The minutes of the previous meeting of March 24, 2014 were approved. The agenda was approved. The information from the Design Advisory Board member was that there seems to be Town money for solar trash receptacles but designs have not been approved. Caroline Ellis asked to join the Design Advisory Board. Public Comment: There was a discussion of the Creeks Bike Path, Mass DOT Project #TBD, 4 Goose Pond Lane and it's impact of the appearance of the area, and the impact on a wetland and the overall design in the historic district. There was a letter from Robert Wildey, from Vanasse Hangen Brustlin describing the project, which is being managed by Transportation Planner, Mike Burns. The details which seemed most disturbing were the granite curbing, asphalt surface, metal sides raised above the paved bed. A comment was made that asphalt is against a bylaw. No one has been to the site. Mike Burns needs a letter from the NHC ASAP. Linda Williams will ask regarding jurisdiction at the state level to determine how important our approval is to get state money. There did not appear to have been a hydrology nor an archeological study completed at the site. Susan Handy said that in 1965 there was a huge disturbance in the bike path site when debris from the hospital was dumped to create the path. The Concom meeting is on 4/30, Planning board members will attend. Susan will attend the 4/30 meeting representing the NHC. It was decided that a letter of concern should be sent to the BOS from all commissions would be most effective (CONCOM, Planning, NHC). The NHC voted to have our chairman write the letter itemizing our concerns. 7 Judith Chase Lane. The conversation between neighbors and the property owners continues. Kevin Wester submitted his thoughts for points to be made before the BOS to describe the NHC responsibilities. C Ellis will add a historical time line. Diane Coombs and Kevin discussed the NHC responsibility for the Demolition Delay By -law and used as an example the Crosby Barn. Kevin Kuester was appointed VP of the NHC and C. Ellis the Secretary with terms end Sept 2015. The meeting was adjourned at 7pm.
