Codfish Park Resident, Lynn Silverman and Principal at O'Connor & Drew, P. C, Kevin Carnes,
CPA were also present at call to order.
A. CITIZENS BUSINESS /ANNOUNCEMENTS:
1. Carter Property —Neighbor's Concerns: Mr. Savetsky relayed concerns of Carter
property neighbor, Francine Bovers, to the Commission regarding unleashed dogs, dog waste
and damage to the coastal bank by dogs and children on the property. Property staff had already
installed signs addressing the cleanup of dog waste and also requesting visitors to stay off the
bank. After some discussion, the consensus of the Commission was that no additional signage
was necessary. Mr. Savetsky indicated he would continue to listen to the concerns of the
neighbor and relay them back to the Commission.
Commissioner Bartlett entered the meeting at 4:07p. m.
2. Codfish Park Playground — Abutters Comments: Mrs. Silverman from 3 Gully Road
read a prepared statement explaining her opposition to the playground, including the history of
the property and the reasons why she was asking the Land Bank to reconsider the project. The
Commission told Mrs. Silverman her comments would be taken under advisement.
Mrs. Silverman, Mr. Carnes and Mr. Perry departed the meeting at 4:12 p.m.
B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unanimously
VOTED to go into executive session in order to discuss the purchase, exchange, lease or value of
real property, contract negotiations, and review and approve executive session minutes. Each
member was polled individually. All members voted yes. The Chairman declared that discussion
of these matters in open session may be detrimental to the Land Bank's negotiating position and
that the Commission would reconvene in regular session following executive session.

Superintendent, Sean Oberly; entered the meeting at 4:32p. m.
C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously
VOTED to accept, approve and release the regular session minutes of September 10, 2013 and
the special meeting of September 19, 2013, as written.
D. GOLF BUSINESS:
1. Miacomet/Sconset Golf Course — Manager's Monthly Review:
a. Sconset Golf Course — Financial Report: The Commission reviewed the balance
sheet and profit and loss comparison through August 2013, as well as the August 2013 check
register. Mr. Costa said Sconset Golf continued to do quite well.
b. Miacomet Golf Course - Financial Report: The Commission reviewed the
balance sheet and profit and loss comparison through August 31, 2013, as well as the check
register for August 2013. Mr. Costa reported continued improvement over last year. Mr. Costa
answered various questions from the Commission pertaining to the check register.
c. Sconset Golf Course — Irrigation Discussion: Mr. Oberly presented preliminary
estimates to install an irrigation system for the tees and greens which would work with the
existing pump. Mr. Oberly explained that beyond the old piping needing constant repairs, having
an automated system would cut down on labor costs by eliminating hand watering and increase
speed of play as the watering would be done prior to the opening of the course. After some
discussion, upon a motion made and duly seconded, it was unanimously VOTED to go forward
with the project with the funds coming from Sconset Golf funds.
d. Miacomet Golf Course — Extended and Elevated Tee Boxes Discussion: Mr.
Costa reported that the plant surveys were complete and a final report from Ms. Freeman was
forthcoming. He reminded the Commission that he previously recommended adding three new
tees to holes 11, 14 and 18, which would stretch the course approximately 7,000 yards, as well as
raising the tee boxes on 14 (gold, blue and white tees) and 17 (white only) to improve play as the
greens were not visible from the existing tees. Mr. Costa said the expense could come out of
Miacomet Golf operating funds. The consensus of the Commission was to continue investigating
the costs and permitting issues.
e. Miacomet Golf Club — Membership Meeting Discussion: Mr. Savetsky
recommended cancelling the Land Bank meeting scheduled for Saturday, September 28, 2013, as
it seemed premature to discuss clubhouse features and costs with the Miacomet Golf
membership. The consensus of the Commission was to cancel the meeting and staff was asked to
post the changes accordingly.
f Clubhouse Visits — Discussion: Mr. Savetsky presented an offer from
Membership Committee/Financial Workgroup member, John Daniels, to give the
Commissioners a tour of the clubhouses at Sankaty Head Golf Club and Nantucket Golf Club.

