Part-Time Environmental Coordinator — Position Discussion ADJOURNMENT MINUTES Nantucket Land Bank Commission Regular Meeting of June 10, 2014 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:00 p.m. PRESENT: Bartlett, Paterson, Reinhard, Stackpole. ABSENT: Gardner STAFF PRESENT: Eric Savetsky, Executive Director; Jesse Bell, Assistant Director; Susan Campese, Administrator /Finance Manager; Doris Strang, Assistant Administrator. Citizen, Megan Perry was also present at call to order. A. CITIZEN BUSINESS /ANNOUNCEMENTS: 1. Mt. Vernon Farm — Discussion: Ms. Perry asked the Commission about future plans for the property since she had heard rumors that equestrian activities were not going to be allowed. Chairman Reinhard explained that former lessee, Karen Alence had exclusive use of the property until October 1, 2014 and that no decisions had been made yet, but he did not expect to ban horses from the property. Mr. Savetsky relayed some requests that were currently under consideration for portions of the property and suggested a group from the equestrian community put together a formal proposal for use. Ms. Perry told the Commission that the front field had historically been mowed by Memorial Day and was quite overgrown. Mr. Savetsky explained that the mowing of the field had been overlooked and would be rectified very soon. Additionally, Ms. Perry asked if it was possible to open an entrance to the field from the Hummock Pond Road bike path, since she felt it would be safer than crossing Bartlett Farm Road to access the property. The Commissioners said they would take it under advisement and Mr. Savetsky stated it would be helpful if the equestrian community could advise them on such things as there were no horse owners on staff or on the Commission. 2. Filming Request — HGTV "Island Life" Episode: Ms. Bell presented a request from HGTV to film scenic locations for a new TV show that follows couples moving to islands all over the country. The filming would take about two hours on June 19, 2014 at Cisco Beach with a crew of seven with two handheld cameras and audio equipment and no lighting or large structures. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request subject to the payment of the $250 permit fee. 3. Donation Received — John and Susan Trudel: Upon a motion made and duly seconded, it was unanimously VOTED to accept a $5,000 donation from John and Susan Trudel. B. PROPERTY MANAGEMENT: 1. Ladies Beach — Event Request: Ms. Bell presented a request from Caterer, Michael Caffney for a picnic dinner for 20 guests with two tables and a few chairs at Ladies Beach, on July 5, Land Bank Commission June 10, 2014 Page 2 2014 from 5:30 to 8:30 p.m. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request subject to the payment of the $100 permit fee. 2. Sconset Golf Course — Clubhouse Update: Ms. Bell explained that in order to meet the Historic District Commission (HDC) application deadline, she made some decisions for the Commission regarding design elements. The changes consist of primarily having the architect change the shiny galvanized corrugated porch roof to a raised seam style in evergreen and wood shingles for the clubhouse roof. Ms. Perry departed the meeting at 4:28 p. m. C. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property and contract negotiations. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. RETURN TO OPEN SESSION Ms. Bell departed the meeting at 5: 20 p. m. Property Management Supervisor, Jeffrey Pollock entered the meeting at 5:20p. m. D. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of May 27, 2014 and the special meeting minutes of May 28, 2014, as written. E. TRANSFER BUSINESS: 1. May 2014 Transfers — Record Nos. 35142 through 35221: The Commission reviewed transfers for the period of May 1, 2014 through May 31, 2014. a. Current "M" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property: No. 35161 John E. Mynttinen and Suzanne M. Mynttinen No. 35172 Sean M. Dyer and Sharon P. Dyer No. 35203 James M. Storey No. 35215 Alan Burney and Tina L. Hoskins - Burney F. FINANCIAL BUSINESS: Land Bank Commission June 10, 2014 Page 3 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years 2013 and 2014 through May 2014 were presented to the Commission. 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was VOTED to execute the June 10, 2014 warrant document in the amount of $131,893.12 to be provided to the county treasurer. 