ABSENT: S[ackpole. m s P STAFF PRESENT: Eric Savetsky, Executive Director, Jesse Bell, Assistant Director; Susan Campese, Administrator/Fir ance Manager. Bob Williams and Charlie Williams were also present at call to order. A. GOLF BUSINESS: I. Miacomet Golf Course ( "MGC ") - Financial Planning Discussion: Bob Williams and Charlie Williams updated the Commission on the members meeting regarding the conceptual rate increases for a new clubhouse. They reported the consensus of the members present agreed that the cost of a new clubhouse should be shared between the members, non - members and Land Bank. Further, they were positive about the addition of a practice facility to the course. However, they would not commit to endorsing a price increase before there were conceptual plans. The members expressed concern that since the family rate at MGC was currently higher than the family rate at Sankaty Head Golf Club ("SHGC"), that rate should not be increased. 2. Island Clubhouse Visits — Discussion: Chairman Reinhard reported that his toms of SHGC and Nantucket Golf Club ( "NGC') were very helpful, as he liked the community feeling of SHGC but felt NGC was too generic. Additionally, lemming about the limited event policies was helpful and he noted that the practice areas were important features for both courses. 3. Financial Planning Workgroup Next Step - Discussion: As the next logical step in the process, Mr. R. Williams asked if the workgroup could measure the existing spaces and further study current uses and capacity needs. Mr. Savetsky recommended that a spreadsheet be created to compare existing with proposed square footage of each room. The consensus of the Commission was to move forward with determining current spaces and further, to talk to year -round staff regarding uses and traffic flow within the buildings. Commissioner Paterson suggested that during the planning stage, a capital fund gets established from a percentage of depreciation and new initiation fees. Mr. C. Williams updated the Commission on a new level debt bonding scenario that amortized the principal at a higher rate in the beginning of the term. Discussion ensued regarding a single or two story structure, event needs, building layouts and the use of outside space and tents. Mr. R. Williams and Mr. C. Williams departed the meeting at 10:10 a.m. Mr. Savetsky stated that the Commission needed to make some policy decisions which would in turn dictate space needs in a new clubhouse. Further, he recommended that the clubhouse, golf storage building and practice facility be addressed as separate projects under the master plan. Commissioner Paterson stated that the Commission needed a Land Bank Commission June 26, 2013 Page 2 clearer understanding of the financial workings of MGC so informed decisions can be made. Mr. Savetsky reminded the Financial Planning Workgroup recommended a Chief Financial Officer be hired to oversee the finances and report back to the Commission on a monthly basis. 4. Sconset Golf Clubhouse — Community Preservation Committee ( "CPC ") Application Feedback: Commissioners Gardner and Reinhard reported on receiving feedback from two CPC members (Rich Brannigan and Ken Beaugrand) who said that the application and presentation made by Ms. Bell was comprehensive and very well done. The Commission commended Ms. Bell on her hard work on the project. ADJOURNMENT: Upon a motion made and my seconded, it was VOTED to adjourn at 10:40 a.m. Attested to: .�w.
