CITIZEN BUSINESS /ANNOUNCEMENTS: None. Commissioner Bartlett entered the meeting remotely via speakerphone at 4:02 p.m., after the Chairman determined that his physical attendance at the meeting was unreasonably difficult due to the factor ofgeographic distance. B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of real property and contract negotiations. Each member was polled individually. All members voted yes. The Chairman declared that discussion of these matters in open session may be detrimental to the Land Bank's negotiating position and that the Commission would reconvene in regular session following executive session. RETURN TO OPEN SESSION Jeffrey Pollock, Property Management Supervisor and Bruce Perry entered the meeting at 5:00 p. M. C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously VOTED to accept, approve and release the regular session minutes of January 28, 2014, as written. D. PROPERTY MANAGEMENT: 1. Codfish Park — Playground Update: Ms. Bell informed the Commission that the plan to improve the playground at Codfish Park had been unanimously approved by the Conservation Commission. Commissioner Bartlett departed the meeting (via speakerphone) at 5:03 p.m. E. TRANSFER BUSINESS: 1. January 2014 Transfers — Record Nos. 34847 through 34929: The Commission reviewed Land Bank Commission Page 2 February 11, 2014 transfers for the period of January 1, 2014 through January 31, 2014. a. Current "M" Exemptions and Liens: The Commission authorized the placing of liens against the following properties as a result of the purchasers claiming the "M" exemption as first -time buyers of real property: No. 34881 John B. Brescher, III and Jessie M. Brescher No. 34886 David R. Evans and Ekaterina O. Maksimova Evans No. 34907 Robert M. Slade No. 34916 Timothy R. McDonald F. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing fiscal years 2013 and 2014 through January 2014 were presented to the Commission. 2. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded, it was unanimously VOTED to execute the February 11, 2014 warrant document in the amount of $88,482.34 to be provided to the county treasurer. G. REGULAR BUSINESS: 1. Regular Meeting of February 25, 2014 — No Meeting Reminder: Chairman Reinhard reminded the Commission that there was no meeting scheduled on February 25, 2014. 2. Banking Policy Discussion: Ms. Campese asked the Commissioners to approve a new banking policy to allow authorized signers (Ms. Bell, Ms. Campese, Ms. Strang and Mr. Savetsky) to transfer approved wan-ant monies by online banking transfer rather than the current method of faxing a transfer directive to the bank and relying on bank staff to transfer the funds. Further, the Land Bank auditors had no concerns about the staff online transfer method so long as there was such an approved policy. Upon a motion made and duly seconded, it was unanimously VOTED to approve the policy allowing the authorized signers to transfer Commissioner approved monies between bank accounts by online transfer. H. PROPERTY MANAGEMENT: 1. Property Supervisor's Monthly Review: Mr. Pollock provided an overview of work performed by property management staff in January including additional trail work at Trimpi and planning for the expansion of the parking lot in the spring. In addition, work continued with the Sconset Trust to cut trails at Riddick Continuous and staff expected to install a parking lot and move 12 -13 cedar trees onto the property in March. Mr. Pollock reported that he, Mr. Halik and Mr. Earley had taken the Hoister's License exam and were awaiting the results. Further, staff constructed additional sections of the Sanguinetti boardwalk and there were approximately 100 feet left to finish the project. During unfavorable weather staff worked on reorganizing the shop. Land Bank Commission February 11, 2014 Page 3 2. Sconset Clubhouse — HDC Update: Ms. Bell informed the Commission the application to paint the exterior and replace and/or renovate windows at the Sconset Golf Clubhouse had been approved on consent and Mr. Halik was in the process of getting estimates from painters who were licensed for lead paint removal. 3. Sconset Clubhouse — Design Services Contract: Based on a recommendation from Ms. Bell, upon a motion made and duly seconded, it was unanimously VOTED to authorize Ms. Bell to sign a contract for design services with Solomon, Bauer and Giambastiani for the contract price of $98,700. 4. 30A Washington Street — Building Move Update: Ms. Bell reported that Structures Unlimited was scheduled to move the cottage off 30A Washington Street on February 27, 2014. S. Lily Pond — Permitting Update: Ms. Bell reported she and Mr. Pollock submitted a Notice of Intent to the Conservation Commission to repair, replace and extend the boardwalk and continually manage invasive species at the Lily Pond. 6. Permitting Needs Discussion: Commissioner Reinhard commended Ms. Bell and Mr. Pollock on their permitting work and recommended that staff continue to do the permitting on projects they feel they can accomplish, stating further that the Land Bank could hire consultants on more complex projects, as needed. 7. 27 Quaise Road/Carter — Bluff Remediation/Beach Nourishment: Mr. Pollock reported significant erosion to the beach at Carter which he was concerned may undermine the bulkhead. Further, he said a neighbor has been in contact with Mr. Savetsky to coordinate beach nourishment in front of her property with the Land Bank's plan for beach nourishment on the Carter property. 8. Petrel Landing — Wedding Ceremony Request: Ms. Bell presented a request from Cara Marquis to have her wedding ceremony at the Petrel Landing property on Saturday, June 7, 2014 from 4:00 to 5:00 p.m, with set -up at 3:30 p.m. for 150 people with chairs for eight and two fiddle players. Upon a motion made and duly seconded, it was unanimously VOTED to approve the request. 9. 158 Orange Street/Bachman — Housing Update: Ms. Bell relayed to the Commission that Mr. Savetsky's house project was slightly behind schedule and that he might need to move into the Bachman back house for a few months. She reminded the Commission that the golf course would be using the front house this summer. The consensus of the Commission was that it would be good to have Mr. Savetsky live in the back house to watch over the property.
