Representative Bob Emack- Playground/playscape in 100 -foot buffer to a coastal done. Took soil samples that
indicated the site is not a coastal done. Sam Humphries, Coastal Geologist with Lamemide
Environmental Consultants, Inc., took samples and that letter is included in the packet; it was his
opinion that the area is no longer a coastal done. The dune field is on the other side of the road.
Reviewed materials to be used. Request continuance to January 22.
Discussion Johnson - In reading a letter from abutters, they indicate that what is proposed is over -built in
conjunction with a 1998 determination. Asked for clarification.
Glowacki - Stated his opinion that there is no legitimate resource issue to carry this application over.

requirements for a coastal dune. An abutter has asked for this application to be continued to allow time
to review the Laurentide Environmental Consultants, LLC report; that is the call of the applicant. Will

The NE I is to elevate the structures above the flood elevation and add a crawl space which will
descend into the water table. Dewatering will be discharged into the Storm drain. Requesting waivers
for dewatering and the foundation. The sidewalks will be protected with metal plates. All material to
be excavated from inside the sheet piling and new foundation poured with a fixed slab base. Must
increase the number of steps and handicapped HVQ access. Number 10 is within 50 -feet of a
bordering vegetated wetlands and asking for a waiver for work on the structure based upon no
reasonable alternative /no adverse impact and the resource area is across the street. Will have to apply
for a permit from DPW. All material will leave the site and clean fill used around the foundation.

is an isolated wetland on the slope. At the top of the bank is a double set of retaining walls and the
slope is over steepening as a result Propose
to remove the retaining wall, stabilize the slope through
terrace the slope, remove invasive species
and replant, and create a new pathway down the slope. Will
install a stairway outside the 50 -foot buffer. Will replant the disturbed areas with indigenous species.
Roof drainage will be tanked and used for irrigation to eliminate run -off. Invasive species include:
Sycamore maple, multi -Flora rose, bittersweet, huckleberry, bittersweet nightshade and garlic mustard.

protect pre -1978 building; location of the structure is restricted by septic location and resource areas.
There is no reasonable alternative to protect the structure. This proposal is for a 4 -foot high 2 -to -1
sloped rock revetment underlain with a geo- textile fabric. Will agree to annual nourishment and
monitoring; there is little sediment nourishment provided by this bank due to the low height of the
bank. Suspect there will be some over - topping. Access will be from the driveway. Surface elevations
around the house are at seven feet. The plan is to hold the whole thing at four feet, which is at
elevation eight. The sand -drift fencing has damaged by the storm from last March. The bank is too
small and gets flooded so vegetation doesn't hold. A solid coin mbe would provide only resistance
until it failed, which it will. Feels the regulations will be met through the sand nourishment The Army
Corps of Engineer (ACE) design manual always calls for a fabric interface between the stone and
naturally occurring material; willing to provide details on the porosity of the fabric.
Request continuance on the basis of lack of a file number.

Bennett — Asked if the whole tiring will be kept at four feet.
Oktay — The proposal ends at the property line; any impacts would occur on the abutters' properties.
The structure should end sooner. The geo-textile fabric being used for stability will cause a wave to
flush straight out mid toe and undermine the beach removing a protective tidal flat area.
Glowacki — When looking at the engineering, it seems members of this board start substituting its
opinion for the ACE standards. If we want alternate opinions, we should find our own engineer.
Discussion about installation of the revelment and on -going nourishment; sand to be excavated would
be used for nourishment.
Oktay — Would like to see photos of the most recent condition. This is a very low bluff that doesn't
contribute much to a rocky beach.

not the entire thing is necessary. Also asked the commission to consider findings that might relate this

2. Commissioners Comment
a. Glowacki — In discussion about the Land Bank had commented about dilatory reasons to hold things up and no
commissioner expressed concerns about the project. So, when Town Offices were closed on a Friday afternoon,
the neighbors and abutters, who don't want the project to happen, were not present tonight. Felt the applicant
was strong armed into continuing.
b. Okmy — Falling down burlap or coir across from Gambles. Staff will have a report at the next meeting.
c. Discussion about the Hummock Pond Road bike path reconstructed wetlands; it looks to be in disrepair.
3. Administrator /Staff Reports
a. Been in contact with the attorney, Mr. John Brescher, for 24 Walsh Street. Will do a walk -around with Mr.
Brescher.
b. Post winter -storm Hercules report for 93 & 99 Eel Point Road: Arthur D. Gasbarro, Blackwell and Associates
Inc. — Passed out the post -storm report; didn't hit the threshold of 6 hours sustained over 65 MPH but it was
close. Shows the tide amplitude above 6 feet. Had deflation of the tubes and some settling but no tearing or loss;
the bottom tube is somewhat deformed. Some damage to the fence due to a log that washed up in the surf. Was
out there during and after the storm. On one end of the project, need to replace one mbe and two on the other
end. Ready to mobilize and catch stuff before it slumps; requesting permission to put in the new tube without
ripping out the old tube. The next report will include how much sand was replaced. Commission has no
concerns with the proposed replacement of the tubes.
