B. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was unrim sly &OTED
to go into executive session in order to discuss the purchase, exchange, lease or malu real
property, and review and approve executive session minutes. Each member was$Dlk@jndividually.
All members voted yes. The Chairman declared that discussion of these matters A open session
may be detrimental to the Land Bank's negotiating position and that the Commission would
reconvene in regular session following executive session.
Jesse Bell, Administrator /Fiscal Officer entered the meeting at 4:10 p.m.
RETURN TO OPEN SESSION
C. APPROVAL OF MINUTES: Upon a motion made and duly seconded, it was unanimously
VOTED to accept, approve and release the special meeting minutes of December 21, 2012, as
written.
Jeffrey Pollock, Property Supervisor and Bruce Perry Planner /Ecologist entered the
meeting at 4:40 p.m
D. TRANSFER BUSINESS:
1. December 2012 Transfers - Record Nos. 33317 through 33764: The Commission
reviewed transfers for the period of December 1, 2012 through December 31, 2012.
a. Current "M" Exemptions and Liens: The Commission authorized the placing of
liens against the following properties as a result of the purchasers claiming the "M" exemption as
first -time buyers of real property:
No. 33419 David P. Pekarcik and Shauna M. Pekarcik
No. 33493 Preston J. Harimon and Tandi J. Harimon
No. 33556 Peter L. Fernandes and Holly E. Fernandes
No. 33657 Kevin Anderson and Kimberlee A. Patten

1. Monthly Financial Report: The Commission accepted the November 2012 financial
report including the balance sheet and income statement previously provided by electronic
correspondence.
2. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar years
2011 and 2012 and fiscal years 2012 and 2013 through December 2012 were presented.
3. Warrant Authorization — Cash Disbursements: Upon a motion made and duly seconded,
it was VOTED to execute the January 14, 2013 warrant document in the amount of $181,441.31 to
be provided to the county treasurer.
4. Warrant Authorization — 2012 Series A Bond Semi - Annual Payment: Upon a motion
made and duly seconded, it was unanimously VOTED to approve payment and authorize staff to
wire the 2012 Series A semi - annual bond payment of interest and principal in the total amount of
$349,181.25 from the Land Bank's Collection Account to the Bond Trustee at U.S. Bank.
F. PROPERTY MANAGEMENT:
1. Property Supervisor's Monthly Review: Mr. Pollock provided an overview of work
performed by property management staff in December, including filling in the old house foundation
and invasive plant removal at the Lily Pond Property, shutting down and securing the Crocker
houses, boat removal from Anderson and Craig properties, tree relocation from the horse field on
Hummock Pond Road, cleaning up the road edge at the Lamb property and creating a connecting
trail on behalf of the Town from Dionis Beach to Trotts Hills. Additionally, Mr. Pollock reported
that the bum season had ended, with eight successful bums including two at the airport. Lastly,
several needed repairs at the Munson house were continuing.
2.2013 Draft Property Management Work Plan Review: Mr. Savetsky presented the 2013
Property Management Work Plan which itemized and prioritized projects and goals for Land Bank
properties for review and vote at a future meeting.
3. Cisco Beach Bike Path — Update: Mr. Perry informed the Commission that he expected to
put the Cisco Beach bike path project out to bid within the month, with a spring completion date.
4. Mt. Vernon Farm & Cisco Beach Property — Use Request: Mr. Savetsky presented a
request from the Town of Nantucket to use the parking at Mt. Vernon Farm for a ribbon cutting
ceremony for the grand opening of the Cisco Bike Path and a community bike ride to the beach
where refreshments will be served on June 15, 2013. After some discussion, upon a motion made
and duly seconded, it was unanimously VOTED to approve the request.
5. Historic District Commission — Permitting Update: Mr. Perry reported on filing
applications to the Historic District Commission (" HDC' ), to be heard on January 29, 2013, for the
Land Bank Commission Page 3

following properties:
a. Barrett/Zissi —30A Washington. Street: Demolition/removal of building.
b. Crocker — 27 N. Cambridge Street: Demolitiontremoval of two buildings.
c. Sconset Golf Course — Barn: Removal of building debris.
6. Conservation Commission — Permitting Update: Mr. Perry reported on filing applications
to the Conservation Commission, to be heard on January 23, 2013, for the following properties:
a. Hall/Birch — 21 Sesachacha Road: Intent to install split rail fence along property
line onto the beach to stop abutter's ongoing encroachment.
b. Gardner Shack — Hummock Pond: Intent to demolish the shack.
c. Barrett/Zissi — 30A Washington Street: Intent to demolish/move buildings, remove
path to the beach, keep boardwalk and gazebo at Aquarium site, convert parking to
one handicapped spot and vista pruning.
d. Crocker — 27 N. Cambridge Street: Notice of Intent to demolish/move buildings,
abandon driveway, maintain beach path and vista pruning.
7. Miacomet Golf Capital Planning Committee — Upcoming Meeting: Commissioner
Gardner announced there would be a Miacomet Golf Capital Planning Committee on January 18,
2013 at 2 p.m. at 1 Milestone Road. Chairman Stackpole additionally asked the committee to
discuss the golf fee policy for employee- members and bring back a recommendation for the
Commission to consider. Ms. Bell indicated that she would post the meeting accordingly.
