Planning and Land Use Services (PLUS) - Surfside and Bartlett Roads intersection Sitting Stambaugh, Dunton, Morrison, Grause, Glidden, Tiffany Presentation Mike Burns, Transportation Planner — Surfside and Bartlett intersection: based upon a 2010 study, the construction estimate is $500,000/$600,000 probably closer to $900,000 could be expected. The request at for FY2015 is for the land only $275,000; then FY2016 will request $100,000/$120,000 for design; after that there will be the request for construction. Federal and state money could help pay for the construction phase. Explained the difference between a "mini- round- about" and a full round -about and why a full round -about is preferred. Discussion Discussion about whether or not it is advantageous to include the design costs at this time and what the time line might be. Stambaugh — Asked if there was an overriding issue that requires the acquisition be done in FY2015. Bums — There is a sense of urgency to improve the intersection due to safety issues, which is based upon a 3 year study. Best case scenario is construction could start in Summer of 2016 which depends upon the availability of the real estate. Tiffany — Asked what the Town's responsibility is after the outside funding. Bums — The Town should not have to come up with any funds for the construction. Gibson — Suggested making a note in the capital plan in case the outside funding is not received. Denton — Would like to see the crash statistics. Mr. Bums to send that information to Mr. Anguelov, who will forward it to Mr. Stambaugh. Morrison — Asked if the mini round -about is a viable Plan B should the outside funding not be forthcoming. Bums — That would require a different review process but it is possible. Department of Public Works (DPW) — Baxter Road Sitting Stambaugh, Donlon, Morrison, Grause, Glidden, Tiffany Presentation Kara Buzanoski, Director DPW — Described the Baxter Road situation. First need is permits to stabilize the toe of a portion of `Sconset Bluff. The water main is the most threatened utility and plans are being formulated to relocate the water line as soon as possible. The Town is exploring option to relocate the sewer line. Other utilities will be advised to come up with a plan regarding relocation in the event of road failure. Reviewed the recommendation from the Town consultant that an emergency plan needs to be in place prior to this winter. Discussion Tiffany — The dollar amount seems to reflect the taking of land. Gibson — Stated that the spreadsheet information and the information in the book the members use need to be reconciled. County Commissioners are having a meeting on November 20 about taking property in order to relocate the road in the event of failure. At this time there is no talk about constructing a new road; the idea is to have a plan in place should an emergency arise. 3. Department of Public Works (DPW) — First Way Improvements Sitting Stambaugh, Dunton, Morrison, Grause, Glidden, Tiffany Presentation Kara Buzanoski, Director DPW — The idea is to create safe pedestrian access. This is Priority 6. Discussion Discussion about brush cutting versus paving and creating a sidewalk. Burns — After talking to school officials and police officers, stated he personally feels there is more that needs to be done to make that roadway safe, especially for children walking to school. There are state grant programs provide funding for roadway improvements around schools. Would like to gather more data on the area in order to apply for that grant money. Glidden — The priority here is to slow the speed along the mad, which is not necessarily paving the road. Buzanoski — Mr. Burns and Silvio Genao, Town Engineer, will work together to create a comprehensive road improvement plan. Burns — His recommendation is to have about $200,000 to create a design and gather the information needed to access the grant money. Gibson — This is not a project that is ready for FY2015. 4. Department of Public Works (DPW) — In -Town Bike Path Sitting Stambaugh, Donlon, Morrison, Grouse, Glidden, Tiffany Presentation Mike Burns, Transportation Planner — Asking for $50,000 for FY2015 to fund any mitigation that would be necessary. The path would follow the old railroad bed. Estimated construction is $1M funded through federal/state grants, anticipated construction start is Fall 2014. The Town would fund the design and permitting: $70,000 has already been expended; looking for outside funding for the balance. Discussion This is a high priority project. PLUS — Mid -Island Roadway acquisition Sitting Stambaugh, Damon, Morrison, Grause, Glidden, Tiffany Mike Bums, Transportation Planner — Asking $100,000 to take private roads or ways to improve circulation in the Mid - Island. This is Priority 7. Discussion Discussion about the increase in number of private roads the Town is taking. The Roads and Rights of Way Committee has created a priority list. 6. Department of Public Works (DPW) — Old South Road Bike Path Sitting Stambaugh, Damon, Morrison, Grouse, Glidden, Tiffany Presentation Kara Buzanoski, Director DPW — Stated she is putting a hold on this pending review of the Milestone Road rotary area. It does not have a priority. The idea is to not force bicycles to cross at the rotary and again at Fairgrounds Road. Discussion Tiffany — Questions the wisdom of doing this. Bums — Reiterated it would keep pedestrians and cyclists from crossing the road twice. Gibson — It is not recommended by Town Administration as a Tier 1 or 2. 