Chairman Reinhard opted to tour Nantucket Golf Club; all other Commissioners declined the
offer.
g. Sconset Golf Course — Off Season Walking Trails Discussion: Chairman
Reinhard asked Mr. Oberly what may be needed in terms of signage or fencing to protect the
course in anticipation of winter walkers and hunters. Mr. Oberly had no concerns with the off
season use of the course.
It. Financial Workgroup Options — Auditor's Analysis: Mr. Carnes reviewed the
revenue generating options for financing a new clubhouse created by the Financial Planning
Workgroup and said the direction the workgroup had taken was appropriate, as MGC could not
support the additional debt at its present rate of revenue, however he questioned whether the
market could bear the proposed increases. Further, he suggested that the Commission look at
cash flow rather than net profits as an indicator of funds available. In this vein, he presented a
three -year cash flow statement for MGC which showed that while profitable, the operation was
achieving a break -even cash flow every year, as any available cash leftover was being spent on
improvements. Additionally, while the Land Bank had a very profitable year, the cash flow was
low due to large land purchases within the last year. He cautioned that the Land Bank bear in
mind its current debt service obligations when considering any additional notes, purchases or
additional investments in golf.
Mr. Costa and Mr. Oberly departed the meeting at 5:40 p.m.
E. FINANCIAL BUSINESS:
1. Draft Audited Financial Statements — Presentation: Mr. Carnes reviewed the draft
audited financial statements for the Fiscal Year ending June 30, 2013 and reported that it was an
unqualified, clean audit with no exception. The Commission thanked Mr. Cannes for coming and
answering their questions on financial management. Upon a motion made and duly seconded, it
was unanimously VOTED to accept and approve the Fiscal Year 2013 audited financial
statements.
2. Execution of Management Representation Letter to Auditor: Mr. Carnes explained that
the audit required a letter from the Land Bank representing that to the best of the Commission
and staff s knowledge, everything had been disclosed and provided to the auditors as requested.
Upon a motion made and duly seconded, it was unanimously VOTED to have Chairman
Reinhard execute the management representation letter to the auditor.
3. Fiscal Year 2013 Audited Financial Statements: Ms. Campese presented a staff -
prepared Land Bank financial summary, which also included Miacomet Golf operations, based
on the Fiscal Year 2013 audited financial statements prepared by Kevin Carnes from O'Connor
& Drew, P.C. Upon a motion made and duly seconded, it was unanimously VOTED to accept
and approve the staff - prepared financial summary for inclusion in the Land Bank's 2013 Annual
Report.

4. Monthly Financial Report: The Commission accepted the August 2013 financial
report including the balance sheet and income statement previously provided by electronic
correspondence.
5. Warrant Authorization— Cash Disbursements: Upon a motion made and duly
seconded, it was unanimously VOTED to execute the September 24, 2013 warrant document in
the amount of $19,528.14 to be provided to the county treasurer.
F. TRANSFER BUSINESS:
1. Transfer Updates:
a. Five -Year Domicile and Ownership Compliance — Release of Liens: Upon a
motion made and duly seconded, it was unanimously VOTED to execute and authorize the
issuance of a Release of Lien for the following transfer as a result of the purchasers fulfilling all
of the requirements of Section 12, subsection ( -m -):
No. 29392 Peter Fletcher Haigh, Jr. and Ashley Christ
G. PROPERTY MANAGEMENT:
1. Petrel Landing Use Request: Mr. Savetsky presented a request from the Massachusetts
Department for Environmental Protection to use the property as a staging area for a group
response drill. Upon a motion made and duly seconded, it was unanimously VOTED to approve
the request.
2. Lily Pond — Construction Entry Permission Request: Mr. Savetsky presented a request
from landscaper, Mark Lombardi to access the Lily Pond property to build a retaining wall at 15
North Liberty Street. Mr. Savetsky recommended all equipment work be done from 15 North
Liberty Street and only hand work allowed from Land Bank property for approximately 5 days.
Further he recommended a minimum setback of 6" be required for the wall. Upon a motion
made and duly seconded, it was unanimously VOTED to allow the entry with required
guidelines set forth by Mr. Savetsky.
Ms. Strang departed the meeting at 6:15 p. m.
3. 158 Orange Street/Bachman — Planning Update: Ms. Bell reported that she has been
unable to schedule a site visit of the property for the Commission and recommended waiting
until Mr. Bachman vacates the property in mid - October to move forward with the viewing,
procurement and permitting for the disposal of buildings. It was the consensus of the
Commission to wait on the project, as recommended.
H. PERSONNEL MANAGEMENT:
1. Resource Planner/Ecologist — Resignation: Mr. Savetsky reported that he had received

a letter of retirement from Mr. Perry. Upon a motion made and duly seconded, it was
unanimously VOTED to accept Mr. Perry's resignation. Further, Chairman Reinhard thanked
Mr. Perry for his great work on many projects, specifically his management of the grasses at
Head of Plains.
I. GOLF BUSINESS:
1. MGC Capital Projects — Planning: The Commission discussed setting aside a
percentage of the depreciation expenses yearly and new initiation fees into a designated
restricted fund for use on capital projects and requested that the discussion be revisited at a future
special meeting dedicated to golf.
ADJOURNMENT: Upon a motion made and duly seconded, it was VOTED to adjourn at 6:30 p.m.
