Call to Order, Approval of the Agenda, and Approval of Minutes A. Chair Allen Reinhard called the meeting to order at 4:00 PM. In attendance D. Anne Atherton, Nat Lowell, Joe Marcklinger, Sylvie O'Donnell, Allen Re Stackpole and Bert Ryder; a quorum was present throughout the meetting. Mike Bums, Transportation Planner, was present by invitation of the Coot[ D B. Approval of minutes from August 20, 2013: Joe Marcklinger moved to ` minutes and John Stackpole seconded the motion; the committee voted unarumo accept the minutes. Bert Ryder said that he did pot receive a copy of the August 20. Secretary Pro Tern Atherton re-sent him the copy originally distril Secretary Saperstein. ° 2. Discussion: 1. In -town bike path route, timing and progress, 2. connectio between the Madaket, Hummock Pond and Surfside bike paths, and 3. ho proceed with the Prospect Street, Quaker Road sidewalk to Upper Vestal a Street. Mike Bums;. Transportation Planner, updated the committee about the matters li above. In -town bike path: Mr. Bums referred to a Power Point presentation he had p recent Board of Selectmen (BOS) workshop session. [See Attachment I.1 He e that there will be a public hearing to receive comment from the public on September 26 regarding the preliminary design. The next step will be to secure necessary rights of way, as well as complete the environmental permitting. This big hurdle. Following these procedures, will be the advertising process for design, construction. The target is the summer of 2014 which is fairly ambitious. The should go out to bid in May or June of next year. Mr. Bums answered a number questions from committee members. Mr. Bums also provided information relative to the Prospect Hill bike and ped improvements: See Attachment II. 3. Madaket Road mile markers repair and maintenance. Chairman Reinhard informed the committee that Bill Grieder had repaired and painted the Madaket Road mile markers after discussing the matter with DPW Head Kara Buzanoski. Ms. Buzanoski invited Mr. Grieder to do the work himself, if he would like to, and he did. The committee noted that maintenance is an ongoing challenge. 4. Progress report on First Way safety improvement and Boulevarde, etc. takings. Chairman Reinhard reported that there has been progress in regard to First Way. Mr. Reinhard met with DPW Head Ms. Buzanoski about a month ago, along with Mr. John Smith of the DPW. The ultimate goal is to have a separate bike path. If First Way is ever paved, speed humps, rather than speed bumps, could be incorporated. The main thing is to separate kids from the traffic: the road needs to be widened so that there is enough room for youngsters and vehicles. Some height will be required for a sidewalks, as it should be elevated compared with roadway. In regard to the Boulevarde, $20,000 has been appropriated to do necessary survey work. This is a step in the right direction. Slowly progress is being made. 5. Wagley petition to cobble streets and fix sidewalks and Sidewalk Survey Project. John Wagley has submitted a petition in regard to cobbling streets and fixing sidewalks downtown in the Old Historic District. This may have an impact on the committee's sidewalk survey. Mr. Wagley is advocating for cobbling streets in the historic district, no parking on sidewalks and for fixing sidewalks. Question: Should the Committee weigh in on this? Chairman Reinhard called the Committee's attention to a reference to the condition of the sidewalks, as the Committee would like to do an assessment of the downtown sidewalks. It was agreed that the only way this is going to get done is if we put forward a specific recommendation. No specific action was called for, but consensus was that the Committee needs to keep an eye on what is happening. 6. Old, New and Other Business: Any additional roads for Potential Takings List? Path and park through railroad ROW next to new Cape Cod 5 bank Any other roads for Takings List? Ms. O'Donnell suggested that Millbrook Road would be a good place for a bike path to connect Madaket Road to Cisco. Chairman Reinhard suggested we keep Millbrook Road on the list, but no prioritize. Mr. Lowell asked how the Town/County could acquire easements on a private road? Cape Cod Five. There has been some discussion at the Land Bank about a CPC application for this area: perhaps a park. If yes, who should maintain it? Mr. Reinhard thinks the Land Bank should maintain it. The project should be completed within the next year or so. 'There was some question about whether or not a road is still going through one -way to the Commons, or would it be just for pedestrians? 7. Adjourn. Potential Road Takings List; From Draft Minutes September 16, 2008 Update of Priority County Road Acquisition List. The committee then began a discussion of the criteria used to evaluate the private roads our committee feels should be made public. The list was last updated in April of 2007. Among the criteria discussed was the public use of these private roads, whether the road linked two'tublic roads, the condition of the road with regard to access by emergency vehicles, abutter requests, access to property open to the public, traffic circulation patterns, and public benefit. It was pointed out that taking a roadway means the County assumes responsibility for maintenance and any necessary improvements and these,costs need to be considered as part of any road taking. The committee then considered and discussed each road on the April 2007 list. Most discussion centered on Millbrook Road, and Boulevard and roads leading to the airport as the two private roads most heavily used by the public. Mrs'. Beck and Mrs. Malcolm, Surfside residents, commented on the extensive public use of B6ulevarde and other roads leading to the airport receive, and recommended these roads receive top priority. After discussion of each of the�roads from the current list, it was voted to delete Squam Road from the list at this time because the homeowners along the road have taken responsibility for its maintenance. (See letter attached to August 19 minutes.) Other roads the committee felt should be considered for taking include: First Way Backus Lane, Amelia Drive and Ticcoma Way to Fairgrounds Road, Hooper Farm Road from Surfside Road t67ntersection with Surfside Drive. October 21, 2008 revised working list would include the following roads 1. Boulevarde, Lovers Lane, Clifford Street, Orkowaw Avenue, Monohansett Road (from Surfside Road to the Airport) 2. Millbrook Road (from Madaket Road to Hummock Pond Road) 3. Warren's Landing Road 4. Eel Point Road (from end of public road to ?) 5. Eel Point East (dividing point needs to be established) 6. Somerset Road and Friendship Lane (from Bartlett Road to Joy Street) 7. Smooth Hummocks Way (from Somerset to Bartlett Farm Road) 8. First Way/Backus Lane connector 9. Amelia Drive to Ticcoma Way to Fairgrounds Road 10. Hooper Farm Road (dirt portion from Surfside Drive to Surfside Road) There was a question as to whether the following roads should continue from the current list: 11.