7. PLUS — Pleasant StreeUWest Creek Road Sitting Stambaugh, Damon, Morrison, Gmuse, Glidden, Tiffany Presentation Mike Bums, Transportation Planner — There is a conceptual plan for improvements. Some improvements have been implemented by private developers; but they are not coming off engineered plans. This is a request for funds for an engineering study to establish a layout plan of streetscape improvements. Discussion Stambaugh — Stated that at points, pedestrians have to walk in the roadway along Pleasant Street. Discussion about how inaccessible the Sparks Avenue/Pleasant Street area is to pedestrians. Consensus is that the mid -island area needs an engineering plan that makes the area is more pedestrian friendly. Page 3 of 5 Minutes for October 30, 2013, adopted Nov. 6 8. PLUS — Prospect Street Bike Path Extension Sitting Stambaugh, Dunton, Morrison, Grause, Glidden, Tiffany Presentation Mike Burns, Transportation Planner — Discussion Glidden — Asked how far out this project is as it relates to what was approved at the 2013 annual town meeting. Gibson — It is months out. There are other projects in the queue from 2012 and 2013 Town Meetings. Bunton — There was money voted for this project last year. Burns — That was the Mill Hill portion of the project. This is for the rest of the project, to include sidewalks along Prospect Street. The sidewalk along Prospect and Mill Streets is the highest priority. Bunton — Asked if there was a cost saving in doing the two Prospect/Mill Streets and Quaker Lane sidewalk projects together. Buzanoski — No. Grause — The money seems small considering how close some structures are to the road; expressed concern about the cost of a possible taking. Stambaugh — Asked if there is a problem for cyclists along these roads. Glidden — It is all in how people are safely moved in and out of Town. Burns — There would be permanent easements for sidewalks in the area. Morrison — Would like to get a sense of how a number of these expenditures would he prioritized in terms of safety. Burns — Mill Hill is the most urgent in regards to safety. Bunton — Stated that the entire project from Madaket Road to Mill Hill would cost $700,000. Spoke in favor of doing the whole project at once. 9. Department of Public Works (DPW) — Surfside /Airport Area Road Acquisitions Sitting Stambaugh, Dumon, Morrison, Grause, Glidden, Tiffany Presentation Kara Buzanoski, Director DPW — The Surfside Area Association requested the Town take some of these roads. This $100,000 request is for the survey plan to identify the areas of taking. Discussion Bunton — This was voted down in ballot about 4 or 5 years ago. Gibson — Board of Selectmen agrees with The Surfside Area Association that the taking of the road would be a public benefit. Have a number of voluntary easements already in place. The $100,000 would cover all the costsof taking wahat needs to be taken to make the roads public. The taking would include Boulevard, Monohansett, Okorwaw and a section of Lover's Lane. Reviewed the background on the roads. Will phase repairs to the roads once they become public. 10. Department of Public Works (DPW) — Francis/Union Street Sitting Stambaugh, Dunton, Morrison, Gmuse, Glidden, Tiffany Presentation Gibson — This is for the side of the street opposite the Nantucket Lightship Basket Museum. Property at 50 Union Street will be purchased in part by the Nantucket Islands Land Bank, the house will go to Housing Nantucket for affordable housing. The intersection would be improved for truck traffic and the rest of the land made a park. Discussion Discussion about what the requested funds would pay for. Grause — Asked if this is really a FY2015 project if no one knows when the Land Bank will purchase the house. Discussion about when this project would begin. PLUS — Sparks Avenue roundabout improvements Sitting Stambaugh, Damon, Morrison, Grause, Glidden, Tiffany Presentation Mike Burns, Transportation Planner— This is not high priority but there are some deficiencies. Discussion No discussion TOPICS Ill. FUTURE MEETING 1. Gibson — Town Administration Recommendations should be available within the next 3 or 4 weeks. 2. Stambaugh —He and Mr. Grause will not be available for the November 6 meeting: IT /GIS and Our Island Home.
