Ladies Beach - Wedding Ceremony Request ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of June 24, 2014 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Bartlett, Gardner, Reinhard, Stackpole. ABSENT: Paterson. STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator/Finance Manager; Doris Strang, Assistant Administrator. Megan Perry, Richard Turer, William Cooper, David Callahan and Bunny Wullschleger were also present at call to order. A. CITIZEN BUSINESS /ANNOUNCEMENTS: 1. Gardner Trails — Discussion: Ms. Perry asked if she could disregard the sign banning horses at the driveway entrance across from the Powers fields. She said the hard- packed surface on the driveway was better for riding than the equestrian trail next to it. Chairman Reinhard explained that the driveway was an easement to Massachusetts Audubon land and we could not give riders permission to use it, but pointed out the parallel equestrian trail was created at local equestrians request and the trail led all the way to the Nicolaci property on Millbrook Road. Mr. Savetsky reminded Ms. Perry that all Land Bank properties are open to horseback riders. 2. LPGA — Discussion: Mr. Turer of Nantucket & Company and Mr. Cooper, Ms. Wullschleger and Mr. Callahan each spoke briefly about the merits of holding the LPGA tournament at Miacomet Golf and how it would be beneficial to Miacomet Golf, local charities and the islands economy. Further, they wanted to acknowledge and thank the Commissioners for all their time and hard work in trying to bring the tournament to Nantucket. Mr. Turer, Mr. Cooper, Ms. Wullschleger, Mr. Callahan and Ms. Perry departed the meeting at 4:15 p. m. B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property, contract negotiations and review and approve executive session minutes. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. RETURN TO OPEN SESSION Ms. Perry; Miacomet Golf General Manager, Alan Costa; Miacomet Golf Course Superintendent, Land Bank Commission Page 2 June 24, 2014 Sean Oberly entered the meeting at 4:50 p. m. C. GOLF BUSINESS: 1. `Sconset Golf Course ( "SGC ") — Manager's Monthly Review: a. Financial Report: The Commission reviewed the balance sheet and profit and loss through May 31, 2014, as well as check register for May 2014. Mr. Costa reported that the season was off to a good start with higher golf and pro -shop sales than May 2013. Further, all locks, combinations and the safe had been changed and a security camera was installed to deter any further thefts. b. Irrigation Installation - Update: Mr. Oberly reported the contractor had started digging and pulling pipes using a vibratory plow this morning and was expected to be done in five or six days. 2. Miacomet Golf Course ( "MGC ") — Manager's Monthly Review: a. Financial Report: The Commission reviewed the balance sheet and profit and loss comparison through May 31, 2014, as well as the credit card statement and check register for May 2014. Mr. Costa reported cash was up slightly over last year. Restaurant sales were significantly higher than last year but golf rounds and pro -shop income was down due to unfavorable weather. Mr. Costa answered various questions from the Commission pertaining to the check register. b. Restaurant — Correspondence: Mr. Savetsky read a letter from Elizabeth Shannon praising the restaurant staff and Restaurant Manager, Kate O'Connor for the wonderful job they did making her daughter's high school graduation celebratory brunch so special. 3. Sconset Golf Clubhouse — Renovation Update: Ms. Bell reported the Historic District Commission (HDC) application had passed at the second meeting after Ms. Bell met with several HDC members individually to discuss their concerns prior to presenting a revised plan. Ms. Bell told the Commission she would be presenting the hardscape plan to the HDC this evening and showed a grass paver product that could be used for the handicap access from the parking lot to the clubhouse that would maintain the existing look yet be functional. Further, she informed the Commission that the structural engineer said the chimney could not be moved as is and she recommended they abandon the second flew and firebox in the kitchen and rebuild the chimney with new materials, but use the old brick on the firebox and above the roof. The Commission agreed with Ms. Bell's recommendations and commended her on her diligent work on the project. 4. MGC Cart Barn — Update: Mr. Savetsky reported the plans drawn by Steve Roethke for the cart barn were basically approved subject to changing two windows to doors and adding two cupolas to the roof. Financial report prepared by Burke & Lamb, P. C. were distributed for the Commission to review, representing the financial position of Miacomet Golf and Sconset Golf as of December 31, 2013 Land Bank Commission Page 3 June 24, 2014 and 2012. Mr. Costa and Mr. Oberly departed the meeting at 5:3 7 p. m. D. PROPERTY MANAGEMENT: 1. Ladies Beach — Wedding Ceremony Request: Ms. Bell presented a request for a wedding ceremony for 75 to 100 people on Saturday, September 6, 2014 from 3:30 to 5:15 p.m. with no tent or chairs with guests transported to the wedding by Cranberry Transportation. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request. F. TRANSFER BUSINESS: 1. "M" Exemption Updates: a. Five -Year Domicile and Ownership Compliance — Release of Lien Reissue: Upon a motion made and duly seconded, it was unanimously VOTED to execute and authorize the issuance of a Release of Lien for each of the following transfers as a result of the purchasers fulfilling all of the requirements of Section 12, subsection ( -m -): No. 13460 David M. Breault and Diane M. Breault Ms. Bell departed the meeting at 5:43 p. m. G. FINANCIAL BUSINESS: 1. Monthly Financial Report: The Commission accepted the May 2014 financial report including the balance sheet and income statement previously provided by electronic correspondence. 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the June 24, 2014 warrant document in the amount of $53,720.73 to be provided to the county treasurer. H. PROPERTY MANAGEMENT: 1. Property /Trailhead Name — Discussion: Chairman Reinhard reminded the Commission they decided to choose a few names for properties and trailheads at each meeting. He would get in touch with the town officials and report back at a future meeting.