3. Warrant Authorization — 2009 Series A Bond Semi - Annual Payment: Upon a motion made and duly seconded, it was unanimously VOTED to approve payment and authorize staff to wire the 2009 Series A semi - annual bond payment of interest and principal in the total amount of $1,208,811.25 from the Land Bank's Collection Account to the Bond Trustee at U.S. Bank. 4. Special Certificate of Deposit (CD) x2733 — Maturity: Ms. Campese reported the CD would mature on June 15, 2014 and based on the Commissions vote on November 26, 2013 she had instructed the bank to close the CD and transfer the monies into the Clubhouse Reserve Fund money market account. G. PROPERTY MANAGEMENT: 1. Property Management Supervisor's Monthly Report: Mr. Pollock updated the Commission on the work accomplished by property management staff over the last month, including completion of a viewing deck at Crocker /Latici; installation of storm windows and various repairs at Sconset Golf clubhouse; working with Kelly Omand of Nantucket Conservation Foundation to identify and remove invasive species on Land Bank properties; view shed maintenance at Keane and Sharp; completion of the Sanguinetti boardwalk project and general trail maintenance and mowing in preparation for the summer. Further, Mr. Pollock reported the dock and floating pier at the Sharp property had been installed, the parking lots at Nobadeer and Madaquecham Beaches were now open and Petrel Landing has been blocked off with boulders to prevent parking there for the summer. Mr. Pollock informed the Commission that the new part- time summer staff member (George Applegate) had been hired and was working hard. He and Ed Boynton would start off each day patrolling and cleaning properties, making dump runs and fill in on other projects as needed. Further, the Land Bank would be providing and emptying trash and recycling barrels at Cisco Beach in order to avoid last year's trash problems. 2. Munson/Massasoit Bridge Road — Pier Project Discussion: Commissioner Stackpole asked where the project stands to create a pier on the property. Mr. Savetsky reminded the Commission it was a long process including chapter 91 licensing and recommended hiring a consultant for the permitting work. 3. 40th Pole — Beach Cleaning Discussion: Mr. Savetsky informed the Commission that Frank Powers who raked the beaches for the Town and Land Bank had retired and inquired if the Commission wanted to continue the cleaning the beach at 40th pole. Commissioner Stackpole stated it was necessary to continue and further to have the beach in front of Crocker /Latici cleaned on a regular basis. Mr. Savetsky said he will look into various options and report back at a future meeting. Land Bank Commission June 10, 2014 Page 4 4. Andrews /22 Cathcart Road — Parking Discussion: Mr. Savetsky explained that the neighbor on the north side of the road had closed off the beach in front of his house to driving due to safety concerns. Subsequently, Mr. Savetsky has received several complaints from people who moor their boats in front of the Andrews property that have parking concerns. The consensus of the Commission was to look into expanding the parking lot to help alleviate the situation. 5. Property /Trailhead Name — Discussion: Chairman Reinhard suggest rather than taking on the task of choosing names for all of the properties and trailheads at one meeting, they should name a few at a time. After some discussion upon a motion made and duly seconded, it was unanimously VOTED to approve the following names: Address Name 181 Hummock Pond Road (Gardner) Gardner Farm Appleton Road /Mizzenmast Ext. Property Manager (Robert Earley) — Annual Review: Based on a favorable recommendation from the Property Management Supervisor and the Executive Director, upon a motion made and duly seconded, it was unanimously VOTED to approve a 5% raise for Robert Earley, which brings his base annual salary to $84,190 per year. The Commission authorized Mr. Savetsky to execute a Personnel Change Form to be provided to the County Treasurer. 2. Part-Time Environmental Coordinator — Position Discussion: Mr. Savetsky suggested hiring a part-time environmental coordinator for 20 hours per week with health benefits to work on permitting, invasive species and other projects that were currently being farmed out to a consultant. Further, he thought the position would require an advanced degree and therefore he would expect a fairly high starting salary. The consensus of the Commission was they agreed with the concept, but to have Mr. Savetsky come back with a completed draft job description and salary recommendation.
