HomeMy WebLinkAbout2014-1-14Z N m rn Nantucket Commission on Disability Minutes 3 0 <. rn Open Session Tuesday January 14, 2014 Murray Room at the Founder's Building Present: Mickey Rowland, Jeanette Topham, Nancy Rezendes, Phil Hubbard, Penny Snow, Alex Rosenberg (Arrived at 3:45), and Brenda McDonough Absent: Georgia Snell Guests: Call to Order: 3:35 p.m. Agenda: Mr. Rowland stated, by unanimous consent we are adopting the agenda. Minutes: Topics: 4:20 p.m. (Minutes were approved at the end of the Open Session Meeting.) Ms. Snow motioned to approve November 12, 2013 minutes, which Ms. Rezendes seconded, and all the remaining Commission members voted in favor of this motion. 3:35 p.m. Stop &Shop Parking Lot: Ms. Topham questioned if the Stop&Shop parking lot was in compliance with the AAB's regulations regarding the number of accessible parking spaces. Ms. McDonough mentioned that the Stop&Shop parking lot has 137 spaces, therefore they are required to have 5 accessible parking spaces, which they have. Mr. Rowland wondered if the Commission thought that the Stop&Shop needed more accessible spaces and asked if anyone has had difficulty getting an accessible parking space. The Commissioners personally did not have problems getting an accessible parking space. However, if anyone in the disabled community ever contacts us regarding problems with parking in accessible spaces, then we would contact Stop &Shop's manager and request more accessible spaces. 3:45 p.m. Alex Rosenberg Arrived Ms. Topham mentioned that there we 2 accessible parking spaces (not delineated) adjacent to the barber shop across from Tresses in mid - island, and wondered if one of the spaces could be relocated closer to Tresses. Ms. McDonough will try to find out who owns that parking lot and request relocating one of the spaces and delineating the spaces as well. 3:50 p.m. Ms. Topham left the meeting. Academy Hill Apartments: Ms. Rezendes reported that the lighting around the exterior of Academy Hill apartment building was extremely poor because of insufficient outdoor lighting and some light fixtures are not illuminated. Ms. McDonough will look at the property and contact the management and request better lighting for the safety of the residents and their guests. Downtown Lighting: • Ms. McDonough gave the Commissioners a list of downtown areas where she felt that the lighting was inadequate. 1. Broad Street: Dark from Federal Street to Dune Restaurant: One Lamp at Dune Restaurant: Dark from Stubby's to South Water 2. Center Street: On the west side of Center Street at the intersection of India and Center Streets, dark in front of Dane Gallery and the Mariner House: Lamp out in front of the Mariner House 3. Chestnut Street: Coming from Center Street as you approach Federal Street, it is dark on both sides of the street once you pass Flowers to Federal Street 4. India Street: As you approach South Water Street on lower India, it is dark on both sides of the street 5. Still Dock Extension: This is the street behind the Club Cu. The whole street is dark. 6. Easy Street: All of the east side of Easy Street is dark from the Club Cu to 27 Easy Street. The west side is dark from the Club Car to Cambridge Street. Two lamps out at Oak Street, therefore that area is also dark. The east side of Easy Street is well lit from 28 Easy to Broad Street because 28 Easy has their white Christmas lights still on and so does Kidding Around. 7. Ston &Shoo Parkin¢ Lot: There are approximately 14 lamps out. Ms. McDonough will contact the Winthrop Group regarding all the lamps that are not illuminated in the Stop &Shop parking lot. One Commissioner mentioned that the area on New Whale Street by the Angler's Club was extremely dark. Mr. Rowland wondered how do we get involved with the town regarding the poorly lit areas, because these areas are a hazard to the elderly, sight - impaired, and disabled residents and visitors. Ms. McDonough will contact Kara at the DPW to discuss the town's policy on downtown lighting. Mr. Rowland thought that Kara might attend one of our meetings where we can discuss this matter. Other Business: • Ms. McDonough will contact Erica Mooney to find out when the Selectmen will review the Traffic Safety's proposal to create two, new accessible parking spaces: one on Union street and one on New Whale Street. • Ms. Rosenberg was wondering if there are any accessible playground equipment on island. She mentioned that there was a program on NPR about a completely wheelchair accessible playground and it was impressive. Ms. Rosenberg thought how great it would be to have even one playground with some recreational equipment that was accessible to all. Mr. Rowland mentioned that a group of residents in `Sconset are renovating the playground in Cod Fish Park. There will be an accessible route around the playground and to the recreational equipment, but none of the equipment will be accessible. • Ms. Snow motioned to approve the November 12, 2013 minutes, which Ms. Rezendes seconded and all the remaining present Commission members voted in favor of this motion. • Mr. Hubbard wondered what action the Commission plans to take concerning relighting existing lamps in town. Ms. McDonough will start by contacting Kara at the DPW and find out the town's policy on downtown lighting. Executive Session: 4:30 Ms. Rezendes motioned to go into Executive Session to discuss the parking permit applications, and not to return to the Open Meeting once the Executive Session is adjourned, which Ms. Snow seconded, and Mr. Rowland, Ms. Rezendes, Ms. Rosenberg, Ms. Snow, and Mr. Hubbard voted in favor of this motion.
