Election: Election of Officers: Chairman: Ms. Snow motioned to nominate Mr. Rowland as Chairman, which Ms. Snell seconded and all the remaining present members voted in favor of this motion. Vice Chairman: Ms. Topham motioned to nominate Ms. Snell as Vice Chairman, which Ms. Snow seconded, and all the remaining present members voted in favor of this motion. Secretary: Ms Snell motioned to nominate Ms. Rosenberg as Secretary, which Ms. Snow seconded, and all the remaining present members voted in favor of this motion. Minutes: Note: Ms. Rosenberg and Mr. Hubbard did not approve June 11 or June 28 minutes, because their commission did not begin until July 2013. Ms. Snow motioned to approve June I 1 minutes, which Ms. Snow seconded, and all the remaining eligible members voted in favor of this motion. Ms. Snow motioned to approve June 28 minutes, which Ms. Snow seconded, and all the remaining eligible members voted in favor of this motion, except Ms. Topham because she was not present on June 28. 3:45 Ms. Rosenberg arrived. Topics: Temporary Parking Permits: • Ms. McDonough explained that typically a person will apply for a temporary parking permit for usually for 6 months to 1 year because of a temporary disability, and they expect to recover in that length of time. However, if they do not recover in that length of time, they would have to reapply for an extension on their temporary permit. The Commission discussed whether the applicant needed to submit a new application if they needed an extension on their permit, or could the Commission just review the original application and extend their current temporary permit. • Mr. Rowland suggested that the Commission could extend the temporary permit 6 months to 1 year if the applicant needed this extension, and the Commission could simply review the original application. The limit on this type of extension would be 1 year. • Mr. Hubbard had questions regarding the temporary and permanent permits, which Mr. Rowland answered. • Ms. Topham suggested that if an applicant needed the extension before the Commission had the opportunity to review the original application, then Ms. McDonough could issue a temporary extension until the Commission met. • Ms. Snell motioned to adopt Mr. Rowland and Ms. Topham's suggestions regarding temporary parking permits, which Ms. Topham seconded and all the remaining present Commission members voted in favor of this motion. Accessible Parking Spaces: Ms. Rezendes told the Commission that she felt that there was a need for an accessible parking space on New Whale Street adjacent to the Angler's Club. She also mentioned that an accessible parking space was needed adjacent to the Liberty Street entrance of the Methodist Church, which was removed when the DPW was doing infrastructure repairs. So Ms. Rezendes motioned to request a new accessible parking space on New Whale Street and to contact the DPW to replace the accessible parking space on Liberty Street, which Ms. Snell seconded, and all the remaining present Commission members voted in favor of this motion. Ms. Snow talked about the difficulty of crossing lower Main Street at Candle Street and maybe a stop sign would help pedestrians crossing in that area. This lead to a discussion regarding the brick crosswalks and their visibility. Mr. Hubbard wondered why they are not painted white, and Mr. Rowland explained that the HDC would never allow white crosswalks. The Commission agreed that caution is necessary when attempting to cross any crosswalk and did not feel as if a stop sign would improve the safety of crossing lower Main Street. 4:20 p.m. Other Business: • Ms. Snell mentioned that the railing at 9 India was wobbly. Ms. McDonough said that she was speaking to the owner and they have a new handrail and plan to install it soon. Ms. Snell also suggested that Ms. McDonough look at their signage. • Ms. Snow asked if Ms. McDonough could call the Athenaeum and please make sure that all the speakers use the microphone in the upstairs hall. • Ms. Topham suggested that Ms. McDonough look at 28 Easy Street's access, and at the JC's House signage. • Downtown lighting was again a topic at this meeting. Mr. Rowland suggested that the members look at the downtown area and see where they think there is a need for better lighting. Executive Session: 4:35 Ms. Topham motioned to go into executive session to discuss the parking permit applications, and not to return to the open meeting once the executive session is adjourned, which Ms. Snell seconded, and Mr. Rowland, Ms. Snell, Ms. Snow, and Ms. Rezendes, Ms. Topham, Ms. Rosenberg, and Mr. Hubbard voted in favor of this motion.
