RECEIVE 214 JAN 30 A 10 33 MINUTES NANTUCKET 106 N CLERK COMMITTEE: Community Preservation Committee Time Meeting called to Order: 2:55 PM MEETING DATE: October 4. 2013 Time Meeting Adjourned: 4:45 PM MEMBERS PRESENT: Ken Beaugrand, Chair, Richard Branniean, Vice Chair: Bob DeCosta• Linda Williams: Ian Golding; Administrator(s), Glena Stokes - Scarlett REMOTE: None MEMBERS ABSENT: Carol Donlon, Barry Rector AGENDA ITEM DISCUSSION VOTES / ROLL CALL CALL TO ORDER: Mr. Beaugrand called the meeting to order at 3:00 PM Guest: The Chairman welcomed John Tiffany of First Congregational Church First Congregational Church Presenter: William Waller Mr. Tiffany introduced himself as the Chairman of the Finance Board at the First Congregational Church. He informed the CPC committee that William Waller, Grant Coordinator was not able to attend. He stated that the project they are concentrating on this year is the summer church. Five years ago the church was painted, however it seems to have been painted over boards that were rotted. Mr. Tiffany also stated that the First Congregational Church would be focusing on restoration of the roofs on the tower, siding, and vestibule. Mr. Tiffany stated that this project will be done in phases. However the roof in the main building is crucial because of leakage. The phase 1 schedule will begin June 23 (scaffolding will go up) to the 2nd week September. The scaffolding will be taken down due to weddings. A brief discussion followed. Please refer to recordingfolder A, #21 dated October 4, 2013 1 The Chairman welcomed Jascin Leonardo- Finger of The Coffin School Trustees The Coffin School Trustees Presenter: Jascin Leonardo - Finger Mrs. Leonardo - Finger introduced herself as the Curator of the Mitchell House of The Maria Mitchell Association and the Historian as a member of The Coffin School Trustees. She also introduced Paula Levy of the Prospect Hill Cemetery. Mrs. Leonardo- Finger stated that in FY' 13 they submitted a grant proposal in the amount of 241,050 and were thankfully awarded 143,00 to conserve the fence at The Coffin School and to restore the fences at Mitchell family lot at Prospect Hill and the other at the Hadwin family lot at Prospect Hill. She stated that none of the entities has the money to complete this project. This proposal is for funding of the remaining amount 115,590 to do the project. This would include the fabrication at Prospect Hill for the two sites, the installation, the painting of the fences, and the resetting of the marble and granite work that the fences sit upon. Mrs. Leonardo - Finger stated that this project is for the conservation at the Coffin School fence which is actually the original 1850's fence for the building. The Coffin School fence will be repaired, reproduced pieces, and it will be reset on its granite and marble and then repainted. Mrs. Levy added that this is a collaborative project from three organizations. It more cost effective to do it collectively rather than individually. A brief discussion followed. Mrs. Leonardo- Finger stated that her second proposal is for the conservation of the brick fagade. John Wattny of Structures North Structural Engineers whom The Coffin School Trustees have worked with before and is very familiar with Nantucket, will be working on this project. Mrs. Leonardo- Finger stated that Mr. Wattny, discovered that there was an issue with the front of the building, in particular the foundation and the pediment. There are bricks missing and falling from the front entry of the building. This would require several people to do the work which are local and have already done work on the building. Mrs. Leonardo- Finger also stated that what need to be worked on first is the pediment, foundation, and the steps on the front of the building. However, the chimney and the back of the building also need to be restored/rebuilt. A brief discussion followed. Please refer to recordrngfolder A, #21 dated October 4, 2013 The Chairman welcomed Dual Macintyre of St. Paul's Church St. Paul's Church Presenter: Dual Macintyre Mr. Macintyre introduced himself as the Treasure of St. Paul's Church. He stated that Gene McDowell the Director at St. Paul's was present. Mr. Macintyre stated that this grant proposal is to complete the new exterior vestibule, the walkway, and the LULA (Limited Use Limited Access) lift and a new stairway. The bathrooms and kitchen will be remodeled and made handicap accessible. Mr. Macintyre also stated that St. Paul's have applied the building permit and should receive it over the next several weeks and have advised neighbors of the work to be done. In addition 142,000 from capital campaigning has been raised as well as having executed a preservation restriction for the building. A brief discussion followed Please refer to recording folder A, #21 dated October 4, 2013 Nantucket Island Land Bank Presenter: Jesse Bell Mrs. Bell introduced herself as the Assistant Director of the Land Bank. This grant proposal is for the restoration of the Sconset Golf Course Clubhouse. It is one of the oldest public courses in the country. has a striking presence on the hill on Milestone Road which is viewable from a public way. Mrs. Bell stated that they are looking at doing a full restoration of the clubhouse. The Land Bank is looking to make the build safe to and for the public use. Mrs. Bell also stated that the working on the foundation, making it weather tight, and doing lead paint abatement is what the Land Bank would target first. The request also includes recreation of windows where the frames are old. Mrs. Bell stated that the Land Bank would like to have this done by May 2015. A brief discussion followed.
