application called for steel sheeting to be placed across the Phragmites where the driveway was too narrow (prior to removal of the house), and treatment of the Phragmites to follow after the house was gone. The removal of the front house did not require Conservation Commission approval, falling outside the jurisdictional wetland buffer zone. Once the permits were in place a Request for Proposals would be advertised for disposal of the homes. 6. Property Management Supervisor — Monthly Report: Mr. Pollock stated that property management staff was officially in summer mode, which mostly entailed patrolling, trash pickup, invasive species work, and trail maintenance. Mr. Pollock explained that there had been some vandalism of the boundary signs and ropes at 40th Pole and staff was reaching out to the Town to help patrol the area. Mr. Pollock said road grading and repairs were being completed and he was busy mowing road edges. Further, he reported that staff had put out eight trash barrels at Cisco Beach to mitigate the trash problem in the port-a- potties that occurred last year. However, Mr. Pollock said putting the barrels out has exacerbated the problem, as they were collecting significantly more trash with the barrels then without. 7. Carter Property /27 Quaise Road: Commissioner Paterson mentioned that he had been contacted several times by Quaise Road resident, Francie Bovers, about issues with dogs using the property. Mr. Savetsky stated he had also heard from Ms. Bovers many times regarding dogs and also to voice her concerns about the beach nourishment project which had been ongoing. Mr. Pollock stated that signs had been posted on the property about picking up after dogs and staying off the fragile dunes. Further, Mr. Pollock indicated he had thoroughly inspected the property and had not found much in the way of dog waste and/or litter. 8. Crocker Property /27 North Cambridge St. — Use Request: Commissioner Stackpole relayed a request from Paul and Tina Smith to have their daughter's wedding reception at this property on September 15, 2014 for 35 people from 6:00 to 8:00 p.m. with a tent only if it rained. Mr. Savetsky asked that the Smiths put the details in writing for consideration at a future meeting. Land Bank Commission Page 4 July 8, 2014 9. Petrel Landing /17 Commercial Street — Use Request: Commissioner Stackpole explained that the Hyannis Yacht Club has not yet been able to secure an indoor space to hold an awards ceremony after a race on Saturday, September 9, 2014 from 4:00 to 6:00 p.m. In the event another space could not be secured, Commissioner Stackpole asked if the ceremony could be held at Petrel Landing with a tent. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request.
